We find that irrespective of cultural norms and policies, fathers receive a wage premium, which increases the gender gap. Motherhood gaps vary across countries. The highest gaps are seen in Eastern European countries, where policies and norms lead to long absences from work. Moderate to small penalties are found in Continental Europe, Anglo-Saxon and Nordic countries, alongside higher maternal employment. No motherhood penalties are found for Southern EU countries, where mothers return to work quickly or exit the labor market indefinitely." Such indicators may seem beyond the remit of social policy analysis, which is concerned foremost with the analysis of 'social risk'. However, drawing on evidence from across multiple disciplines, this paper argues that achieving a 'critical mass' of women in board and executive positions can bring women's issues onto companies' agendas and lead to the adoption of female-friendly practices, policies, and cultures at the firm level. Crucially, these practices, policies, and cultures can help to reduce the incidence of gendered social risks (employment/care conflicts, economic dependence on a partner) and sexual harassment among women at lower levels of the labour market. Thus, the paper highlights another dimension to the social-regulatory function of welfare states which has to date been overlooked, namely legislative requirements on companies to achieve gender diversity in their leadership structures. Comparisons are made between the traditional interpretations and those suggested here using wage data from Finland. The analysis suggests that occupations matter in explaining earnings differences among groups. The article also displays the high magnitude of the gender wage gap in an intersectional framework. The sexual orientation wage premium of lesbians is quite small for blacks and much higher for Hispanics and Asians than for whites. For men, departing from the white heterosexual model involves a substantial punishment; the racial penalty is larger for heterosexuals whereas the sexual orientation penalty is greater for whites. It provides a comprehensive means to quantify the contribution of observed wage-determining characteristics and of unobserved characteristics to the gender pay gap. After an overview of the basic idea behind the Oaxaca-Blinder decomposition, we discuss its validity for empirical research, the major caveats that go along with its use and some subsequent extensions. This is illustrated with personal experience of using the decomposition for two research questions: first, for decomposing the gender pay gap for the countries of the European Union (EU), and, second, for single regions within Germany. We conclude with a discussion of the scope and limits of the Oaxaca-Blinder decomposition."
