Drawing on a conjoint survey experiment in 13 European countries, we show that Europeans may be motivated by an ethos of reciprocity, since policy proposals that are both generous and conditional are the most popular among the general population. However, conditional generosity seems to have much more traction among those who consider the unemployed as undeserving, suggesting that EU-level policies may succeed in overcoming the diffidence of welfare sceptics if reciprocity is ensured in the architecture of the policy design." Theory predicts that population ageing should increase income inequality, while the effect of up-skilling is more ambiguous. Tax-benefit systems may stabilize these expected changes though this is largely an empirical question given their typically complex nature. We use a decomposition technique to isolate the effect of projected demographic change on income inequality and poverty from the reaction of the labor market to this demographic change through wage adjustments. Our results show that demographic change is likely to lead to increasing inequality while related wage adjustments work mainly in the opposite direction. Changes to projected relative poverty are minimal for most countries. With a few exceptions, EU tax-benefit systems are able to absorb most of projected increase in market income inequality." However, there is little causal evidence about the effects of training on firms. This paper studies a large training grants programme supported by the European Social Fund, contrasting firms in Portugal that received the grants and others that also applied but were unsuccessful. Combining several rich data sets, we compare a large number of potential outcomes of these firms, while following them over several years both before and after the grant decision. Our difference-in-differences models estimate significant positive effects on take up (training hours and expenditure), with limited deadweight; and that such additional training led to increased sales, value added, employment, productivity, and exports. These effects tend to be of at least 5% and, in some cases, 10% or more, and are robust in multiple dimensions." In response, the European Commission established a research team with the task of investigating a range of possible demographic futures. Objective: This paper explores the demographic effects of migration on eastern, southern, and western EU regions, using different scenarios to see the extent population size, working-age population, education composition, and total age dependency can be influenced. Methods: We use a deterministic cohort-component projection model that (a) incorporates improving levels of educational attainment in the population and (b) explicit consideration of migration between EU member states (MS) and migration between EU MS and the rest of the world. Eight stylised what-if scenarios are developed around a medium assumption projection. Results: Although migration can have a large effect on total and working-age population size, the EU population will continue to age and see a rise in age dependency regardless. Despite depopulation occurring in many eastern MS, the region is and should remain in a better position than the south and on par with the west in terms of age dependency. Conclusions: While both the south and east provide large demographic subsidies of working-age people to the EU's west, the south is less prepared to cope with the losses due to an already older population, lower labour force participation, and lower education levels. Ehrlich and Seidel 2018). However, there is still a lack of detailed empirical evidence on the effectiveness of different policies. One reason for the lack of understanding is the complex interaction between policy measures and regional circumstances. Using place-based policies is a reaction to the relevance of regional preconditions. From a scientific perspective, it requires either to distinguish types of regions in statistical effect analyses or to do in-depth case studies and bring the findings of many such studies together. Three papers in this issue (Hassink and Kiese 2021; Furková 2021; Ghorbani and Brenner 2021) contribute to this as well as an increasing number of papers in the literature. However, regions and their preconditions differ strongly and many more studies of this kind are needed to fill all the gaps in our understanding. Another reason is the wide range of different policy approaches applied in different countries and regions. Different measures lead to different impacts and different interdependences exist with the regional preconditions (as shown in Wardenburg and Brenner 2020). This increases the difficulty to obtain general insights. Moreover, novel policies are constantly introduced. Due to changes in the economy and in the problems that regions, and especially lagging regions, face (e.g., the increasing skill shortage), new measures have to be developed continuously. Two papers in this issue (Alecke et al. 2021; Nyström 2021) contribute to this topic, but more research is required. The model is unique in covering 27 countries under the same specification of preferences, opportunity set representation and the same concept of income and working hours.
