Within participating municipalities, new immigrants were randomly assigned into treatment (intensive coaching) or control (regular introduction programs). The results indicate that there are significant treatment effects on employment probabilities as well as on participation in intermediate PES training programs." The results provide a window into the temporal dynamics of international migration in Europe, which are increasingly relevant given recent expansions of the EU." Is the use of migrant workers for low skilled work associated with 'soft' or 'hard' approaches to HRM? How do employers recruit migrant workers? What career progression paths are available to these workers in firms? What are the expectations and aspirations of migrant workers? The paper examines these issues through a case study of a UK-based employer using large numbers of migrant workers. The paper draws on data from a survey of migrant workers in the firm conducted in 2006, and from interviews with managers and migrant workers within this firm, conducted between 2005 and 2006. The paper highlights the 'hard' HRM strategy pursued by the company in order to maintain a competitive advantage based on low labour costs and substitutability of workers. A contradiction is noted between the desire of the firm to retain migrant workers with a strong work ethic and gain high commitment, on the one hand, and their continued attempt to compete on the basis on minimal labour costs and follow a 'hard' approach to HRM, on the other. The paper points to the importance of analysis of employers' use of migrants and the strategies they are adopting towards using these workers. Developing an understanding of these strategies is critical to understanding the social and economic experiences of migrant workers. The paper combines qualitative and quantitative research through an intensive case study to illuminate the implications for HRM of employers' use of migrants in low-skilled jobs." The analysis is based on a sample of migrant household heads from the 2008 Rural-Urban Migration in China and Indonesia (RUMiCI) survey. An estimate of the wage differential between self-employed and employed workers is obtained by means of an endogenous switching model and used to estimate the employment choice. The procedure is extended to account for migration selectivity bias, for alternative statuses before migration, and for different post-migration employment histories. Self-employed migrants are positively selected with respect to their unobserved characteristics; their wages are substantially higher than what they would have obtained had they chosen paid work. Furthermore, even after accounting for the substantial heterogeneity across cities, industries, occupations, and after correcting for the migration selectivity bias, the wage differential is found to be an important determinant of self-employment. The finding that market imperfections do not constrain the self-employment choice of migrants does not imply that reforms designed to eliminate institutional barriers are undesirable. Policy should target the reduction of gaps between urban residents and migrants (such as the household registration system - hukou), so that migrants can access new business opportunities which are currently a prerogative of urban residents. The paper analyses the determinants of self-employment using a recent survey based on a sample of rural-to-urban migrants in China. The key findings indicate that migrants who choose self-employment are positively selected in terms of their unobservable characteristics. Moreover, the wage differential has a strong positive effect on the probability of choosing self-employment. In the transition to a market economy, which is taking place in China, the identification of the determinants of self-employment is crucial." This article presents a comparative analysis of the role of migrant workers in elderly care in Italy, the Netherlands and England. It incorporates both private and agency-based employment. Based on the analysis of survey data and expert interviews it is found that in all cases migrant workers work longer hours and do more night shifts than their native peers. Between-country differences in the importance of migrant workers in social care can be explained primarily by differences in social care policies and care regimes, while the impact of immigration policies is more ambiguous. It is argued that a familialistic care regime induces a 'migrant in the family' model of care, while a liberal care regime leads to a 'migrant in the market' model of employment and a social democratic care regime creates no particular demand for migrant workers." It is not clear whether this holds for men with an immigrant background and whether differences in employment positions and earnings between men of different ethnic origins are more or less pronounced in female-traditional occupations than in male-traditional professions. This article compares individuals educated in nursing and engineering (i.e. archetypical examples of female- and male-traditional professions, respectively). Results show that findings based on men with a majority ethnic background cannot be generalized to male immigrants. Differences in the likelihood of being employed outside professional nursing and engineering are pronounced between native-born Norwegian men and men with a nonwestern immigrant background. Nursing seems, however, to offer greater career prospects for ethnic minorities than does engineering." The logistic regression analyses are based on data of the Bavarian Graduate Survey. Results imply that international mobility both during the studies and upon entrance into the labor market is significantly influenced by the social background. In addition to this direct effect, the higher likelihood of students and recent graduates with a favorable social background to experience mobility in early stages also increases their propensity to go abroad again. What has been the contribution of affirmative action to the occupational advancement of minorities and women from low-wage unskilled occupations into high-wage skilled ones in U.S. firms? I examine this by comparing the occupational position of minorities and women at firms holding federal contracts, and thereby mandated to implement affirmative action, and noncontracting firms, over the course of 31 years during 1973 - 2003. I use a new longitudinal dataset of over 100,000 large private-sector firms across all industries and regions uniquely suited for the exploration of this question obtained from the U.S. Equal Employment Opportunity Commission. My key findings show that the share of minorities and women in highpaying skilled occupations grew more at federal contractors subject to affirmative action obligation than at noncontracting firms during the three decades under study, but these advances took place primarily during the pre- and early Reagan years and during the decade following the Glass Ceiling Act of 1991." We claim two main contributions. First, we use more sophisticated measures of the degree of exposure to competition from immigrants than previously done. In addition to education, we focus on the protection derived from (self-assessed) investments in job-specific human capital and from specialization in occupations that are (objectively) intensive in communication tasks. Second, we explicitly account for the potential endogeneity arising from job search. Methodologically, we estimate by instrumental variables, an econometric model that allows for heterogeneity at the individual, regional and country level. Drawing on the 2004-2005 European Social Survey, we obtain the following main results. First, natives that dislike immigrants tend to work in low-immigration jobs, biasing OLS estimates. Second, working in jobs that require high levels of specific human capital leads to relatively more pro-immigration attitudes, although this effect is only found for respondents with more than 12 years of schooling. Third, the degree of manual (communicational) intensity of workers' occupations has a negative (positive) effect on their pro-immigration views. This effect is the most significant, both in a statistical and in a quantitative sense, and is distinct from the protection from immigrant competition provided by formal education. Overall our results suggest a large role for skill-based labor market competition in determining individual attitudes toward immigration." The IRCA creates a discontinuity, according to the year of entry, in the probability of having legal status. Therefore, I use the regression discontinuity approach to study the impact of legality on immigrants' labor market outcomes and human capital. Using Californian Latino immigrants from Census 1990, I find that the 1975 - 81 arrivals, on average, outperform the 1982 - 86 arrivals in male wages, female employment probability, and male English-speaking ability. These findings are not due to a general trend in U.S. labor market conditions because the same analysis, using refugees, Puerto Rican migrants and U.S.-born Latinos - three comparison groups without legality issues - indicates no difference in outcomes between the 1975 - 81 and 1982 - 86 cohorts. However, the advantage of Latino immigrants of the earlier cohort over the later cohort diminishes in Census 2000." Both studies on the substitution thesis itself and studies on the unequal post-industrial development of urban economies, suggest that this is because the substitution thesis is conditional on the type of urban economy. The empirical validity of this suggestion is tested by comparing the impact of immigration on the employment level of the less educated among 22 Dutch metropolitan areas. The findings corroborate the central hypothesis: in strong service-oriented urban economies, the impact of immigration on unemployment levels is mitigated because of high labour demand for the less educated." The effects are not one sided, but are part of an interdependent process that also introduces elements of social policy into EU regulations. This contention is confirmed by recent recommendations by the European Commission on the special characteristics of social services. The EU's policy initiatives should not be underestimated. As a result of such initiatives, the onus to learn from the social policies of others has shifted from the national to the European level. At the same time, they have led to the formation of common social-policy goals behind which a consensus on common values exists. These values are reflected in the Charter of Fundamental Rights. These shared values, in turn, provide a means to develop further a common European foundation." The aim of this paper is to study the determinants of participation of young people in labour market in two countries (Poland and Slovenia) that implemented different reform paths to the market system. The analysis is carried out using individual level data drawn from the labour force survey in 1997 and 2002. The focus is on education and training systems. The results of a multinomial LOGIT model of the probability belong to six different labour market status suggests that tertiary educational attainment and participation in training programmes work as buffers against unemployment especially for adults." (Autorenreferat, IAB-Doku) %X "This article is based on a recent study of attempts by a range of British trade unions to access and engage with Polish migrant workers at the community or labour market level, rather than workplace level. The findings suggest that migrant workers can indeed be recruited at this level. Doubts are expressed, however, about the sustainability of new membership gained in this way. These doubts are linked to a marked absence of clear union strategies to create a longer-term nexus of interest with those who are recruited, of the type advocated in, for example, the North American 'new labor movement' literature. This absence - it is argued - may be less a reflection of a lack of strategic leadership than a product of the difficulties unions face in identifying viable strategies relating to the representation and organization of workers above the workplace level." We focus on returns and on the (imperfect) international transferability of human capital. Data are drawn from the 2009 Italian Labour Force Survey (LFS). We show that returns to human capital are considerably lower for immigrants as compared to natives and that there is no return to pre-immigration work experience, suggesting imperfect transferability of human capital. We also explored the role of human capital, for immigrants and natives, in explaining inter-occupational and intra-occupational earnings progression (differentials). Our findings suggest that the returns on human capital (main source of wage progression) for immigrants (is) are mainly driven by intra-occupational earnings progression. Moreover, and contrary to what is observed for natives, we detect through quantile analysis a 'glass-ceiling' effect for immigrant workers, who appear to face a large penalty in accessing high paying occupations. A number of robustness checks confirm our main results." To address this question, we analyze education data from North Carolina, a state that has experienced a significant immigrant influx in the last two decades. We focus on the share of the English Language Learners in the student population for students between fourth and eighth grade over the period from 1999 to 2006 and the potential effects of the presence of these students on the level of achievement in math and reading for native students. Our analysis suggests some evidence of immigrant peer effects though the effects are heterogeneous. Specifically, we find some evidence of positive effects among those in the middle and bottom portions of the achievement distribution while we find small negative effects at the top of the distribution." We focus specifically on the effects of socioeconomic and ethnic background on achievement scores and the extent to which these effects are affected by characteristics of the school, track, or educational system in which these students are enrolled. In doing so, we examine the 'sorting' mechanisms of schools and tracks in highly stratified, moderately stratified, and comprehensive education systems. We use data from the 2006 Programme for International Student Assessment (PISA) wave. Compared with previous research in this area, the paper's main contribution is that we explicitly include the tracks-within-school level as a separate unit of analyses, which leads to less biased results concerning the effects of educational system characteristics. The results highlight the importance of including factors of track level and school composition in the debate surrounding educational inequality of opportunity for students in different education contexts. The findings clearly indicate that the effects of educational system characteristics are flawed if the analysis only uses a country- and a student level and ignores the tracks-within-school level characteristics. From a policy perspective, the most important finding is that educational systems are neither uniformly 'good' nor 'bad', but they can result in different consequences for different migrant groups. Some migrant groups are better off in comprehensive systems, while others are better off in moderately stratified systems." Our analysis draws on longitudinal hospitalization records coupled with a settlement policy where Swedish authorities assigned newly arrived refugees to their first area of residence. The policy was implemented in a way that provides a source of plausibly random variation in initial location. The results reveal no statistically significant effect of income inequality on the risk of being hospitalized. This finding holds also for most population subgroups and when separating between different types of diagnoses. The main goal of the research is to assessing the impact of adaptation, social comparison and relative deprivation on the change in SWB associated with moving from Eastern to Western Germany after the German reunification in 1989. We suspect that the gains or losses in subjective well-being after migration are affected by the way migrants adapt to their new economic conditions, by with whom migrants compare themselves (that is, their reference group), their former peers in the East or their new peers in the West, and how well they integrate into the new society, that means whether they are relatively deprived with respect to earnings or not. We estimate fixed- and random-effects Generalized Least Square panel regression models. Our results indicate a positive and lasting effect of migration on SWB, although it is strongly suppressed by dissatisfaction resulting from the comparison of migrants' income with the incomes of their former peers in East Germany and the relatively higher earnings of their new peers in West Germany. Moreover, our analyses provide an explanation for the increase of SWB associated with an increase in income found in East Germany after the reunification; a deviation from the Easterlins' paradox." What kinds of jobs suffer, or benefit, most from the competition created by offshore and immigrant workers? In contrast to the existing literature that has mostly looked at the effects of offshoring and immigration separately, we argue that one can gain useful insights by jointly investigating the interactions among native, immigrant and offshore workers. We develop our argument in three steps. First, we present some new facts on 58 U.S. manufacturing industries from 2000 to 2007. Second, we build on Grossman and Rossi-Hansberg (2008) to design a model of task assignment among heterogeneous native, immigrant and offshore workers that fits those facts. Third, we use the model to draw systematic predictions about the effects of immigration and offshoring on native workers and we test these predictions on the data. We find that, within the manufacturing sector, immigrants do not compete much with natives, as these two groups of workers are relatively specialized in tasks at opposite ends of the skill intensity spectrum. Offshore workers, on the other hand, seem to be specialized in tasks of intermediate skill intensity. We also find that offshoring has no effect on native employment in the aggregate, while the effect of immigration on native employment is positive. This hints at the presence of a 'productivity effect' whereby offshoring and immigration improve industry efficiency, thereby creating new jobs." Over time, this expertise can be acquired. In practice however, differences in employment and earnings persist: experience and qualifications obtained abroad may not be fully equivalent to experience and qualifications acquired in the host country or not recognised as such, social capital may be lacking, or discriminatory hiring practices may persist among employers. In these cases the so-called transition system becomes effective: it offers school types and measures for young adults who leave general educational schools and cannot find a training vacancy immediately. The aim of this system is to make the transition into a traditional trainee employment relationship easier for the young adults. However, the author critically views both the pedagogic aim as well as the characterisation as system. The publication extensively analyses the historico-systematical development, the structures as well as the migratory movements within the transition system. He comes to the conclusion that the crisis of the transition system is symptomatic for the crisis of the professional educational system as a whole."
