For that purpose, we combine a series of exploratory space-time analysis approaches to multiple Factor Analysis (MFA) applied to a large range of indicators collected at the NUTS-2 level for the period 2000-2015 for the EU-28. First, we find that the first factor of MFA, interpreted as economic development (ECO-DEV), is spatially clustered and that a moderate convergence process is at work between European regions from 2000 to 2015. Second, when comparing these results with those obtained for Gross Domestic Product (GDP) per capita, we show that the convergence pattern detected with GDP per capita is more pronounced: ECO-DEV adjusts slower over time compared to GDP per capita. Third, pictures provided by the remaining interesting factors, capturing educational attainment, population dynamics and employment, are very different." We thereby contribute to the literature on Europeanization, which has mainly emphasized weak industrial relations to account for the German meat industry's reliance on cheap migrant labour. Complicated enforcement structures, demanding requirements of administrative cooperation, and the complexities of an evolving case law, we argue, further contributed to the precarious conditions of migrant workers in Germany. Major COVID outbreaks in slaughterhouses created the political momentum for reform which specifically addresses this administrative side of labour protection, but remains limited to the meat sector – despite similar patterns of labour exploitation elsewhere." To study these issues, we assemble novel, panel time-series data on Cohesion Policy covering almost four programming periods and different shocks in the European Union. Using heterogeneous coefficients panel models, we find a general positive impact of Cohesion Policy on regional resilience, although with region- and crisis-specific patterns during different shocks. Our results also suggest the presence of regional variation regarding regional labour market resilience over the past three decades." One pillar of this strategy is that economic growth should be sustainable and inclusive. Focusing on the concept of inclusiveness, a set of economic indicators observed over the 1995-2019 period in a subgroup of member countries is selected. To track the evolution of inclusive growth in each country, we propose an approach towards three-way data analysis. Using such an approach, a time trajectory showing the dynamics of labour market inclusion and economic well-being in each country can be plotted. This graphical analysis allows us to examine the extent to which economic growth has been inclusive in each country and compare the growth paths of different countries. The results show that economic growth has been heterogeneous across countries and has been coupled with a more inclusive labour market only in some countries." We adopt a simultaneous approach with a primary focus on how hours of care are influenced by hours of work rather than the other way round. We also investigate the role that filial obligations play in choices of caring versus working. Using the SHARE data (2004 and 2006) we find that the elasticity of informal care hours in response to working hours is between '0.17 in the caregivers sample and '0.19 in the women-only caregivers sample; small but not negligible. Moreover, we find that a 10%increase in the index measuring the strength of filial obligations increases weekly hours of care by about two and a half hours." Recent scholars advocate a multidimensional construct with a wide range of objective and subjective characteristics of precariousness. Using data from Eurofound's Living, Working, and COVID-19 surveys, I define employment precarity as the objective form of employment instability, as well as subjective terms of job insecurity and emotional precariousness. I also investigate whether and how various facets of employment precarity along with COVID-19 risk are associated with workers' mental and subjective well-being across 27 European Union member states during the pandemic. We provide evidence of a dual role of labor market institutions, which both screen workers based on unobservable characteristics and also provide them with wage setting power. Labor market institutions confer significant wage premia to native workers (4.0, 1.6, and 2.7 log points for licensing, certification, and unionization), due to screening and wage setting power. Wage premia are significantly larger for licensed and certified migrants (10.3 and 6.6 log points), reflecting a more intense screening of migrant than native workers. The representation of migrants among licensed (but not certified or unionized) workers is 15% lower than that of natives. This again implies a more intense screening of migrants by licensing institutions than by certification and unionization." It explores the characteristics of monopsony in labor markets and documents its impact by looking at the magnitude of employer concentration in selected jurisdictions. Using a harmonized dataset of online vacancies, this paper shows that European labor markets are no more competitive than North American ones. It also supports the view that the effects of concentration on labor markets are broadly similar in both Europe and North America, despite the much stronger labor market institutions in Europe. The article shows that there is no apparent economic or legal justification for a lack of enforcement activity by European competition authorities in labor markets relative to the US. While enforcement action has picked up in the last two years in Europe, there is likely still scope for a significant increase in the role of competition enforcement in labor markets. The article identifies sectors and practices that may be scrutinized with priority by European competition authorities and proposes a mix of enforcement, merger control and well-targeted policy and regulatory solutions to address employers' monopsony power." Der anhaltende Energiepreisschock und Gegenwind aus dem weltwirtschaftlichen Umfeld lassen für die bevorstehenden Quartale jedoch eine ausgeprägte konjunkturelle Schwächephase erwarten. Frühindikatoren zur Zuversicht von Unternehmen und insbesondere von Verbrauchern zeigten zuletzt eine markante Verschlechterung der Stimmungslage an. Die Inflation dürfte noch einige Zeit hoch bleiben, so dass Kaufkraft bei Unternehmen und Haushalten gemindert wird und dadurch der reale private Konsum erheblich belastet wird. Somit wird die gesamtwirtschaftliche Produktion wohl für einige Quartale leicht schrumpfen. Im Verlauf des Jahres 2023 dürfte dieser Abwärtstrend allmählich drehen, sofern die Energiepreise ausgehend von ihren aktuell sehr hohen Niveaus wieder etwas sinken. In der Folge dürfte sich der private Verbrauch stabilisieren und nach und nach zu einer wenn auch nur mäßigen Expansion der gesamtwirtschaftlichen Produktion beitragen. Die Erholung dürfte im weiteren Verlauf des Prognosezeitraums - auch gestützt durch eine Belebung der Auslandsnachfrage - noch etwas an Fahrt aufnehmen. Insgesamt dürfte das Bruttoinlandsprodukt im laufenden Jahr wohl um 3 Prozent steigen, im Jahr 2023 nahezu stagnieren und anschließend wieder moderat um 1,6 Prozent zulegen (2024). Die Verbraucherpreise steigen im Durchschnitt des laufenden Jahres voraussichtlich um 8,1 Prozent und damit so stark wie nie zuvor seit Bestehen der Währungsunion. However, the energy price shock and headwinds from the global economy suggest a phase of economic weakness in the quarters ahead. Leading indicators of business and consumer confidence recently showed a marked deterioration in sentiment. Inflation is likely to remain high for some time, thus reducing purchasing power of companies and households and weighing heavily on real private consumption. As a result, economic output is likely to contract for a few quarters. In the course of 2023, this downward trend should gradually reverse, provided energy prices fall somewhat from their current very high levels. As a result, private consumption will stabilize and gradually contribute to an - albeit only moderate - output growth. The recovery is likely to gain grip in the course of 2024, supported by stronger foreign demand. Overall, gross domestic product in the euro area is likely to rise by 3 percent in the current year, stagnate in 2023 and increase moderately by 1.6 percent in 2024. It contains two ambitious objectives: establishing the minimum level of statutory minimum wages (SMWs) at 60% of the gross median wage, and increasing collective bargaining coverage (CBC) to at least 80% of workers. In this paper, we assess how minimum wages and collective bargaining affect low pay. Using a time series cross-section of EU-SILC for income years 2004-2019, we identify and assess the absolute and relative size of 'effective wage floors' for full-time employees in 30 countries. We specify multilevel, random effects within-between (REWB) regression models to assess the individual and joint effects of SMW and CBC on wage floors. Our results indicate that SMW and CBC both have distinct roles to play in establishing the effective wage floor. First, countries with a statutory minimum wage have a lower share of workers earning below 60% gross median wage than countries without one. Furthermore, higher rates of CBC are essential for pushing down the share of workers on below-decent pay. Countries without a SMW but with CBC above the 80% target value have roughly the same proportion of below-decent pay as SMW countries with CBC less than 30-40%. However, at higher rates of CBC, SMW countries are predicted to overtake non-SMW countries on this measure. A hypothetical SMW country meeting the target value of 80% CBC is predicted to have less than 6.5% of full-time employees earning below-decent pay." The hysteresis hypothesis holds that actual (demand-determined) unemployment can turn into structural unemployment. The European Commission estimates and reports NAIRUs as part of the AMECO dataset, which also inform the EU fiscal policy rules. These exclude the possibility of hysteresis by assumption. We present a simple model to estimate hysteresis effects. We demonstrate that there is significant evidence for the existence of unemployment hysteresis in the majority of the EU15 countries. In the EU15 as a whole, we find the average degree of hysteresis to be 80%. Our findings suggest that the European Commission could profitably consider alternative NAIRU estimation strategies that allow for unemployment hysteresis. These results have two important consequences for policy makers. First, they indicate that a lack of government intervention in response to negative shocks has immediate effects in the form of increasing unemployment as well as long-lasting effects on the NAIRU. This is consistent with the OECD Employment Outlook 2017. Second, as the NAIRU estimates enter the calculation of the output gap and the structural deficit, the EU Fiscal Compact should be reconsidered." In this article, we place the proposal in its sociotechnical context, drawing upon wide cross-disciplinary scholarship to identify a range of tensions, potential misinterpretations and perversions that should be pre-empted and guarded against at the earliest possible stage. These include improvements to ex ante and ex post algorithmic transparency; identifying and strengthening the standard against which human reviewers of algorithmic decisions review; anticipating challenges of representation and organising in complex platform contexts; creating realistic ambitions for digital worker communication channels; and accountably monitoring and evaluating impacts on workers while limiting data collection. We encourage legislators and regulators at both European and national level to act to fortify these provisions in the negotiation of the Directive, its potential transposition, and in its enforcement."
