Our analyses of American Community Survey data paint a different picture. The most common form of underemployment finds college graduates working alongside individuals who have attended college but who have not completed a baccalaureate, rather than working in occupations dominated by employees with high school diplomas or less. Underemployed college graduates retain an earnings advantage compared to their non-graduate occupational workmates. However, selection into underemployment reflects large inequalities along socio-demographic dimensions. We document that women, racial-ethnic minorities, and foreign-born individuals are much more likely to be underemployed, after controlling for their college majors, and less likely to be employed in the most sought-after graduate occupations. We describe this pattern as occupational marginalization: a sorting of graduates on social attributes into less lucrative jobs and show that this social segregation across occupations is substantial even among bachelor's graduates after controlling for their college major. We consider these findings in the light of Human Capital Theory, Credentialism, and theories of Social Exclusion." We study this question across both regional and individual-level datasets. Using a difference-in-difference framework with differential timing on constituency-level data for the UK, we find no evidence that mass layoff announcements negatively affect incumbents – either locally or nationally – in the General Elections 2010, 2015, 2017 and 2019. Using individual data on party preferences, we demonstrate that our results are not an artefact of the UK majority voting system and associated tactical voting. We also find no evidence that the null results can be explained by increased outmigration of affected individuals or changes of candidates by political parties. We find evidence that economic expectations are not strongly affected by mass layoffs, which, although a surprising finding by itself, might help to explain the absence of an effect on political outcomes." Following the literature, we assume that the household maximizes its expected utility based only on the husband' s human capital. Therefore, the family's residential location decision is based on the husband's labor market opportunities. We study the potential effect of this assumed behavior on the labor market' s gender gaps. In the model estimated for men, we endogenize the decisions regarding residential location, employment location, and occupational choices. In contrast, in the model estimated for women the family's residential location is taken as given. Using the estimated parameters from the two models and a number of counterfactual simulations, we are able to decompose the observed gender wage gap into two parts-one based on behavioral differences and the other based on the lower labor market returns for women. The simulations indicate that if women had the same labor market returns and the same preferences as men, their outcomes would have been similar to those of men. Moreover, the simulations show that even without any changes in their labor market conditions, women would have gained in terms of both job quality and wages if the family's residential location was based on their human capital." Using longitudinal social security data and exploiting regional variation in local shocks, we identify a variety of labor market responses during the recession. We find that the costs of the recession were substantial and unequal. In the short run, a local shock of one standard deviation above the average reduced the probability of employment by 0.53% and daily wages by 0.86% in the formal sector, compared to pre-recession levels. In the long run, formal employment and wages for affected workers never returned to pre-recession levels. The effects of the recession were heterogeneous across workers, and they were disproportionately negative for men and younger workers. We also estimate the different dimensions of workers' adjustment in response to the recession: we find that a shock that is one standard deviation above the mean reduced employment by the end of the recession, while increasing unemployment, informality, the economically inactive population, and migration to the U.S." (Author's abstract, IAB-Doku, © 2023 Elsevier) ((en))}, Annote= {Schlagwörter: Rezession; Auswirkungen; Beschäftigungseffekte; Einkommenseffekte; Persistenz; geschlechtsspezifische Faktoren; altersspezifische Faktoren; Auswanderung; Arbeitslosigkeitsentwicklung; regionaler Vergleich; Berufsverlauf; Mexiko; }, Annote= {Bezugszeitraum: 2005-2019}, Annote= {Sprache: en}, Annote= {IAB-Sign.: Z 1120}, Annote= {Quelle: IAB, SB Dokumentation und Bibliothek, LitDokAB, K230602ZB1}, } @Article{Fabbri:2023:LRA, Journal= {International migration review}, Volume= {57}, Number= {2}, Author= {Camilla Fabbri and Heidi St{\"o}ckl and Katharine Jones and Harry Cook and Claire Galez-Davis and Naomi Grant and Yuki Lo and Cathy Zimmerman}, Title= {Labor Recruitment and Human Trafficking: Analysis of a Global Trafficking Survivor Database}, Year= {2023}, Pages= {629-651}, Annote= {URL: https://doi.org/10.1177/01979183221139120}, Annote= {URL: https://doi.org/10.1177/01979183221139120}, Abstract= {"Over the past decade, third-party labor recruiters who facilitate employment for migrant workers across low- and middle-income countries have often been considered by the counter-trafficking community as one of the main entry points into human trafficking. In response, anti-trafficking prevention programs have increasingly focused on addressing exploitative recruitment in migrants? origin countries. Such programs may advocate for increased regulation of migration, greater enforcement actions against unlicensed recruiters, stricter ethical codes of conduct for recruiters and employers, and more pre-departure information about recruitment for migrants. Yet, there remains limited research about the relationship between prospective migrants, recruiters, and human trafficking, and the relative importance of third-party recruitment in the trafficking process. This Research Note draws on the world's largest database of individual victims of trafficking cases, the International Organization for Migration's (IOM) Global Victim of Trafficking Database (VoTD), to examine the role and characteristics of recruitment of trafficked victims. The VoTD contains information on nearly 50,000 trafficking victims who were registered for assistance from 2002 to June 2018. Our analysis shows that 94 percent of trafficked victims were recruited, in a broad sense (i.e., not only by third-party intermediaries). Additionally, the data presented here suggest that the relationship between recruitment and trafficking is complex and that forced labor is embedded within the wider structural issues around low-wage labor migration that lead to exploitative work conditions. Interventions to address human trafficking will benefit from strategies that target systemic issues constraining or harming low-wage labor. Further, these findings highlight the value of large-scale administrative datasets in migration research." We exploit a large Swedish administrative data set to study gender gaps in education among second-generation immigrant youth with different cultural backgrounds. Guided by hypotheses we derive from the economics literature on gender differences and gender convergence, we explore the predictive power of a set of cultural dimensions including achievement orientation, acceptance of inequality, risk avoidance, and long-term orientation. Using a variety of empirical tests that refine the classical epidemiological approach, we find that the central cultural dimension that matters for gender gaps in student achievement is the extent to which a society emphasizes ambition, competition, and achievement, which is strongly predictive of a relative achievement disadvantage of girls compared with boys. Exploring factors that may explain the results, we find that parents from achievement-oriented cultures choose higher quality schools for their children, and that boys benefit more from exposure to higher quality schools than girls do. First, it documents that immigrants from more culturally distant countries earn lower wages when they enter the German labor market. Second, it highlights that these wage differences progressively diminish over years spent in Germany and even disappear in some cases. For instance, the wage gap associated with a one standard deviation difference in religious and genetic distance disappears after 15 to 20 years. Several explanations have been put forth to account for this counterintuitive pattern, supported by a wealth of empirical evidence. To assess the reliable insights generated by this line of research, this article presents a review and meta-analytic analysis of the integration paradox. The article reviews the major theoretical arguments advanced in literature, and derives crucial hypotheses concerning the phenomenon's overall nature, underlying mechanisms, and two key moderating conditions. Specifically, it discusses how factors like better education, which appear to signal improved integration into mainstream society, may also lead to greater exposure to mainstream members, heightened familiarity with exclusionary public discourse, or a heightened risk of downward social mobility. By increasing cognitive susceptibility to framing experiences in terms of discrimination or simply the opportunities to encounter discrimination, these mechanisms are expected to increase reports of discrimination. To test these propositions, the study summarizes and evaluates 280 statistical estimates published in 42 studies, utilizing recent developments in multilevel meta-analysis. The findings support the credibility of the integration paradox, particularly for immigrant minorities who are easily distinguishable from the mainstream and for those who reside in countries with a more open socio-political context of reception. In Canada, the International Mobility Program (IMP) has become the dominant mechanism for temporary migrant workers to enter into Canada, and yet, this stream has operated largely below the radar of public debate. Our article focuses on International Experience Canada (IEC), a category of the IMP allowing young people to work and travel in Canada. Based on documentary, survey and interview material with IEC participants, we investigate how the IEC regulatory framework influences the employment and immigration experiences of these young workers. We argue that, instead of being a form of privileged youth mobility, the IEC is composed of multiple regulations resulting in significant variations in conditions of admission and stay among migrant workers. This situation leads to differentiated employment conditions and uneven transitions to permanent residence." In this policy field, best practices circulate widely among policymakers, above all at the local level, to devise solutions to facilitate the integration of migrants. However, best practices tend to fail when they are transferred to other countries. In the light of the policy analysis literature on the transfer of best practices, the paper discusses three cases of local practices. It describes the network of actors, and it focuses on the reasons for the success of labour-integration policies for migrants during the implementation phase at the local level. The paper tests the following dimensions: the centrality of the users/migrants; the complexity and density of the networks of actors; and the mechanisms triggered. The hypothesis is that the activation of social mechanisms within an actors' network can achieve a higher level of migrant integration in countries affected by strong migratory flows, and direct more attention to the needs of end-users and their relationship with stakeholders at the local level. The paper analyses the case studies in order to detect the mechanisms that may positively affect implementation of labour policy. Moreover, it is important to determine whether local actors can play a positive role in increasing the effectiveness of migrants' integration into the labour market. An empirical analysis of the three cases is needed to identify the main success factors and to highlight the main findings of the empirical research." Using data from the Programme for the International Assessment of Adult Competencies (PIAAC), we show how the country-specific immigrant composition and context of reception contribute to immigrants' disadvantages across receiving countries. Because the data provide extensive information about relevant characteristics that were often considered unobservable, we can comprehensively model the immigrant composition in receiving countries. We find considerable cross-country differences in immigrants' disadvantages, both in terms of employment and occupational status. Multivariate analyses highlight that a large part of this variation is explained by differences in immigrant compositions, whereas we find little evidence for context effects. Though this reception period has been heavily criticized, especially in relation to mental health, few scholars examined its impact on refugee integration. Since host country language learning is the main focus for most recent arrivals, this study re-examines the impact of the (renewed) reception period on both refugee mental health and host country language proficiency. Using a unique dataset including 3209 Syrian permitholders in the Netherlands, we test a structural equation model to examine those relations directly and indirectly. Results partly replicate previous findings, showing the negative impact of the number of relocations on mental health as well as the negative impact of both length of stay and relocations on host country language proficiency. Nevertheless, we did not find support for a negative relationship between length of stay and mental health. Moreover, the image of the reception period is not as gloomy as before; activities asylum seekers can engage in during their stay is positively related to both mental health and host country language proficiency. The relationships between both relocations and activities and host country language proficiency can partially be explained by mental health. These results indicate that the reception period can be seen as both an obstacle and a facilitator. Research indicates that the most vulnerable groups-such as women of migrant origin-are less likely to participate in the most effective programmes. Prior studies have established that household composition affects the labour market outcomes of women without and with a migration background. In contrast, research has not addressed the potential relevance of household composition in relation to women's training uptake. Using hazard models and longitudinal microdata from the employment office and social security registers, we analyse the extent to which women's household composition such as the presence and the origin of their partner or the presence of children is associated with the uptake of occupation-specific training in Flanders (Belgium). Our results suggest that, even when we control for previously identified determinants of training uptake such as the human capital of unemployed women, training uptake in most groups varies by household composition. More specifically, the results suggest that women with a partner of non-migrant origin show higher cumulative uptake than women with a migrant origin partner or single women, and that the presence of children in the household reduces women's training participation. Furthermore, household composition is found to be a stronger differentiating factor in uptake for migrant origin women than for non-migrant origin women." Using data from the German IAB-SOEP Migration Sample, we analyse the job search process of migrants to determine whether social networks influence their risk of being employed below their acquired educational level. We estimate logistic regression models and find that social capital influences the adequacy of migrants' jobs: We show that migrants are at a greater risk of overqualification if they use only informal job search strategies such as relying on friends or family members. Moreover, we find that homophilous migrant networks and jobs in employment niches are risk factors for overqualification. Using longitudinal data and fixed-effects models that compare within-individual changes in contractual working hours around the transition to parenthood between natives and second-generation migrants of Southern European and Turkish or Moroccan origin in Belgium, we find no migrant-native differentials among women with low employment rates before the birth of their first child and only limited differentials in employment trajectories around parenthood among women with medium and high employment rates before parenthood. This indicates that there is a strong path-dependency of employment trajectories around parenthood for migrant women and natives alike, but that second-generation migrant women generally have a lower pre-birth labour market attachment than native women which accounts for the frequently observed migrant-native differentials in maternal employment." We focus on the German labour market because the prospering economy and demographic change led to an increase in the number of vacant positions, particularly in medium-skilled occupations. The German government, therefore, facilitated labour market access for foreign skilled workers with the intention of minimising shortages on the labour market by means of evaluating the foreign education investments of individuals. However, employers' perception of the labour market integration of foreign skilled workers has barely been examined. In order to directly consider human resources professionals, we use a factorial survey experiment to simulate different hiring scenarios for applicants from Germany and both European and non-European countries. Our design can distinguish between the effects of external circumstances, such as applicant shortages, and applicant-specific characteristics, including nationality, foreign certificates or language skills. The findings reveal that immigrants experience greater chances of being hired in the German labour market in understaffed occupations and in businesses which expect future skill shortages. Language skills and country-specific work experience also substantially improve immigrants' chances of being hired. However, foreign qualifications are viewed more critically during recruitment processes." Is ethnic retention after failure of the academic career enhanced or buffered by societal conditions, i.e., does it vary with educational and social welfare systems? Ethnic retention was captured in 4 dimensions: social retention (ethnic friends), cultural retention (ethnic language use), religious retention (ethnic religiosity), and emotional retention (ethnic identification). Fixed-effects regressions with interaction terms tested the effects of academic track and aspirations in combination with reactive ethnicity and are tested separately for each country. As compared to Sweden, migrant minority youth in England and Germany are much more likely to develop ethnic emotions and practice a minority religion. However, despite a large body of literature covering a wide range of settings, there is a lack of research into the factors that may underlie the observed differentials. In this article, we focus on the role of population composition in residential neighbourhoods and workplaces, which are assumed to influence the convergence of the fertility patterns of immigrants with those of the host country. The study is based on individual-based register data for the residential population of Finland from 1999 to 2014. We use discrete-time event history models to analyse transitions to first, second, and third births among immigrant women and their descendants of African and Middle Eastern origin whose fertility patterns are markedly different from those of the host society. We investigate whether the proportion of co-ethnic immigrants in residential neighbourhoods and workplaces is related with the fertility adaptation among that high-fertility group. Our results suggest that among them, a higher concentration of co-ethnic immigrants in the neighbourhood is associated with an elevated propensity of having a second and third child. The association persists among child migrants and the second generation. However, a similar association is not observed between fertility and the workplace context." The RCFL data shows that the population of care workers in Italy is a quickly growing sector, responsible for 19% of employed women in care sector over that period. RCFL data also reveals that these positions have been filled almost exclusively by Ukrainian women who have immigrated. For the employment domain of the life course, four types of employment trajectories were identified according to their modal states: 'long education,' 'full-time employment,' 'part-time employment,' and 'non-employment.' For the family domain of the life course, three types of family trajectories were identified: 'postponement of family formation,' 'early family formation,' and 'early single motherhood.' For the analysis on cluster affiliation, a multinomial logistic regression was used to investigate how parental origin relates to jointly determined employment and family trajectories. As expected, the descriptive results showed that trajectories of low labor market participation are highly related to trajectories of early family formation. The categorization by parental origins shows that there were few differences in the trajectories of most native and G2 women groups. One pattern that stood out was that compared to other origin groups, G2 women of Turkish parental origin were more likely to be on an early family formation path, and they were more likely to be on a path with multiple non-employment spells. In the modeling strategy, the remaining differences in the women's patterns were partially explained by the differences in their socioeconomic backgrounds (compulsory school track and the father's professional degree) and their maternal employment role models (the mother's employment when the woman was age 15)." This study contributes to the literature by exploring potential individual factors determining migrant families' knowledge about their childcare rights in Germany. I use unique data collected through the project Migrants' Welfare State Attitudes (MIFARE), in which nine different migrant groups in Germany were surveyed about their relation to the welfare state, including childcare. Analysing a total sample of 623 migrants living with children in their household and by using logistic regression analyses, I find that human and social capital play significant roles in explaining migrants' knowledge about their childcare rights. Migrants who speak the host language sufficiently are more likely to know about their childcare rights; however, it does not matter whether migrants are lower or higher educated. Moreover, I observe that migrants benefit from their co-ethnic relations only if childcare usage is high among their ethnic group. Building upon existing literature, we introduce three perspectives: evidence-based, institutionalist, and partisan perspectives. The evidence-based perspective assumes that policy-makers act based on objective factors related to the policy issue (e.g. the number of migrants). The institutionalist perspective points to the relevance of institutional conditions, such as labour markets and welfare institutions. The partisan perspective refers to the role of political ideologies and attitudes in public opinion and in the media. Results suggest that factors related to the institutionalist perspective play the most critical role, alongside factors linked to the partisan perspective. However, the results provide evidence for all three perspectives. Migrant integration policies are associated with several factors: the number of asylum applications and the number of refugees (evidence-based perspective); GDP (per capita) and welfare expenditure (institutionalist perspective); political ideology; and public opinion (partisan perspective)." We present in'depth analyses of two cases to elaborate how young people in different parts of the world conceive of their futures when basic security needs are not met, and how they make sense of the social and educational inequalities they face during their transition processes. After living through repeatedly fractured perspectives, young people have to make sense of their biographical experiences and continuously (re)design their plans while facing uncertain futures. In the Afghan Youth Project, we reconstructed a collective-and morally charged-biographical orientation of future plans. This orientation can also be understood as a critical response to persistent fragility and inequality and suggests an imagined generational hold and sense of belonging. In the Austrian project Translating Wor(l)ds, we reconstructed continuing experiences of educational exclusion, marginalization, and devaluation in different migration societies throughout refugee routes. Educational transitions, which can be challenging for all young people, take on special relevance under these conditions. The results of step-wise multilevel models show that (a) differences in GTOO between immigrant and native youths apply to certain countries of origin-particularly females from Turkey, the country with the strongest contrast to the German context in terms of gender-related labor market characteristics, differ in their aspirations from native females-and (b) differences between immigrant and native German expectations shrink with immigrant generation and after controlling for aspirations. The findings are based on an Austrian citizen social science research project that involved conducting participatory research in Vienna with 33 young people between the ages of 15 and 23 years who are in measures for early school leavers that are preparing for further education and training. These co'researchers struggle with constant comparisons to 'norm' biographies and their accompanying social pressure as they try to meet the high expectations of school, work, and family. Additionally, mental health was a prominent issue, as the young co'researchers experience stigma and a lack of professional support, which can impede their access to the labour market. The results of our research indicate that young people in employment measures require a more inclusive school and work environment that supports them regardless of their origin, family background, appearance, or mental health status. They negotiate the tension between individual employability and structural disadvantage and demand a recognised place in society, a request that connects to current debates concerning the individualisation of transitions from school to work." In 2011, four years after the onset of the recession, the unemployment rates among the foreign population remained significantly higher than among Icelanders. In this article, we discuss experiences of unemployed migrants concerning their changed position on the labour market in order to highlight the different mechanisms of labour market exclusion. On the basis of research among registered unemployed foreign citizens, we analyse the main reasons for their difficulties in finding new employment. The main obstacles as reported by survey respondents and focus groups participants were limited knowledge of Icelandic, increased reluctance among Icelandic employers to hire foreigners and insufficient social networking with the native population." This binary thinking has also taken hold stepwise within the concepts of school development and educational programmes. It has contributed significantly to the construction of an educational normality that has retained its efficacy up to the present. Along with the structural barriers of the educational system, the well-rehearsed and traditional conceptions of normality serve to restrict and limit the educational prospects and future perspectives of youth who are deemed to stem from a migration background. These prospects and perspectives for the future have a negative impact on their educational goals and professional-vocational orientations. Our research also shows that ever more youths and young adults are confronting and grappling with this ethnic-nationally oriented understanding of education and seeking to find other pathways and detours to move on ahead and develop appropriate conceptions of education and vocational orientations for themselves. The article explores the need for a 'post-inclusive' school and 'post-inclusive' understanding of education, which overcome the well-rehearsed and historically shaped conceptions of normality in the context of education, opening up new options for action and experience for the young people involved." Discussions of the future of work are predominantly technocentric. Focus tends toward speculative predictions and the implications of supposedly inevitable technological advances that will lead to evolving adaptation skills and job loss. This prevailing discourse prioritises economic development and productivity, which is reinforced by institutional support at the global scale, influencing policy and practice. Although the demand for care work continues to grow globally, its meaningful inclusion in the future of work discourse is limited, and arguably effaced. We emphasise that the definition of care work is expansive, is difficult to quantify, and it cannot be easily automated. Similarly, high-income countries increasingly rely on migration flows to meet their care work needs, and in turn middle- and low-income countries rely on remittances to sustain their development and people's livelihoods. In this paper, we offer a conceptual corrective to better situate the dense context of care work. In doing so, we draw on valuable perspectives on diverse economies, decent work and sustainable livelihoods, global care chains, and glocalisation. Incorporating well established insights from within these foci will lead to more effective discussion and a policy agenda for the future of work that takes socially just care work into consideration." The existing literature maintains that a SWTP attracts unskilled migrants, and explicitly or implicitly that excluding unskilled migrants from the SWTP neutralizes the effect of the program on unskilled migration. We reason differently. Even when unskilled migrants are excluded from a SWTP, for example because they are undocumented, the program still affects the said attractiveness, and it does so negatively. The explanation for that is that the program encourages native workers to choose unskilled work: for example, the program provides a cushion against unemployment, which otherwise could be guarded against by skill upgrading. The consequent increased supply of native unskilled workers translates into a lower wage for unskilled work. As a result, the lure of unskilled migration is dimmed. In sum then: in the presence of a SWTP there will be less unskilled migration than in the absence of an SWTP, even when unskilled migrants are excluded from the program. We conclude that the optimal SWTP involves less income redistribution when the relationship between the SWTP and unskilled migration is taken into account than when it is not." The naturalization trend among this group has been very pronounced in the last two years and is expected to increase sharply in the coming years. However, little is known about their political interest in German politics. Given the importance of 'political interest' as an indicator of social integration and future active citizenship, this paper examines the extent to which Syrian refugees are interested in German politics and how local conditions at the time of arrival influence refugees' interest in German politics. We focus on three dimensions of the neighborhood context theory (social networks, economic situation, and political environment) in combination with traditional political participation theory. The empirical strategy relies on the exogenous allocation of refugees across federal states, which can be used to identify the effect of local characteristics on refugees' political interest. We use in our analysis a nationally representative sample in Germany (IAB-BAMF-SOEP-Refugee-Sample). Our findings suggest that ethnic social networks play a significant role in boosting newly arrived refugees' interest in German politics. Moreover, a higher unemployment rate among the foreign population is associated with an increase in political interest among Syrian refugees. We also confirm that a high political interest among the native population in Germany leads to a higher political interest among Syrian refugees. These results show that more attention needs to be paid to the integration of Syrian refugees and underline the need to reassess the efficiency of the distribution policy for Syrian refugees." Immigrant founders have been critical to the entrepreneurial ecosystem, accounting for roughly 20% of all venture capital-backed founders over the past 30 years. We document the channels through which immigrant founders arrive in the United States and how those channels have changed over time. Higher education has served as the primary entry channel for immigrant founders. The share of foreign-educated immigrant founders who initially arrive for work has decreased over time, while the share of immigrant founders with undergraduate education in the United States has increased over time. Immigrant founders are likely to start their companies in the state in which they were educated, leading to potentially large local economic benefits associated with attracting foreign students. The results of this paper have important policy implications for the supply of entrepreneurial talent and efforts to promote entrepreneurial ecosystems." This paper reviews a growing literature on an alternative channel. Immigrants, particularly low-skilled women, are disproportionately represented in the household services sector, a global phenomenon that is seen to some extent in most regions. A simple time-use model suggests that by lowering the price of market-provided household services, immigrant workers allow high-skilled native women to reduce their unpaid household production and increase their participation in the labor market. I review existing evidence that the presence of foreign domestic workers has increased the labor supply of high-skilled native women, has helped narrow the gender earnings gap in high-paying powered occupations, and that these advances have not come at the cost of native women investing less time in their children or having lower birth rates. I discuss the policy implications of these results, as well as some ethical considerations." Using linked employer-employee data from Norway, we ask (a) whether immigrant-native wage gaps reflect in differences in education, sorting, or within-job pay, (b) whether wage gaps differ by immigrant generation, and (c) whether wage gaps vary across different segments of the labor market. We find that immigrant-native wage inequality primarily reflects sorting into lower-paying jobs and wage gaps are considerably reduced across immigrant generations. When doing the same work for the same employer, immigrant-background workers, especially children of immigrants, earn similar wages to natives. Sorting into jobs seems more meritocratic for university graduates, professionals, and in the public sector, but within-job pay differentials are strikingly similar across market segments." This ZEW Policy Brief argues that immigration from third countries should be increased to alleviate bottlenecks in the supply of workers to the economy. On the one hand, immigration policies should target high-skilled individuals and those trained in shortage occupations and allow them to search for a job from within the EU. On the other hand, low-skilled employees also appear to contribute to mitigating labour shortages. This is because labour shortages are also present in some low-skill occupations, and because additional immigrant workers could 'free up' native workers to work in shortage occupations or push natives into better jobs. Therefore, this ZEW policy brief recommends enabling the immigration of such individuals when they have a job offer available. Broader policy measures should be put into place to facilitate the recognition of foreign qualifications." The survey can be extrapolated to the refuge population who has arrived since the beginning of the war at February 24, 2022, to June 8, 2022, in Germany. The results show that the majority of refugees from Ukraine report war as the main flight motive, while personal contacts and respect of human rights were the main reasons to choose Germany as a destination. Roughly 80 percent of adult refugees are women. About the half lives together with minor-aged children, about 80 percent without a partner. Some 70 percent have tertiary education degrees. Yet, only 4 percent report good or very good, another 14 percent fair German language proficiency. About 50 percent visits or has already completed a German language class. 17 percent are employed, with some 70 percent of those performing qualified jobs. The health status of the refugee population is good, but life satisfaction well below the German population average. Above one-third of the refugees plans to stay in Germany forever or for several years, about one-third aim to leave Germany by the end of war, while 27 percent are not yet certain about their staying perspectives."
