In order to quantify the impact of discrimination on poverty, it proposes the construction of a counterfactual distribution of wages where discrimination against women has been removed. Using this new wage distribution, the study computes total household income and compares poverty rates in the absence of discrimination to those actually observed. The results show that, in general, discrimination against women plays a determinative role in the current levels of poverty in EU countries, although results by country show that this role differs in intensity and pattern. Further, the study finds that in EU countries the effect of discrimination on poverty risk dramatically increases for individuals in households that largely depend on working women' earnings." Using the current population surveys from 1983 to 2005, the authors decompose the growth of wage inequality into compositional changes, group-specific mean changes, and group-specific variance changes. This approach allows one to more precisely identify and assess the immediate intervening processes associated with rising wage inequality. The findings suggest that, although the increase of the demand for the skilled workers does play a significant role, the recent increase in wage dispersion cannot be fully explained by skill-biased technological change. This study's analysis instead indicates that the two main sources of increasing inequality include the 'nonunion private sectorization' of all sectors and the reduction in the sizes of the institutionally protected market sectors. Rising inequality seems to be because of the dismantling of the institutions that formerly insulated a large proportion of workers from direct engagement with market forces as the immediate wage-setting mechanism." The studies use unique personnel data that were collected by us and that include the work history of each employee as well as annual averages of monthly wages and total compensation. Since the three studies are part of a larger project on internal labor markets in Russia and Ukraine during transition, the paper starts off with a general assessment of how the analysis of personnel data from transition countries can contribute to the general literature on internal labor markets. After short descriptions of the investigated firm and the personnel data at our disposal, the motivation and the pertinent results of the three studies are presented. While the first study looks at the question how the costs of a financial crisis are spread over the workforce and whether incumbent employees are sheltered from negative shocks in the economy, the second study is tied to the discussion of wage determination in Russia and analyzes the narrower question whether local labor market conditions are an important factor in the wage determination process of the firm at hand or whether stable infernal labor market structures are of primary concern for its human resource managers. The third study contributes to the literature on the labor market experience of women in transition by analyzing the evolution and the determinants of the gender earnings gap in the firm." The hypothesis is that lower unpaid overtime hours for women leads to a lower overall earnings profile compared to men, despite the achievement of relatively high labour market status. A rat race theory is advanced, which proposes that the majority of women face discrimination in their attempts to compete with men in the labour market based on overtime hours. The econometric analysis, which considers both supply-side and demand-side causal variables, confirms that women's hours over and above the standard workweek significantly influence earnings. However, a unique decomposition technique reveals that men clearly have a more favorable pay structure on the higher echelons of the labour market, while women are forced into inefficiently excessive hours." Our paper contributes to an understanding of regional determinants of female labour supply by looking at Austria's 121 political districts. As predicted by theory, the aggregate wage level has a positive impact on female LFPRs. We also find that a decrease in the gender wage gap increases the female participation ratio. Population density is positively associated with the female participation rate. This indicates that densely populated areas provide a larger and better array of employment opportunities for female workers. Furthermore, child-care provision for young children is significant and positive. Our model, based on a reduced-form equation, is tested for robustness using various specifications and extended with a spatial econometrics approach. We find that estimated relationships between traditional regional labour supply determinants are sensitive to the inclusion of spatial effects. The spatial parameter is negative, indicating that regions with high participation levels are surrounded by areas with significantly lower participation levels." (IAB)}, Abstract= {"Following German unification in 1990, a number of initial studies were conducted on the development of the returns to education in the eastern states of the former GDR. These studies reveal a general consensus of initial falls in the returns to education for the eastern states (Krueger and Pischke 1992; Bird, Schwarze and Wagner 1994) before beginning to raise towards western levels. This study examines the development of returns to human capital for the eastern states following unification. Data from the German Socio Economic Panel Study is used to compare the eastern and western returns to human capital during the transition years of 1989 until 1991, followed by a longitudinal analysis until 2007 investigating returns to schooling and work experience, differentiating between experience in the GDR and work experience obtained outside of the GDR. In addition to returns to years of schooling, returns to specific degrees are examined. Results show an initial decline in the returns to human capital for easterners, followed by a relatively steady incline. Returns to education for eastern women reached western levels soon after unification, but returns for eastern men took until 2005 to achieve the levels of western men."
