At the same time, empirical evidence has shown that such disturbances may have long-lasting effects on aggregate employment. This paper presents a calculator which can be used to compute these effects under different scenarios regarding (i) the number of startups, (ii) the growth potential of startups and (iii) the survival rate of young firms. We apply our calculator to the United States and four European countries: France, Germany, Italy and Spain. We find that employment losses can be substantial and last for more than a decade, even when the assumed slump in startup activity is only short-lived. Almost half of the long-run losses is caused by fewer high-growth firms, 'gazelles', starting up during the pandemic. Our results also suggest that the long-run effects of the pandemic may vary across countries substantially with Germany possibly being shielded due to its low business dynamism." To this end, we compare self-employment in East and West Germany after reunification with self-employment before the separation of Germany after World War II. Our results show that the strict anti-entrepreneurial policies prevalent during the Soviet regime do not have a long-run negative effect on self-employment in East Germany. Quite to the contrary, self-employment in East Germany today is higher than before German separation. This finding cannot be explained by necessity self-employment. Our analysis suggests that current differences in self-employment between East and West Germany are pre-dominantly a result of the sudden shock transformation that occurred with reunification, rather than the outcome of four decades of anti-entrepreneurial policies and ideology." Using data from Wave 7 of the World Value Survey (2017-2020) collected from individuals in 51 countries, the results of Ordered Probit regressions show that a higher level of perceived importance of family, friends and leisure time reduces life satisfaction of self-employed individuals. We also find that the perceived importance of work does not play a moderating role in the relationship between self-employment and life satisfaction. The latter is influenced by self-employment rates in low-income countries and by female labour force participation in high-income countries. First there is 'sustainability'. Ever since the Club of Rome raised the alarm nearly 50 years ago, we have come to realize that our globalized economic system extracts and emits too much and that this is unsustainable. We now see all around us that indeed planetary boundaries have been overstepped. And this has serious consequences. An economics that assumes we can always substitute for finite resources or can ignore the impacts of our waste on the natural system will not do. Instead, we need to think about a model in which entrepreneurs might continue to create value without destroying our shared and only habitat. The second challenge would be 'inequality'. Inequality of well-being, both within and between countries, has been in focus of economics since its inception. Smith's Inquiry was into the causes and nature of wealth of nations. And recent work by Piketty and many others has put the issue back on the agenda. They show that the gap between the haves and have-nots is once again widening. And importantly, our capitalist liberal market system has no automatic mechanisms in place to correct this. This discussion forces economists to also consider creating a more level playing field and ensuring access and equal opportunity for all. The third challenge, and arguably the most important one, is – we do not know. And that is because nobody does. It is the 'unknown unknowns' that our future has in store for us. It is the next Berlin Wall, the next 9-11, the next Fukushima, the next Lehman Brothers, the next COVID pandemic and the next Russian invasion of Ukraine. The next 'crisis' that we did not anticipate, that will disrupt our lives and forces us to adjust to new realities. To prepare for the unknown is to build an adaptive, resilient economy in which people and firms can rapidly adjust to new circumstances. But when competition in global markets rewards only efficiency and (short run) profitability, how do we create the incentives to build and maintain such resilience? In sum, our future holds enormous challenges. At the same time, as a society, we have never been more equipped to face them. We are more, more educated, healthier, and wealthier than ever before. And we have faced different but similar challenges in the past with great success. This success was arguably not due to grand designs based on visionary economic theories. It was people that were unwilling to accept a status quo and used their talents and mobilized resources to challenge and change it. People that we might define as 'entrepreneurs'." Based on real-time online-survey data comprising more than 20,000 observations, we analyze the impact of this program on the subjective survival probability. In particular, we investigate how the digitalization level of the self-employed influences the program's effectiveness. Employing propensity score matching, we find that the emergency aid program had only moderately positive effects on the confidence of the self-employed to survive the crisis. However, the self-employed whose businesses were highly digitalized, benefitted much more from the state aid compared to those whose businesses were less digitalized. This holds true only for those self-employed in advanced digitalization stages, who started the digitalization processes already before the crisis. Moreover, taking a regional perspective, we find suggestive evidence that the quality of the regional broadband infrastructure matters in the sense that it increases the effectiveness of the emergency aid program. Our findings show the interplay between governmental support programs, the digitalization levels of entrepreneurs, and the regional digital infrastructure. Most European countries used STWs at this time to alleviate the negative impact of sanitary measures like lockdowns. Looking at labour market stocks and flows, we document that these schemes were widely adopted and likely prevented substantial job losses. However, they failed to protect temporary workers. Moreover, in all countries, transitions from employment to non-participation reached unprecedented levels. These flows are reverted in subsequent quarters, which implies that many workers postponed job search during the lockdown. We do not observe permanent increases in non-participation, but we document a large fall in flows between temporary and permanent jobs. We interpret this as a drop in labour market mobility.
