What is the minimal allowance that motivates an individual to move from employment to unemployment? What is the minimal salary that motivates an unemployed individual to seek employment? This study examines those questions, specifically with regard to the differences between older and younger individuals. Our findings demonstrate that age has a strong impact on the threshold incomes and behavioral factors. Older people demand more money than younger people for giving up their jobs. Older workers also have a stronger status-quo bias and demonstrate a greater preference for work. However, there is no significant difference between young and old with respect to the income needed to motivate a switch from unemployment to employment." However, less research attention has been paid to fatigue or burnout in the context of unemployment and job search. Drawing from Conservation of Resources theory, this study highlights the role that fatigue plays during unemployment and job search among displaced employees -- defined as individuals who have lost their jobs involuntarily and are currently not engaged in any form of paid employment. In a two-wave longitudinal study involving 89 displaced employees, we illustrate how financial difficulties and social exclusion can lead to job search fatigue, while psychological capital serves as a personal resource that reduces job seekers' fatigue. We also demonstrate how job search fatigue at Time 1 can lead to lower reemployment quality at Time 2, which, in turn, can lead to lower organizational commitment and increased turnover intentions. Our findings bring into attention the important role that fatigue can play in the context of unemployment and job search." Evaluation studies of such programmes commonly rely on the conditional independence assumption (CIA), allowing a causal interpretation of the results only if all relevant variables affecting participation and success are accounted for. While the entrepreneurship literature has emphasised the important role of personality traits as predictors for start-up decisions and business success, these variables were neglected in evaluation studies so far due to data limitations. In this paper, we evaluate a new start-up subsidy for unemployed individuals in Germany using propensity score matching under the CIA. Having access to rich administrative-survey data allows us to incorporate usually unobserved personality measures in the evaluation and investigate their impact on the estimated effects. We find strong positive effects on labour market reintegration and earned income for the new programme. Most importantly, results including and excluding individuals' personalities do not differ significantly, implying that concerns about potential overestimation of programme effects in absence of personality measures might be less justified if the set of other control variables is rich enough." In this respect, this year's Employment and Social Developments review addresses a range of issues. It starts by looking at the contribution of entrepreneurship and self-employment to job creation and growth and the need to tackle the difficulties faced by the self-employed and notably micro and small companies. It then looks at the role of labour legislation in supporting more and better jobs and the need to strike the right balance between flexibility and protection. It then moves on to look at the best actions to avoid unemployment turning into long-term unemployment and inactivity. More broadly, given technology change, globalisation and population ageing, which translates into a reduction in the working-age population, the EU needs to increase employment and increase productivity. Mobility and migration can play an important role here. In relation to this, Europe needs to improve skills and better match skills with evolving demands. It also needs to promote labour market participation of older workers and women. Social policies, including pension policies and family policies (for example, child care and longterm care), can support longer working lives and increase employment of women. Promoting social dialogue and the involvement of social partners in the development of employment and social policies may help the implementation and effectiveness of such policies."
