We leverage a severe contraction of financing, which took place in an Italian region in 2007, and adopt a difference-in-discontinuity empirical design to show that the Gini index (of income) at the municipality level goes down because of the end of the policy. The improvement is due to the move of top earners towards the centre of the distribution. The reduction in the Gini indicator is confirmed even if we resort to a region-level analysis. Our results suggest that from a policy perspective, reducing spatial inequality might come with the cost of worsening inequality across individuals." Thus, the states that follow the norms and principles of international law, respect the key European values, support and protect human rights and peace on the continent must unite to overcome armed aggression. That is why the granting of temporary protection to Ukrainian citizens is an important issue, as it is one of the EU's significant contributions to the protection of the identity of the Ukrainian people, who are fighting for their independence. The purpose of the article was to study the peculiarities of obtaining temporary protection in the EU, to compare it with refugee status, to analyse the approaches to this procedure in individual states, as well as to determine the impact of obtaining the relevant status on the realization of the fundamental right to work. The main method used for the research is the method of analysis and synthesis. Its application provided reliable results in many areas of research. First of all, this method was applied in the analysis of EU and international law in the context of granting refugee status and temporary protection. Also, the method of analysis and synthesis was used by the author in the study of the peculiarities of temporary protection in individual Member States. Using official bilateral migration statistics, we report an excess increase in migration from the UK to the EU of approximately 16% post-referendum, compared to movements between the remaining EU countries over the same period. In addition, we analyse in-depth interviews conducted with UK migrants in Germany to show that uncertainty about future bilateral relations, a negative economic outlook, and perceptions of negative social consequences in the UK have been by far the most dominant drivers of migration in the post-referendum period. We further corroborate the effect of changes in uncertainty on migration-related behaviour with exceptional spikes in naturalisations, indicating that UK citizens living in other EU member states are actively taking decisions to mitigate the negative impact that Brexit is having on their livelihoods." Both theoretically and as inputs in the policy-making process, gender-blind approaches have actually rendered the gender dimension of migration more or less invisible. Through an in-depth examination of the place of gender in the key theories of migration and relevant sources of data, the paper seeks to take stock of how these theories treat this dimension and investigate the cross-sectional challenges in uncovering gender in international migration data. It, therefore, provides a critical review of both theory and data by shedding much-needed light on their neglect of the gender aspects. Our findings based on a conceptual review of the literature and a case study based on Eurostat data on migration drivers demonstrate that migration theories and statistics typically equate gender with sex, which limits our ability to develop a comprehensive understanding of how complex gender dimensions shape the migration process. Moreover, given the extent to which existing data and theories overlook the intersectionality between the drivers of migration and diversity within migrant groups, this gap in knowledge presents an obstacle to gender-responsive migration governance. In light of this, the paper discusses priorities for 'gendering' international migration research. We argue that in addition to improving accuracy and coverage of sex-disaggregated statistics on international migration, both regular and irregular, it is crucial to develop quantitative as well as qualitative indicators to monitor the gender dimension in this area." The article first dives into how the RRF has been translated into national social policies choices, by assessing the alignment of reforms and investments with the Semester social recommendations and their capacity to address the social vulnerabilities identified in the Pillar's Social Scoreboard. Second, it sheds light on the interaction between the European Commission, in charge of assessing and monitoring the RRF, and the national governments, the key actors in setting-up and implementing the plans. Comparing six case studies (Italy, Germany, Spain, Croatia, Belgium and Austria), the article shows that the RRF has only partially contributed to reinforcing member states' compliance with social Country Specific Recommendations and the role of the Social Pillar in the drafting of National Recovery and Resilience Plans has been very limited. Design/methodology/approach: Firstly, five variables on Internet usage activities are aggregated into an index of E-skills. Secondly, linear dynamic panel data regression models are used to explain the influence of various factors on regional rates of NEET-youth, with or without grouping regions upon the digital divide in relative terms. Findings: Advanced digital literary skills are found to have a stronger effect on the STWT than the basic ones. The growth of employment in specific economic activities like 'Information and Communication' enhances STWT, but only when considering regional differences in the digital divide and E-skills as well. However, the negative effect of deprivation and low educational attainments on STWT is offset by a low level of the regional digital divide. In addition, more R&D expenditure in higher education is necessary to compensate for the effect of the digital divide on the STWT.Practical implications On brief, the policy implications are twofold. Firstly, regions will need to focus more on reducing the digital divide, because it will not only generate positive effects for STWT but will also enhance the positive impact of education and sectoral growth on STWT and even compensate for their low progress. Secondly, in the context of the EU single market, to better address the situation of young people, regions should monitor the relative progress in bridging the digital divide and improving E-skills, with respect to the other EU regions. Improving the relative position on the EU map of E-skills increases the effectiveness of regional policies targeting the STWT. Originality/value: The originality of the paper lies in the regional approach to the relationship between STWT and the digital divide, which allows us to derive new policy measures for the EU regions. Other innovative contributions rely on the identification of (1) transition patterns that region follow over time in improving STWT while bridging the digital divide and (2) policy measures addressing the NEETs in the context of the regional digital divide." Self-employed individuals were exempted from these transitional arrangements, prompting concerns that self-employment could be used as a means to evade the restrictions on labour market access. If the transitional arrangements led to an increase in EU8 and EU2 nationals' self-employment rates, as previous research suggests, then their removal should have led to a corresponding decrease. This article analyses whether the latter has indeed been the case. Using pooled cross section data from the EU Labour Force Survey, over the period 2004-2019, we show that removing the transitional arrangements has had a negative effect on the self-employment rates of EU2 nationals, but seemingly no effect on the self-employment rates of EU8 nationals. In addition to the average treatment effect on the treated we analyse the influence of establishment's characteristics and economic environment on the magnitude of the effect. We apply a modification of Heckman's matching and difference-in-differences approach to consider time-varying treatment and different treatment durations. Our results suggest that investment grants positively impact employment. Moreover we find strong evidence for effect heterogeneity regarding firms' internal characteristics as well as the economic environment." It presents available data on labour market mismatch and discusses possible dynamics going forward. In light of the strong sectoral dimension of the COVID-19 shock, the paper explores differences in the impact of the COVID-19 crisis across countries, relevant sectoral aggregates, and workers' characteristics. The paper also conducts econometric estimations with a view to gauge whether Beveridge curves have shifted upward after the COVID-19 outbreak. The results indicate a modest upward shift in the EU Beveridge curves in 2020, partly reversed in the course of 2021. Despite the fact that skill mismatch somewhat worsened in the wake of the COVID-19 pandemic, this deterioration appears to have had a very minor impact on the efficiency of labour market matching. Overall, a number of considerations suggest the simultaneous presence of labour market slack and shortages is likely to have been a temporary phenomenon. Labour shortages appear to be driven mainly by the labour market recovery and not by hampered labour market reallocation." Apart from the obvious aim to enhance its visibility and political legitimacy, the Commission responded to the fact that COVID-19 badly affected especially young people, manifested in the rise of youth unemployment and of youth neither in employment nor in education or training (NEET). The future of young people at all levels of education – especially of the low- skilled and low-educated – is at stake. They must be prepared for the digital revolution accelerated both by the pandemic and the politically enforced transformation of the industrial economy to a sustainable economy that cares both for a healthy ecology as well as for a healthy society. Alongside its 2019-initiative of the "European Green Deal" the Commission established the "Just Transition Fund" aimed at caring for equitable and efficient transitions from fossil to renewable forms of energy, and alongside its 2020-initiative "Next Generation EU" the Commission aims at a "sustainable recovery" from the Corona pandemic to promote the green and digital transition under the condition of "social fairness". Moreover, in 2020, the Commission made the successful transition from school to work a key priority by reinforcing its Youth Guarantee from 2013. Whereas these initiatives are laudable, experiences so far reveal great deficits in implementation. The increasing complexity of how to navigate young people successfully from school to work is not well understood. The theory of Transitional Labour Markets (TLM), we claim, helps not only to get a structured view of this complexity but promises also plausible strategies for just transitions for youth into decent work."
