To answer this question, I rely on numerical simulations of a model of on-the-job search and precautionary savings. The model is calibrated to low skilled workers in the U.S. The extent of insurance is determined by the degree of progressivity of a non-linear transfer schedule. The fundamental trade-off is that a more generous provision of insurance reduces incentives to search for better paying jobs, which increases the cost of providing insurance. I show that progressivity raises the search intensity of unemployed worker, which reduces the equilibrium rate of unemployment, but lowers the search intensity of employed job seekers, which reduces the output level. I also solve numerically for the optimal non-linear transfer schedule. The optimal policy is to provide little insurance up to a monthly income level of $1350, such as to preserve incentives to move up the wage ladder, and nearly full insurance above $1450. This policy reduces the standard deviation of labor income net of transfers by 34% and generates a consumption-equivalent welfare gain of 0.7%. The absence of private savings does not fundamentally change the shape of the optimal transfer function, but tilts the optimal policy towards more insurance, at the expense of a less efficient allocation of workers across jobs." Our findings show that the assistance reduces unemployment among the treated, but also creates substantial displacement leading to higher unemployment for the non-treated. By using detailed information on caseworker and job seeker behavior we show that vacancy referrals passed on from caseworkers to job seekers is the driving mechanism behind the positive direct effect. We also examine explanations for the displacement effect and show that displacement is not due to constrained resources, but arises in the labor market. A comparison between different meeting formats suggests that face-to-face meetings and distance meetings are more effective than group meetings. Despite the existence of displacement effects, when we incorporate our results into an equilibrium search model we find that a complete roll-out of the program would lead to lower unemployment and slightly reduced government spending." The evaluation of these trials comprised qualitative interviews with both Work Coaches and trial participants as well as observations of the meetings that they held with each other. Quantitative analysis of both the processes underpinning the trials and participants outcomes was also carried out. We did not find evidence that VEI led to participants moving off benefits and into employment more rapidly. MIS however, has led to participants spending an average 3.2 fewer days on benefits in the 12 months following recruitment to the trial. The physiotherapy service had a high level of interest amongst people who were eligible but the number of eligible people was low. The OHA service, when used, was often valued and appreciated, notably by less experienced Work Coaches. On the CC trial, many Work Coaches found that the CC form helped structure conversations and allowed them to track progress better than they would have done with an Action Plan (the predecessor to a CC)."
