The decade since the financial crisis has brought these inequalities into sharper focus, and the Covid-19 pandemic has further exacerbated labour market inequality. The object of this paper is to highlight the key role played by poor wage progression for lower- and middle-educated workers in understanding inequality in the labour market and for designing effective policy responses. It is unlikely that we can address all the concerns about low wages, wage progression and earnings inequality through the tax and welfare system alone. The challenge is how best to balance tax and welfare benefit policy with other policies, such as human capital policies, the minimum wage and labour market regulation. The results point to a mix of policies that aim to enhance wage progression for the lower-educated within a welfare system that supports low-earning families and provides a minimum wage floor for hourly wages." We subject the administrative records to four 'trials,' all of which suggest the records reliably measure paid hours of work. First, distributions of hours in the administrative records and Current Population Survey outgoing rotation groups (CPS) both suggest that 52-54% of workers work approximately 40 hours per week. Second, in the administrative records, quarter-to-quarter changes in the log of earnings are highly correlated with quarter-to-quarter changes in the log of paid hours. Third, annual changes in Washington's minimum wage rate (which is indexed) are clearly reflected in year-to-year changes in the distribution of paid hours in the administrative data. Fourth, Mincer-style wage rate and earnings regressions using the administrative data produce estimates similar to those found elsewhere in the literature." Less well known, and more puzzling, is the absence of agreement on what the research literature says-that is, how economists summarize the body of evidence on the employment effects of minimum wages. Summaries range from 'it is now well established that higher minimum wages do not reduce employment,' to 'the evidence is very mixed with effects centered on zero so there is no basis for a strong conclusion one way or the other,' to 'most evidence points to adverse employment effects.' We explore the question of what conclusions can be drawn from the literature, focusing on the evidence using subnational minimum wage variation within the United States that has dominated the research landscape since the early 1990s. To accomplish this, we assembled the entire set of published studies in this literature and identified the core estimates that support the conclusions from each study, in most cases relying on responses from the researchers who wrote these papers. Our key conclusions are as follows: (i) there is a clear preponderance of negative estimates in the literature; (ii) this evidence is stronger for teens and young adults and the less educated; (iii) the evidence from studies of directly affected workers points even more strongly to negative employment effects; and (iv) the evidence from studies of low-wage industries is less one-sided." In 2020, 16.9 percent of all postings from EU countries (around 0.4 out of 2.4 million) had Germany as a destination country (European Commission 2022). Figure 1 shows that the number of registered postings in Germany increased significantly over time, by 51 percent between 2012 and 2019, even though other EU countries recorded a much larger increase during the same period (e.g., Austria by 319 percent, Spain by 284 percent).1 There could be several reasons for this, related to a stricter enforcement of the rules, an increase in the awareness of the rules, the increasing digitalization, or an actual increase in postings across the European Union due to an increase in the import of services. There was a drop in the number of postings to Germany from 2019 to 2020. While there were 505,737 postings in 2019, this number decreased to 410,908 in 2020 due to the Covid-19 pandemic. To assess the magnitude of postings to Germany, a comparison of the overall work force seems informative (Figure 2). Postings to Germany with 410,908 represented 0.99 percent of the overall German work force (41.17 million) in 2020.2 Interestingly, compared to other EU countries workers posted to Germany do not loom large, considering the size of the German labor force. The shares of posted workers compared to the country's labor force are significantly higher, e. g., in Austria, Belgium and Switzerland with shares as high as around 4 percent. These are framed with specific reference to the UK but have much broader relevance in demonstrating how substantial the impact on inequality of such measures could be. This paper assesses the first-round effects of these tax, transfer and minimum wage reforms on income inequality and poverty based on a microsimulation approach using EUROMOD. The reforms involve a significantly more progressive income tax structure, a major increase in the minimum wage to the level which is estimated to represent the 'Living Wage', and alternative routes to reforming social transfers – either to strengthen the social insurance element or to restructure the entire system as a Participation Income (a variant of Basic/Citizen's Income). The results show how the first-round effects of either set of tax and transfer proposals would be to substantially reduce the extent of income inequality and relative income poverty and the paper draws out how the two approaches differ in their effects. The additional impact of raising the minimum wage to the Living Wage is modest, reflecting in particular the position of beneficiaries in the household income distribution and the offsetting effects on household income of the withdrawal of means-tested cash transfers." Our identification strategy leverages variation in workers' exposure to the new minimum wage, and exploits the fact that there has been no increase in the minimum wage in previous years, to account for heterogeneous labor market prospects of low-wage workers relative to high-wage workers. Using detailed administrative records to track workers before and after the policy change, we show that the minimum wage hike significantly increased the earnings of low-wage workers. This direct effect was amplified by wage spillovers reaching the median of the income distribution. Overall, we find no negative effects on the employment prospects of low-wage workers. However, we provide suggestive evidence that young workers, highly exposed municipalities, and tradable sectors may be more negatively affected. Taken together, our findings imply an employment elasticity with respect to the minimum wage of -0.021, and an own-wage elasticity of -0.033, suggesting that wage gains dominated employment losses." Using minimum wage variation within contiguous county pairs that share a state border, they find no relationship between minimum wages and employment in the U.S. restaurant industry. We show that this finding hinges critically on using cross-border counties to define local economic areas with which to control for economic shocks that are potentially correlated with minimum wage changes. We use, instead, multi-state commuting zones, which provide superior definitions of local economic areas. Using the same within-local area research design-but within cross-border commuting zones'we find a robust negative relationship between minimum wages and employment." We extend the Regression Discontinuity model to evaluate the procyclicality of employment effect and show that previous estimates may be biased due to failure to account for the local non-employment rate. Contrary to the existing literature, we report a positive employment elasticity after accounting for the effect of local labour market conditions. The results suggest that the positive employment effect of increasing minimum wage is strongly procyclical, i.e. is more pronounced in areas with low non-employment rates. Under an assumption that employers have no direct impact around the cut-off point, the results suggest that a higher minimum wage increases labour supply of young workers."
