This article examines how EU member states have translated the EU youth guarantee (YG) recommendation, focusing on early interventions in the form of outreach. Combining quantitative content analysis with corpus linguistics, we examined the YG implementation plans of 19 EU member states having differing institutional conditions, comparing if and how they have incorporated outreach in their policy agenda. Overall we found very little outreach in the YG-plans. In the outreach described, guidance and information on education and labour market efforts dominate, whereas social work and local level community work is largely absent. We found type of outreach to be related to institutional conditions. Our results also imply that getting member states to commit to early interventions such as outreach requires that the EU stress this issue with greater emphasis." We analyse how these changes in workforce composition might distort comparisons of conventional measures of gender wage gaps via non-random selection of workers into EU labour markets. We document that male selection (traditionally disregarded) has become positive during the recession, particularly in Southern Europe. As for female selection (traditionally positive), our findings are twofold. Following an increase in the labour-force participation of less-skilled women, due to an added-worker effect, these biases declined in some countries where new female entrants were able to find jobs, whereas they went up in other countries which suffered large female employment losses. Finally, we document that most of these changes in selection patterns were reversed during the subsequent recovery phase, confirming their cyclical nature." This article compares the European and U.S. models of labor productivity, supply, and energy consumption. It finds that if employees in the EU-15 worked as many hours as those in the United States, they would consume at least 15 percent more energy. This aspect of the debate over Europe's economic model reaches globally. Over the coming decades, developing countries will decide how to make use of their increasing productivity. If, by 2050, the world works as do Americans, total energy consumption could be 15 to 30 percent higher than it would be if following a more European model. Translated directly into higher carbon emissions, this could mean an additional 1 to 2 degrees Celsius in global warming." It explores how the media problematised migration from Eastern European member states and its influence on national host country labour markets and welfare systems. It also analyses how different media outlets positioned themselves in relation to relevant policies or policy proposals. The findings show that most articles in our sample present low-skill, low-wage working European Union (EU) migrant class referred to as 'poverty migrants' as a problem to be addressed at the policy level in contrast with the economically self-sufficient migrant with marketable skills. The article contributes to discussions on work, welfare, and mobility in the EU by cross-fertilising the literature on migration policy, freedom of movement, social rights, and the media." We examine country- and regional-level data on migration trends and show how European integration depleted the labor force in new member countries. Several of them lost 10% of their population since 2006, most of it via negative net migration. In 2019, 18% of Romanians, 14% of Lithuanians, 13% Croats, and Bulgarians lived in another EU country. The quantitative analysis shows that migration contributed positively to regional convergence, as every percentage point of net migration increased GDP per capita by roughly 0.01% and reduced unemployment by 0.1-0.2 percentage points. Further analysis will be needed to disentangle aggregate migration effects to quantify its impact on regions that lose their population via migration." For each of these DLPs, information on the business model has been collected and analysed. Moreover, for a sample of 38 DLPs, details on the working conditions have been collected and analysed for one or more countries. This study illustrates that DLPs have grown rapidly in the last five years, though still small in size with EUR 14 billion in activity. DLPs act as intermediaries for a large range of activities, including freelance, contest-based, microtask, taxi, delivery, home and professional services. DLPs intermediating the same services often follow similar business models, nevertheless the working conditions can differ between these platforms and even for the same platform across countries." The Commission's Action Plan on the implementation of the EPSR - presented on March 4, 2021 - proposes a Council Recommendation on minimum income to be adopted in 2022. In parallel, the Action Plan sets a new target of reducing the number of persons at-risk-of poverty and social exclusion by at least 15 million in 2030. The European Parliament, on the other hand, is calling for legally enforceable social rights and for specific social objectives to be reached by 2030. Regardless of whether a directive or just a recommendation on a minimum income instrument to alleviate poverty and social exclusion is agreed upon, there are several aspects to be considered. First, the role of minimum income schemes (MIS) in the wider social protection systems of Member States should be taken into account. Institutional differences in national social protection arrangements are important to understand the role and scope of MIS in the respective Member State. Comparing minimum benefit levels alone gives an incomplete picture of the support that is available in practice for low-income households. Second, the monitoring framework at EU level has to be improved. A more coherent implementation of targets at national level compared to what happened under the EUROPE-2020 strategy is needed. Comparing the effectiveness of Member States' minimum income systems in terms of adequacy, access to benefits and enabling services also requires the collection of national administrative data, e.g. on the kind and extent of social and employment support and research on its impact on overcoming poverty. To derive suggestions for sound anti-poverty policies and to foster upward convergence in the EU it is important to review performance indicators such as at risk of poverty (AROP) which measures income inequality rather than poverty. Existing indicators need to be extended to include further dimensions, i.e. how far are the poor from the poverty line and the capacity of minimum income schemes to reach those in need.
