The results indicate that parties and politicians are far more hesitant than citizens to demand UBI, while also relying proportionally more on proposing trials rather than policies. Interpreting the results, we develop a conceptual framework designed to better understand how political decisionmakers at the EU level can deal with the uncertainties involved in European social policymaking. We argue that these actors face legal, political, and suitability risks when proposing policies that would integrate the EU's social dimension. Unlike in national settings, the potential to pursue various strategies of risk reduction is limited at the EU level. However, we argue that empirical trials of social policies are particularly well-suited to insuring politicians at the EU level against risks. This insurance function is based not only on the scope of empirical trials to reduce uncertainties about policy outcomes, but also on the fact that they are inherently non-binding. By simply proposing empirical trials, actors can influence agendas, benefit from public demands, or reduce public pressure without having to take on the risks associated with implementing a fully-fledged policy proposal. The direction and the magnitude of the change may depend on different factors, including the kind of crisis, labour market and market income response, along with the design and timing of public policy discretionary cushioning measures. We do not observe permanent increases in non-participation, but we document a large fall in flows between temporary and permanent jobs. We interpret this as a drop in labour market mobility. This paper empirically analyses the role played by integration policies in closing this gap in EU countries, not only directly, through the employment rate but also indirectly by influencing the intensity and the composition of immigration flows. Relying on the Migration Integration Policy Indicator (MIPEX), we find that countries with more developed integration policies do not necessarily have higher immigrant employment rates. This finding is due to the fact that different types of policies have opposite effects: policies favouring family reunion, tackling discrimination and allowing for political participation seem to increase the labour market integration of immigrants, while the latter is negatively associated with a higher labour market mobility, as well as easier access to permanent residence and nationality. Only the positive effect of anti-discrimination policies survives the inclusion of country fixed effects though. Effects are found to vary across immigrants coming from EU versus non-EU countries, suggesting that there is no one-fits-all integration policy. Moreover, our results confirm that immigrants' labour market integration varies with the skill composition of the migrant population, a higher level of qualification favouring employment. The composition of the immigrant population within a country in terms of skill levels, however, could also be influenced by integration policies in potential destination countries, a premise which we also test. We show that integration policies indeed act as a pull factor for migration in a gravity model that controls also for the restrictiveness and skill selectivity of migration policies. Yet, it seems that more elaborate integration policies affect primarily the number of high-skilled immigrants entering the territory, but not the number of medium or low skilled, and this only for those from EU countries. Based on a structural estimation of the labor supply and using the European tax-benefit microsimulation model EUROMOD, I simulate various scenarios of reform. The results show that the labor supply response to the introduction of an EMU-UI differs substantially across countries and depends on the design of the EMU-UI. I find that a flat EMU-UI scheme implies very strong disincentive to work but reduces poverty. On the contrary, a fully contribution-related EMU-UI system limits much more the distortions on the labor market in most countries but has limited effects on poverty and inequality. An EMU-UI with a common replacement rate, articulated with floor and ceiling amounts, would allow for upward convergence because it would strongly reduce poverty and inequality in several countries while not inducing important labor supply reduction."
