We test this argument by comparing the evolution of wages between men and women before the onset of family formation and gendered household specialization. We use a cohort study of young adults for Switzerland (TREE 2000 - 2014) and match the two sexes on their intellectual ability and educational attainment before they enter the labour market. We then use the ensuing survey waves to account for human capital and job characteristics as well as for values towards work and family. We replicate our analysis with a second panel study of Swiss graduate students. We find in both cohort studies an unexplained gender wage gap of between 3 to 6 percent in favour of men. This result suggests that young women earn lower wages than young men with the same productive characteristics long before they have children. Translated into annual wages, this means that young women lose out on half a monthly wage each year in comparison to young men." We show that the expression for the marginal tax rates of the male spouses is the same as in a Mirrleesian world where wages reflect true productivities. Marginal taxes for the female spouses are reduced because of a Pigouvian correction. Consequently, the wage discrimination pleads for a lower marginal tax on the female spouse. Furthermore, the distortion of a couples' tradeoff between male and female labor supply is the same as in a Mirrleesian world without a gender wage gap. It only depends on true productivities and not on wages. In other words, the tax system completely neutralizes the extra distortion introduced by the wedge between the female spouse's wage and her true productivity." Design/methodology/approach The analysis is grounded on a theoretical framework depicting endogenous telework assignment and wage variations based on individual bargaining. The empirical strategy allows for non-random telework assignment, generating from individual- and job-specific observed as well as unobserved factors. Findings Results are based on the Italian labor force survey and uncover a key role of gender, higher education and family composition as determinants of the probability of teleworking. Furthermore, teleworkers enjoy a wage premium ranging between 2.7 and 8 percent. Originality/value Accounting for observed individual and job-specific effects, by both standard linear regression and propensity score matching, largely reduces the extent of wage premium emerging from unconditional descriptives; the results of an endogenous switching regression model however suggest that failing to properly care for unobserved factors leads to the underestimation of returns to telework." This study analyses the earnings divide between men and women and the driving forces behind it in 26 countries. In 2014, the cross-country gender pay gap stood at 14.2%. However, country-level results differ tremendously with high gaps of more than 20% in Estonia and Germany and gaps below 5% in Belgium, Luxembourg, Slovenia and Romania. While part of the earnings divide can be explained by gendered sector affiliation and the high share of atypical employment among women, a large portion of the gender pay gap remains unexplained by the data. Even though the gender pay gap statistics are unable to identify the (non-)existence of discrimination, it still calls for diverse measures both at the state and the firm level."
