Nevertheless, comparative studies focusing on the association between migration and fertility, and how it evolves during the migration process, are still scarce. This work analyses the fertility of male migrants in six European countries: France, Germany, Italy, Spain, The Netherlands and United Kingdom. Using data from the EU-LFS (2005 - 2015), results show that migrants are more likely to have at least one child and larger family size than natives, except those coming from Eastern Europe and Central America. Nevertheless, time since migration is a crucial element to explain their fertility: migrants from any country of origin have lower propensities of parenthood immediately after migration, whereas their fertility increases over time spent in the host society. We then find evidence of disruption in the short-run and of socialization once migrants settle in the new society, especially in Southern European countries." We analyse the impact of the system using different measures of stabilization under different fiscal multipliers. A system operating during bad times (periods where the increase in unemployment is large) would reduce GDP growth variability but also growth correlation among member countries. Hence, there is a trade-off between stabilization and synchronization of national business cycles." Previous research on adult further education has largely neglected the role of policies, and has not taken unemployed people into account. Two dimensions of educational policies are investigated. (1) Barriers facing prospective students with regard to previous academic achievements (e.g. second chance opportunities); and (2) financial barriers (e.g. high costs). It is hypothesized that low barriers are associated with higher transition rates into education, especially for unemployed young adults with lower levels of education. The aim is approached by investigating how differences in transition rates across countries are linked to the design of educational policies. Cross-country standardised individual-level panel data from 29 European countries are taken from EU-SILC. Multilevel multinomial models are fitted. Results show that lower barriers in the education system are associated with higher probabilities that unemployed young adults leave unemployment to re-enter further education, although only partial support is found for the hypothesis that unemployed young adults with lower levels of education gain relatively more from low barriers. Low barriers are sometimes associated with lower transition rates into employment." Design/methodology/approach A conditional logistic regression model with interactions is used to estimate the strength of the welfare magnet effect, while controlling for demographic characteristics of the migrants and country-specific economic indicators. Data, used for estimation, comes from the Immigrant Citizen Survey, which provides a large, representative sample of first-generation (i.e. non-EU born) migrants. Various measures of welfare generosity are tested to assure the robustness of the results. Findings The coefficients suggest that the welfare magnet effect is present and significant in some immigrant groups, although it can have a negative impact on location decisions in other cases. Similar results are obtained for wage and unemployment indicators. Research limitations/implications Results corroborate the welfare magnet hypothesis, which states that more generous welfare states should expect greater clustering of negatively-selected (i.e. lower educated) migrants. One potential limitation comes from the sample size, which does not allow for more general conclusions. Practical implications Heterogeneous effects of basic economic indicators in different demographic groups show that aggregate immigrant flows, used widely in the literature, can provide biased estimates of welfare magnet effect. Specific sectors have a profile of precarious work that is remarkably similar across countries, originating from similar employer strategies and work organizations. This results in unions facing comparable challenges concerning precarious work at sectoral level and developing comparable sectoral strategies to combat precarious work. The success of these strategies depends to a large extent on the available power resources. Between sectors within single countries, we observe some similarities but also very substantial differences in their institutional configuration and in actors' constellations, power resources and repertoires of action. Traditional analysis has focused on the positive aspects of this process and pointed out the favorable indicators of the Czech economy, strongly influenced by a modernist perspective (model of economic development) and neoliberalism (applied economic policies). The aim of this article is a more critical reflection on some important features of the Czech economic model. The application of some currently emerging analytic instruments of international economic relations allows us to point out many problematic features of the Czech economy - in particular its dependence on foreign capital combined with a weak ability to retain it and the low added value created within the CZ. There are indicators suggesting a dependent growth within a rigid pattern of an international division of labor and wealth distribution. We argue that shortcomings of the neoliberal model of development (even) in the case of a well prepared and governed economy are a good reason to bring the insights of dependency theory back into the discussion." This discourse is characterised by claims to fairness, responsibility, and austerity, and explicitly sets domestic welfare dependency and migration in opposition to each other. Its operationalisation is traced through a formal mapping of civic stratification in relation to both domestic welfare and freedom of movement within the European Union, while also noting the absence of supporting empirical evidence. The article then looks to the informal aspect of civic stratification, and the role of political discourse in negatively shaping the moral standing of both domestic welfare recipients and EU migrants. Together with the uneven impact of welfare reform, their discursive opposition provides an important amplification of common understandings of the Brexit vote as delivered by the 'left behind' (Goodwin, M. and Heath, D. The author study if inequalities have changed after the economic crisis, once youth policies designed to improve the Spanish school-to-work transition (SWT) system were implemented. Design/methodology/approach Drawing on microdata from the Spanish Survey on Income and Living Conditions, the paper compares the probability of becoming not in employment, education or training (NEET) of young men and women born inside or outside Spain and living in different types of households. Findings Although unemployment rates have improved since the end of the crisis, the situation regarding youth employment, poverty and inequalities remains challenging. Gender and other structural differences are usually ignored in policy debates and in the measures adopted to fight youth unemployment, leading to the persistance of inequalities. Research limitations/implications The analysis illustrates new lines and trajectories in the segmentation of youth labor markets along the lines of gender, household and country of origin. In this paper, we provide evidence suggesting that this servicification phenomenon may have contributed to sustain the EU manufacturing employment base. Besides, servicification is prompting a policy reflection in many domains including trade. From a trade policy perspective a main question to consider is whether the four traditional modes of services supply used to frame the market access commitments under the World Trade Organisation's General Agreement on Trade in Service continue to adequately capture a global trade system that is increasingly underpinned by geographically fragmented production structures that are more than ever reliant on services inputs." Some were agreed with a view to making the EU more attractive for labour migration from outside the EU. Others were meant to (partially) harmonise rights and/or procedures in order to create a level playing field between the Member States. More specifically, it examines the relevant provisions in the Blue Card Directive 2009/50, the Employers' Sanctions Directive 2009/52, the Single Permit Directive 2011/98, the Seasonal Workers Directive 2014/36, the Intra-corporate Transferees Directive 2014/66 and the Students and Researchers Directive 2016/801. The article emphasises that this set of EU labour migration Directives are the result of a sector-by-sector approach. The EU failed to adopt an overall and common EU labour migration policy and corresponding legal instruments. Even with regard to entitlement to equal treatment in terms of employment and social security rights, these EU instruments lack a common approach and give the Member States room to provide for exceptions. In addition, these Directives do not contain any provisions regarding the aggregation of periods of insurance, employment or residence. As a result, they offer additional protection for the social security rights of migrant persons, but they need to be complemented by other instruments such as multilateral or bilateral agreements with third countries, or even human rights instruments." Seven mechanisms have been selected for discussion: national unilateral standards, EU unilateral standards, bilateral agreements, EU coordination of bilateral agreements, EU third country agreements, multilateral co-operation and global standards. The existence of this plethora of mechanisms, each with its own merits and shortcomings, casts a shadow over the possibility of a uniform EU regime for external social security relations. Any attempt to introduce such an approach can immediately be contradicted by alternative approaches and mechanisms which can be used both by the EU and by the individual Member States. It is suggested that more coherence in external EU social security coordination can perhaps be found in a conceptual way, by layering the seven mechanisms in a logical manner." We test for the existence of a core-periphery dualism based on differences in macroeconomic fundamentals and labour market characteristics. We use a Panel Error Correction Model to assess the direction and persistence of the impact of immigration on domestic unemployment in the short and in the long run. In the long run, immigration is found to reduce unemployment in all peripheral-countries. In core countries, we find no long-run impact of immigration on unemployment due to substantial heterogeneity. As for short-run dynamics, we find a confirmation of the result that immigration reduces unemployment for the whole sample. Based on differences in employment protection and activity rates, larger impacts are found for Scandinavian and Anglo-Saxon countries, while lower and less significant impacts are found for Italy, Greece and Portugal." The aim of the paper is to identify and analyse patterns and trends in enrolment in upper secondary initial vocational education and training (IVET) in Europe over the period 1995 to 2015. The research produced findings on comparability of the international data as well as trends in enrolment in upper secondary IVET and its share of enrolment in upper secondary education. It found that, in countries where there has been a decline in VET enrolment, most of this is due to a declining youth population. It also found that many fluctuations in enrolment figures are artificial in the sense that they are the result of changing national classification and/or reporting practices. When correcting for these factors, findings show that the development of absolute enrolment in VET, as well as its share of enrolment in upper secondary education, has been quite stable in most countries." In this context, and with rising concern over disparities in the social progress of Member States, Eurofound has established a research strand to provide the evidence on whether and where socioeconomic trends are converging or diverging across countries. This report establishes a conceptual framework to support Eurofound's research on convergence. It develops a methodological strategy to examine convergence and applies it to investigate patterns across the EU in 37 indicators. (The report also forms a chapter in the Cedefop-Eurofound joint report Skills forecast: Trends and challenges to 2030.) The most striking finding is the projection of a more polarised labour market in the EU. This is driven mainly by the growth of jobs at the very bottom of the wage distribution. However, across the Member States, there is considerable heterogeneity in the patterns of structural change by job-wage quintile, with many Member States projected to upgrade their occupational structure towards higher paying jobs. The tendency towards an upgrading of the wage structure and the shift towards more autonomy, less routine tasks, more ICT, less physical and more social and intellectual tasks, is most prominent in the Member States that joined the European Union after 2004. This suggests an upward convergence of the employment structure in the EU."
