As educational attainment is cohort-dependent, an Age-Period-Cohort analysis is most appropriate in our view. Using the micro data from the Luxembourg Income Study (LIS) Database, we show that while, in terms of attainment of tertiary education, women have caught up and often even outperform men, substantial gender differences in our earnings measure persist in all countries. Using the Blinder-Oaxaca decomposition method in an innovative age-period-cohort approach, we demonstrate that the role of education in explaining gender earnings differences has been limited and even decreased over cohorts. We also conclude that, when including persons not receiving earnings, earnings differences at levels far from gender equality will likely persist in the future, even if the 'rise of women' in terms of education continues'as the share of women in higher education increases and the returns to education in particular for women declines." A growing number of papers have used variations of difference-in-difference estimation methods to analyze the impact of reforms on the gender pay gap (GPG), and from these we extract four main findings: First, reform-based studies find that pay transparency reforms reduce the GPG in all countries but one, which finds no effect. Second, in Canada, Denmark and the UK, the reduction in the GPG from transparency reforms originate from a reduction in the growth rate of male income and less from an increase in women's pay. Third, there is fragmented evidence for the impact of transparency reforms on other labor outcomes and firm productivity. Fourth, the monetary implementation cost of transparency reforms is, in general, small both for individual firms and public administration. These returns are commonly considered a reflection of non-gendered economic forces of supply and demand, and gender differences in these returns are attributed to market failure or measurement error. Using PSID data on working-age employees from 1980 to 2010, we examine gender differences in returns to education and work experience in the U.S. labor market. Based on a threefold decomposition, we estimate the contribution of these differences to the overall pay gap. The results show that men's returns to education and work experience are higher than women's; and that in contrast to the well-documented trend of narrowing gender gaps in skills and earnings, the gaps in returns increase over time in men's favor. Furthermore, the existing gender differences in returns to skills explain a much larger proportion of the gender wage gap than differences in levels of education and experience between men and women. Using longitudinal data and fixed-effects models that address unobserved heterogeneity among workers, we examine how various temporal constraints imposed by occupations are associated with pay. Unlike prior studies, our analysis separates an individual's working hours from an occupation's expected work time. We find pay premiums attached to the requirements for long hours and meeting frequent deadlines, but we find wage penalties for occupations that require much temporal coordination and allow little work-structuring discretion. Schedule irregularity is linked to lower pay for women but higher pay for men. Thus, differing remuneration logics appear to apply to different time-related occupational demands. The analysis also indicates that the premium for the occupation's work-time expectation is lower for women, particularly professional and managerial women, even after considering their actual working hours. We suggest that employers' suspicion of women's ability to comply with their occupation's work-time norm, which is likely more pronounced for professional and managerial women, might contribute to these results." It may help close the gap if Black youth benefit more from attending and completing college than do White youth. On the other hand, Black college-goers are less likely to complete college relative to White students, and this disparity in degree completion helps reproduce racial inequality. In this study, we use a novel causal decomposition and a debiased machine learning method to isolate, quantify, and explain the equalizing and stratifying roles of college. Analyzing data from the NLSY97, we find that a bachelor's degree has a strong equalizing effect on earnings among men (albeit not among women); yet, at the population level, this equalizing effect is partly offset by unequal likelihoods of bachelor's completion between Black and White students. Moreover, a bachelor's degree narrows the male Black-White earnings gap not by reducing the influence of class background and pre-college academic ability, but by lessening the 'unexplained' penalty of being Black in the labor market. To illuminate the policy implications of our findings, we estimate counterfactual earnings gaps under a series of stylized educational interventions. We find that interventions that both boost rates of college attendance and bachelor's completion and close racial disparities in these transitions can substantially reduce the Black-White earnings gap." The implied wage increases for the beneficiaries are substantial, while the implied increases in the aggregate wage bill are generally modest. Our novel dataset combines data on federal contract acquisition and enforcement with US linked employer-employee Census data 2000-2014. We employ an event study around firms' acquiring a contract, based on Miller (2017), and find the policy had no ef fect on employment shares or on hiring, for any minority group. Next, we isolate the impact of the affirmative action plan, which is EO 11246's preeminent requirement that applies to firms with contracts over $50,000. Leveraging variation from this threshold in an event study and regression discontinuity design, we find similarly null effects. Last, we show that even randomized audits are not effective, suggesting weak enforcement. Our results highlight the importance of the recent budget increase for the enforcement agency, as well as recent policies enacted to improve compliance." After excluding health as a plausible mechanism, we argue that the intertemporal substitution of leisure prevailed on the fear of job loss for females, while the opposite happened to males. Sick leaves increased only for females working in firms paying smaller wage premia to female than to male workers, suggesting that, in these firms, females exchange lower pay with higher flexibility in their work schedule." Die branchenbezogene Betrachtung zeigt allerdings auch, dass Unterschiede in der Arbeitssituation zwischen Frauen und Männern in einigen Branchen im besonderen Maße vorherrschen. Public sector wages are typically assumed to contribute to overall wage equality. We challenge this understanding in an analysis of the relative skill premium in public versus private sectors. The analysis of heterogeneity across gender and geography is based on rich register data for Norway. The raw data confirm the relative wage compression in the public sector. However, this is a male phenomenon and only prevalent in large cities when unobserved worker and firm characteristics are taken into account. With identification based on shifters between private and public sectors and movers between city-size groups, wage setting for female workers in the public sector increases wage inequality in all regions, particularly in the periphery. The result is consistent with policies promoting recruitment of high-educated female workers and expansion of public services in the periphery counterbalancing the desired equality effect of public wages." It was an indication of COVID-19 bringing formal and informal care to the fore, exposing the frailty of a sector vital to life and well-being. Social isolation, school closures and movement restrictions keeping people within their homes led to unprecedented informal care needs and work-life tensions for people looking after others. Women and lone parents, mostly mothers, have borne the brunt of the upheaval, including the more acute socioeconomic consequences of the COVID-19 crisis. The service sector, with high female employment rates, was among the hardest hit, and the working conditions of front-line women workers were severely impacted. Coupled with the ongoing war in Europe, with its immense impact on the economy and people's lives, the developments in gender equality over the last several years have now taken a turn for the worse, and the threat to future progress is real."
