%X "Important statistical issues pervade the evaluation of training programs' effects for unemployed people. In particular the fact that offered wages are observed and well-defined only for subjects who are employed (truncation by death), and the problem that information on the individuals' employment status and wage can be lost over time (attrition) raise methodological challenges for causal inference. We present an extended framework for simultaneously addressing the aforementioned problems, and thus answering important substantive research questions, in training evaluation observational studies with covariates, a binary treatment and longitudinal information on employment status and wage, which may be missing due to the lost to follow-up. There are two key features of this framework: we use principal stratification to properly define the causal effects of interest and to deal with non-ignorable missingness, and we adopt a Bayesian approach for inference. The proposed framework allows us to also at least partially answer an open issue in economics: the assessment of the trend of reservation wage over the duration of unemployment. We apply our framework to evaluate causal effects of foreign language training programs in Luxembourg, using administrative data on the labor force (IGSS-ADEM dataset). %X "This paper studies effects of the introduction of a new digital mass medium on reemployment of unemployed job seekers. We combine data on broadband internet availability at the local level with German individual register data. We address endogeneity by exploiting technological peculiarities that affected the roll-out of broadband internet. Results show that broadband internet improves reemployment rates after the first months in unemployment for males. Complementary analyses with survey data suggest that internet access mainly changes male job seekers' search behavior by increasing online search and the number of job applications." %X "Nearly a decade after the Lisbon Strategy's formulation, long-term unemployed individuals in Germany seem to lack opportunities on the labour market that their short-term unemployed counterparts enjoy. Despite Germany's robust economic development and declining unemployment rates in the past, the German Federal Employment Agency (Bundesagentur für Arbeit) has nevertheless identified the 'hardening of the long-term unemployment situation'. This article illuminates the institutional measures taken by the BA, along with their promotional and inhibitory effects, as analysed in narrative interviews with long-term unemployed individuals who transitioned into Germany's primary labour market despite multiple constraints. Although the BA provides a range of measures to promote integration into the labour market, the people affected have no binding claim to those services and measures, and many of the long-term unemployed individuals that we interviewed revealed problematic consequences of institutional support received and described strategies for securing employment apart from the BA's institutional means." %X "This paper studies how the potential duration of unemployment benefits affects individuals' job search behavior and re-employment outcomes. We exploit an unexpected reform of the German unemployment insurance scheme in 2008, which increased the potential benefit duration from 12 to 15 months for recipients of age 50 to 54. Based on detailed survey data and difference-in-differences techniques, we estimate that one additional month of benefits reduces the number of filed applications by around 10% on average over the first two months of unemployment. Treatment effects on the reservation wage are positive but statistically insignificant. In a complementary analysis, we use social security data to investigate how the reform affected re-employment outcomes. The difference-in-differences estimates yield an elasticity of 0.24 (0.1) additional months in unemployment (nonemployment) per additional month of potential benefits. %X "This paper uses job seekers' elicited beliefs about job finding to disentangle the sources of the decline in job-finding rates by duration of unemployment. We document that beliefs have strong predictive power for job finding, but are not revised downward when remaining unemployed and are subject to optimistic bias, especially for the long-term unemployed. Leveraging the predictive power of beliefs, we find substantial heterogeneity in job finding with the resulting dynamic selection explaining most of the observed negative duration dependence in job finding. %X "While social science has substantially documented the individual experience of unemployment, less is known about the role of contextual variables. One contextual factor that is important for unemployed job seekers is the unemployment insurance (UI) that they receive. This study examines the relationships between job seeker perceptions of UI generosity and mental health during unemployment, reemployment speed, and reemployment quality. Drawing upon psychological construal theory, we conceptualize UI generosity as creating psychological distance from the reemployment goal, generating consequences for the job search, mental health, and reemployment. We tested our hypotheses with a four-wave survey design of job seekers looking for work in 3 different countries (United States, Germany, and the Netherlands). Perceived UI generosity was associated with slower reemployment speed, via reduced time pressure, job search priority, and job search metacognition. Perceived UI generosity was related to higher mental health, via reduced time pressure and financial strain. Finally, perceived UI generosity was related to increased reemployment quality, both directly as well as indirectly through lower time pressure and financial strain, and subsequent higher mental health. %X "Im seit Januar 2019 gültigen Teilhabechancengesetz bleibt der Teilhabebegriff im Gesetz wie der Gesetzesbegründung unterbestimmt. Der vorliegende Beitrag geht der Frage nach, welche Akteure des jobcenterexternen Governancekontextes mit welchen Deutungen die lokale Umsetzung des Teilhabechancengesetzes rahmen. Dabei lassen sich zwei Interpretationen des zentralen Konzepts der sozialen Teilhabe beobachten: Im ersten Fall wird Teilhabe als Integration in den ungeförderten Arbeitsmarkt verstanden, im zweiten werden die Instrumente selbst als Teilhabechance interpretiert. Diese unterschiedlichen Verständnisse haben Einfluss auf die Umsetzungsperspektiven wie die Auswahl der Teilnehmenden, die Akquise von Arbeitgeber*innen, die Freiwilligkeit der Teilnahme und die Umsetzung des Coachings. Darin manifestieren sich arbeitsmarktpolitische respektive sozialpolitische Prioritäten, die nicht aus dem Gesetz, sondern aus übergeordneten Werthorizonten abgeleitet werden." %X "In the Participation Opportunities Act (Teilhabechancengesetz), which has been in force since January 2019, and the explanatory bill, the concept of participation remains underdefined. This article examines which actors in the governance context outside the job centres frame the local implementation of the law and how they interpret it. Two interpretations of the central concept of social participation can be observed: In the first case, participation is understood as integration into unsubsidized employment; in the second, the instruments themselves are seen as participation opportunities. These different understandings influence the implementation perspectives such as the selection of participants, the acquisition of employers, the voluntary nature of participation and the implementation of coaching. %X "Unemployment is an important predictor of one's future employment success. Yet, much about the endurance of unemployment effects on workers' careers remains poorly understood. Our study complements this knowledge gap by examining the rate of recovery in the quality of careers following an unemployment spell among a representative sample of previously unemployed workers with different socio-demographic characteristics in Germany. We apply a new dynamic measure that quantifies the quality of binary sequences, distinguishing between 'good' (i.e., employment) from 'bad' labor force status activities (i.e., unemployment and inactivity). We use longitudinal data from the German Socio-Economic Panel (GSOEP) before the Great Financial Recession over the period 1984-2005 and deploy a series of hybrid models that control for unobserved heterogeneity. We find a non-linear recovery process after unemployment across gender and age groups. That is, after a period of recovery, career quality worsens. Least impacted are men experiencing unemployment when aged between 25-34 years, while men 55-66 have rather stable, though stronger, penalties. Furthermore, we find that recovery processes are contingent upon when respondents experience unemployment." (Author's abstract, IAB-Doku) ((en))

%X "In recessions, unemployment increases despite the-perhaps counterintuitive-fact that the number of unemployed workers finding jobs expands. On net, unemployment rises only because even more workers lose their jobs. We propose a theory of unemployment fluctuations resting on this countercyclicality of gross flows from unemployment into employment. In recessions, the abundance of new hires 'congests' the jobs the unemployed fill, diminishes their marginal product and discourages further job creation. Countercyclical congestion alone explains about 30-40 percent of U.S. unemployment fluctuations. Besides generating realistic labor market volatility, it also provides a unified explanation for the cyclical labor wedge, the excess earnings losses from job displacement and from graduating during recessions, and the insensitivity of unemployment to labor market policies, such as unemployment insurance." %X "The reintegration of young welfare recipients into the labor market is a major policy objective in many European countries. In this context, monitoring and sanctions are commonly used policy tools. We analyze the impact of strict sanctions for young welfare recipients in Germany. The German benefit system is characterized by harsh sanctions for this group, effectively cancelling benefits for three months after detection of non-compliance with job search requirements. We analyze the impacts of these sanctions on job search outcomes and on dropping out of the labor force, using administrative data on a large inflow sample. We estimate multivariate duration models taking selection on unobservables into account. Our results indicate an increased job entry rate at the expense of an increased withdrawal from the labor force and lower entry wages. Combining quantitative with qualitative evidence reveals that the latter side-effects of sanctions can have dramatic consequences for the quality of life of the youths involved."
