Previous papers with European data found that IV estimates are more negative than estimates assuming exogeneity of caregiving. I show that this difference is not robust once account is taken of time-invariant unobserved heterogeneity. Indeed, instruments turn out not to be needed, and the estimated effect is negative, but small in both groups of countries." Empirical study of legislated reforms to national insurance benefit schemes in three European countries since 1980 suggests that individualization processes transform modern West European societies through the construction of self-sufficiency, the individualization of responsibility, and the personalization of social services. Although European welfare states vary with respect to the extent of individualization of social categories, late modernization processes appear to transform national solidarities into a cosmopolitan solidarity and hence affect all modern institutions of welfare states, including bureaucratic categories, legal rights, and meaning of work." In this regard, the Labour Force Survey in 2011 registered an increase of more than 30 thousand in the total number of employed people on the average. According to the data of the institutional labour statistics, at corporations employing at least 5 people and at non-profit institutions, there was a headcount increase of 28 thousand, while at budgetary institutions, as a result of government measures encouraging more careful management, the number of employees1 fell by more than 10 thousand. The average number of people in public employment intended for mitigating the labour market consequences of the crisis was lower in 2011 than a year before. On annual average, 59 thousand people received wages in public employment through budgetary paying agents, 24 thousand fewer than in 2010. Since, in addition to those in part-time employment, the proportion of people employed with a short-term contract for only some months grew as well, the circle of those affected by public employment was larger than in the previous year. The average headcount lower than in 2010 was not the result of the decrease in the role of the state but was partly due to the fact that the renewed form of public employment could take off only after the first quarter of the year because of the longer time needed for elaborating the complex action plan. The deteriorating prospects in employment accompanying the crisis and the restriction of the range of social security provisions, which is partly connected to the former factor, forced also unemployed people to play a more active role in the labour market. Though the number of unemployed people according to ILO criteria2 practically stagnated in 2011, the latent reserve of the labour market amounting to more hundred thousands of people anyway, increased." By the end of 2011, 12 countries have linked their national qualifications levels to the European qualifications framework (EQF) levels. Cedefop's third review of NQF/EQF development shows that countries consider NQFs as tools that support national reforms and coherent lifelong learning policies. By promoting the use of learning outcomes they address barriers between vocational education and training and higher education. This report also highlights that the links between NQFs and validation of non-formal and informal learning are becoming stronger in most of the countries reviewed, an issue that is currently high on the policy agenda." The analysis uses several alternative measures of the shadow sector, and examines the effects of labor institutions on the shadow sector in two specific regions: new and old European Union member countries, as their respective shadow sectors exhibited a different development in the past decade. Although the share of the shadow economy in gross domestic product averaged 27.5 percent in the new member countries in 1999-2007, the respective share in the old member states stood at 17.9 percent. The paper estimates the effects of labor market institutions on two sets of shadow economy indicators - shadow production and shadow employment. Comparing alternative measures of the shadow sector allows a more granulated analysis of labor market institution effects. The results indicate that the one institution that unambiguously increases shadow economy production and employment is the strictness of employment protection legislation. Other labor market institutions - active and passive labor market policies, labor taxation, trade union density, and the minimum wage setting - have less straightforward and statistically robust effects and their impacts often diverge in new and old European Union member countries. The differences are not robust enough, however, to allow for rejecting the hypothesis of similar effects of labor market institutions in new and old European Union member states." The emphasis is placed on (involuntary) part-time and temporary employment. With regard to labour market developments, the author demonstrates a further segmentation during the crisis, in particular for youth and people with low educational levels who have been disproportionately affected by unemployment. Due to data deficiencies, it is difficult to judge conclusively whether the crisis has contributed to more or to less segmentation in welfare coverage. In fact, there seems to be a division between countries in this regard and the deliberate opening up of unemployment schemes in several countries to new groups of workers during the crisis can clearly be seen as a positive trend contrasting with developments over recent decades." Using a country-industry panel that covers the private sector, the paper focuses on long and short-run changes within industries. The results show a large and time-persistent impact of increasing globalization on the labor share, especially if the within-industry changes are considered. Openness seems to be the driving force for downward movements in the industry level labor shares while technological and institutional forces impact these shares positively. Furthermore, while investments into information and communication technology (ICT) increase productivity of workers, it has a negative impact on the labor share as it enables higher economic integration which lowers the labor share. Economic integration has stronger impact on the polarization in Western European labor markets than ICT." While the United States struggled to avoid a double-dip scenario and growth in emerging economies slowed slightly (but remained robust), the euro crisis, which started with problems in Greece in 2010, continued to intensify, plunging many European economies back into recession. During the Great Recession in the winter of 2008/2009, most Western countries implemented massive fiscal and monetary stimulus packages to prevent the situation at the time from deteriorating. These policies paved the way for an extraordinary recovery in 2010, but also aggravated underlying fiscal and external imbalances, leading to a massive accumulation of government debt. This year's EEAG report focuses on the resulting crisis in Europe, which is much more than just a sovereign debt crisis. Chapter 1 of the report discusses the immediate macro economic outlook for the global economy. Chapter 2 argues that the euro crisis was fundamentally triggered by major macroeconomic imbalances within the euro area. These imbalances hindered capital flows, while uncertainty surrounding the repayment of government debt and the mid-term economic prospects of individual regions triggered outright capital flight. With European monetary authorities injecting ample liquidity in favour of the banking system, massive capital flight has resulted in huge balance-of-payments imbalances. Risk premiums on government bonds have also risen to levels that are unsustainable for some countries. Chapter 3 analyses Europe's financial architecture. It highlights the need for proper banking regulation and a well-defined framework for crisis resolution in order to create a more stable financial system able to cope with future problems of a similar kind. Chapters 4 and 5 profile two very different countries, Sweden and Hungary, and highlight the lessons that can be learnt from current and past crises. Whereas many European countries may envy Sweden's fiscal discipline, recent economic policies in Hungary seem to bode ill for the country's future. Finally, Chapter 6 looks at the longterm crisis of climate change and argues that the cost of both emissions and abatement should be equalised across technologies, industries and regions." In 2010, the ECOFIN Council gave the Economic Policy Committee (EPC) a mandate to update its common exercise of age-related expenditure projections by the autumn of 2012 on the basis of a new population projection by Eurostat. The long-term age-related expenditure projections provide an indication of the timing and scale of changes in economic developments that could result from an ageing population in a 'no-policy change' scenario. The projections show where (in which countries), when, and to what extent ageing pressures will accelerate as the baby-boom generation retires and average life span in the EU continues to increase. Hence, the updated projections of age-related expenditure and the associated sustainability assessments will provide important insights on both the economic impact of ageing and the risks to the long-term sustainability of Member States' public finances reflecting new economic environment, affected by a durable impact of the current crisis, and further reform effort by EU MS. This first report provides a description of underlying macroeconomic assumptions and projection methodologies of the age-related expenditure projections for all Member States. On the basis of these underlying assumptions and methodologies, age-related expenditures covering pensions, health care, long-term care, education and unemployment transfers will be calculated and presented to the ECOFIN Council in May 2012."
