We use exhaustive and geo-located individual data on jobseekers and local public employment agencies. Contrary to past evidence based on aggregated data, we find no evidence that jobseekers with improved accessibility to the local public employment services experience an improvement of their probability of exiting unemployment. We however find evidence of transitory organizational effects. These findings strongly question the costly strategy of a fine distribution of local public employment agencies across the territory while suggesting that institutional issues are key." We find that short further training and long retraining courses significantly increase workers' long-term employment. As approximately 25% to 50% of trained nurses have permanent jobs in the care sector, we estimate that approximately 5% of all employed nurses are formerly trained unemployed workers." The aim of the programme was to increase the career prospects of unemployed graduates in the region of Umbria. Design/methodology/approach The authors rely on administrative data and matching methods to evaluate the effectiveness of the intervention in terms of employability of participants. Findings The results show that participants are more likely to be employed and to sign an apprenticeship contract within the region boundaries. The authors also find substantial differences in employability and type of contract by gender, with men having a higher probability of finding a job (permanent contract and apprenticeship). The authors show that this may be explained by the different choices in terms of field of study, with males being more prone to enrol in scientific areas and females in the humanities. Research limitations/implications It is an intervention implemented in one Italian region. Originality/value This is one of the few studies that analyses the effectiveness of active labour market policies targeting unemployed graduates, especially in the Italian context. The authors rely on different administrative data sources that allow them to evaluate the effectiveness of the programme." Dutch administrative monthly data were used and analysed with a quasi-experimental design involving job displacement. The estimates show that displaced workers, relative to comparable non-displaced workers, experience besides substantial losses in employment and wages also large increases in the commuting distance. Remarkably, we find that the displacement effect on the probability of changing home is negative. Thus for displaced workers commuting seems to be a more relevant margin of labour adjustment than changing home. The patterns in displacement effects change over the worker's post-displacement period - the negative effect on wages becomes more pronounced, whereas the increase in the commuting distance diminishes. The results suggest that displaced workers who are longer unemployed prefer working closer to home over higher wages. Also, we examine the role of workers' housing state in the displacement effects. We find that leveraged displaced owners, compared with displaced tenants and outright owners, are more rapidly re-employed and experience a smaller increase in the commuting distance but also a higher loss in wage." The evidence presented in this paper concludes that job placement services, training, wage subsidies, and other labor adjustment policies can be used to successfully help workers find employment and remain tied to the labor market. By contrast, direct job creation through public works projects and other government programs are less effective in helping workers over the long run." By adopting a bivariate equation framework, we jointly model the effect of English skills on labour market status and, conditional on being a wage earner, on monthly earnings and occupational status. The multinomial equation that explains labour market status allows for a different effect of language knowledge on the probability of being employed, unemployed but actively looking for a job, an unpaid family worker or involved in household tasks. The results indicate that being proficient in English is conditionally associated with a higher probability of being employed as a wage earner and, to a lesser extent, unemployed but looking for a job, whereas it decreases the likelihood of being involved in household tasks. Moreover, there is a significant conditional correlation between having a high level of skills in English and earnings, which is only modestly reduced when job-related variables and (especially) occupation dummies are included as additional controls. Indeed, being proficient in English barely affects occupational status when selection into employment status is controlled for. Therefore, the knowledge of foreign languages (in this case English) seems to stimulate labour market participation and earnings capacity, but does not substantially affect the occupational position of women in the Turkish labour market." According to the HILDA Survey data, about one-fifth of all employees separate from their job every year, and about one fifth of those are displaced workers - laid off for economic reasons. Using multivariate probit regression we find that men, older workers and workers with less than secondary education tend to be displaced more often. In certain industries, such as construction and manufacturing, the incidence of displacement has been higher over the last fifteen years. Workers with lower tenure and casual employees also face a higher probability of displacement. However, a very high proportion - close to 80% percent - of displaced workers find a new job within two years. Among certain groups of workers, the share finding new employment is significantly lower: women, older workers, and less educated workers, workers who had a casual job and part-time workers. However, not all groups search for a job after being displaced. We find evidence that women, older workers and workers in low-skilled occupations are quite likely to exit the labour force following displacement." In this context monitoring and sanctions are important policy tools. In this paper, we analyze the impact of strict sanctions on job search outcomes for young welfare recipients in Germany. The German benefit system is characterized by harsh sanctions for this group. Strict sanctions effectively take away the benefits for three months if young welfare recipients do not comply with their job search requirements. We jointly analyze the impact of these sanctions on job search outcomes and on dropping out of the labor force based on administrative data on a large in ow sample of young male jobseekers into welfare. We estimate multivariate duration models taking selection based on unobservables into account. Our results indicate that there is a trade off between an increased job entry rate and an increased withdrawal from the labor force as well as lower entry wages. Sanctions increase the probability of finding a job, but these jobs go along with lower earnings. Moreover, sanctions significantly increase the probability of dropping out." Public Employment Services are central players in the implementation of the Youth Guarantee. They cover a wide range of responsibilities in management, coordination and direct service provision, being the main providers of employment interventions. A new study on the implementation of the Youth Guarantee by the Public Employment Services discusses the success factors and key challenges that Public Employment Services experience in the delivery of the Youth Guarantee. The study is based on six country case studies (Austria, Bulgaria, Hungary, Lithuania, Portugal and Sweden). The study comes up with a number of recommendations to improve the implementation of the Youth Guarantee by the Public Employment Services, including: - the creation of a national Youth Guarantee coordination committee - more flexibility regarding the provision of offers - holistic service provision for young people - pro-active outreach - early career-guidance - additional indicators - and better tracking systems." In der Grundsicherung für Arbeitsuchende (SGB II) enthalten Eingliederungsvereinbarungen das Vermittlungsziel, die Bemühungen des oft arbeitslosen Leistungsberechtigten, die Leistungen des Jobcenters und eine Rechtsfolgenbelehrung. Diese klärt darüber auf, wie stark das Arbeitslosengeld II gekürzt wird, wenn die vereinbarten Bemühungen nicht erbracht und nachgewiesen werden. Welche Rolle schreiben Arbeitsvermittlerinnen und Arbeitsvermittler in den Jobcentern der Eingliederungsvereinbarung und ihren Bestandteilen im Beratungs- und Vermittlungsprozess zu? Der vorliegende Forschungsbericht geht dieser Frage anhand einer Online-Befragung nach. Die Befragung ist ein Teil der Begleitforschung innerhalb eines größeren IAB-Forschungsprojekts zu Wirkungen und Wirkmechanismen der Eingliederungsvereinbarung. Es zeigt sich: Arbeitsvermittlerinnen und Arbeitsvermittler sehen die Eingliederungsvereinbarung eher im Kontext des Prinzips 'Fördern und Fordern' verankert. Sie gehen weniger davon aus, dass Eingliederungsvereinbarungen den Eingliederungsprozess in den Arbeitsmarkt positiv beeinflussen. Kritischer beurteilen sie den Umfang von Eingliederungsvereinbarungen und ihre mangelnde Verständlichkeit für die Leistungsberechtigten. Das Instrument wird zudem nicht für alle Leistungsberechtigten gleichermaßen als sinnvoll eingeschätzt." (Autorenreferat, IAB-Doku) %X "Integration agreements are public-law contracts between job seekers and job centers or employment agencies. They are intended to structure the labor market integration process by enhancing transparency and mutual commitment in the relationship between the job center and the jobseeker. Integration agreements specify job placement objectives, claimant activities to find work, and the support that the job center provides to assist labor market integration. Moreover, the agreements inform about financial sanctions imposed if claimants fail to meet the requirements. How do caseworkers assess integration agreements and what role do integration agreements play in placement and counselling? This report presents the results of an online survey among case managers in several German job centers. The survey was part of a larger research project on effects and effect mechanisms of integration agreements. The results show that caseworkers feel integration agreements to be part of activation policies. However, they do mostly not think that integration agreements have a positive impact on integration processes. The scope of integration agreements and their lack of comprehensibility for beneficiaries are assessed critically. In addition, the instrument is not considered as equally useful for all benefit recipients."
