While the existence of scarring effects has become conventional wisdom, labour market sociologists have pointed out that their magnitude differs between institutional contexts. Recently, the focus of the discussion has shifted towards the role of activation policies, which are suspected to speed up labour market integration but worsen reemployment quality, hereby deepening the scarring effects of unemployment. To contribute to this discussion, this article provides an analysis of the impact of a large-scale counselling and monitoring scheme on unemployed workers by means of matching/weighting analyses. In contrast to sanctions, the counselling and monitoring programme fosters labour market integration without impairing job quality. Apparently, activation programmes pose a danger of impairing job quality, but this negative effect can be avoided for programmes based on more emphatic governance principles. His analysis was published as Schooling for Jobs. Although a relatively short text, this book was vitally important as it documented in detail, for the first time, the changes to career preparations of British secondary school children at the mid-point of a decade where the impact of deindustrialising processes, coupled with the neo-liberal policies of the political right, had ravaged the UK economy and decimated the youth labour market. The mid 1980s were a turning point that marked a shift to 'individuals' having responsibility for future career successes and the blaming of young people themselves for any perceived labour market failings. Central to this process was the Youth Training Scheme (YTS). Based on recent collaborations with Andy exploring YTS we have two main aims here. First, we revisit the BCS data to update the story and answer three interrelated questions: (i) what happened to the YTS participants from Furlong's analysis?; (ii) what were the long-term career and life 'impacts' for those who participated in YTS during the 1980s?; and (iii) were these job substitution schemes or gateways to real and meaningful work? However, this research treats vocational education within countries as a homogeneous entity and as if the 'vocational effect' equally applies to the entire VET system, while nuanced insights in the within-country heterogeneity of the vocational impact are remarkably scattered. This study attempts to open this black box by investigating to what extent the vocational specificity of educational programs has a positive impact on having a paid job and experiencing immediate job entry and job matching among recently graduated VET school-leavers in the Netherlands. Additionally, we theorize and test the moderating role of regional youth unemployment rates. Unique to this study are the two vocational measurements of programs, which were obtained by assessments of professionals involved in the programs (e.g. teachers, managers, education coordinators). Using data from the VET survey and VET expert survey - covering 114 educational programs between 2010 and 2014 - our multilevel models generally show a positive vocational impact of programs on youth's labor market opportunities. Unexpectedly, the vocational impact does not vary with regional youth unemployment rates. We reflect on our findings within the context of current school-to-work literature. We resort to wavelet analysis to unveil time- and frequency-varying features regarding the contribution of the job finding and job separation rates for the U.S. unemployment rate dynamics. Drawing on this approach, we are able to reconcile some apparently contradictory findings reported in previous literature. We find that the job finding rate is more influential for the overall unemployment behaviour but the job separation rate also plays a critical role, especially during recessions. In particular, the job separation rate accounts for, on average, 53 percent of the unemployment variability at short-run fluctuations during recessions, in sharp contrast with an overall contribution of 21 percent over time and across frequencies."
