As a job in a high-income country entails generous welfare and social insurance entitlements, migrants' reservation wages may lie below their opportunity cost of labor. We show that this gives rise to an externality when employers and migrant workers can pass some of their remuneration costs onto taxpayers. Once welfare benefit entitlement is secured, the reservation wage of the migrant rises, giving the firm an incentive to replace the worker with a similar migrant willing to accept lower pay. This leads to excess churn'a reallocation of labor within firms that simultaneously involves a flow of employees to unemployment benefits and the hiring of similar workers. Based on Norwegian data, we present evidence of high excess churn rates in firms with many workers from the new EU member states." However, rates of migration across European countries remain considerably lower than interstate migration in the United States, and spatial variation in terms of unemployment or income levels is larger. We document patterns of migration in Europe, which include a sizable migration from east to west in the last twenty years. As a result, the degree to which household deprivation affects people's economic stress should converge. Based on comparison theory, such convergence could be one indicator for Europe growing together ('Europeanization'). The association between deprivation and economic stress is tested across and between 28 EU countries with EU-SILC data. Moreover, it is examined whether this association changed between 2007 and 2015, as the great recession starting in 2008 affected European countries differently. The results show that, given a certain level of household deprivation, people judge their situation differently across Europe. Whereas economic stress levels are higher in relatively poor countries, the deprivation-stress link is stronger in rich countries. Across-time comparisons suggest no decline in the extent to which a country's deprivation level moderated the effect of household deprivation on economic stress. The findings support the persistence of national reference groups against which individuals judge their own economic situation." Using the European Union Statistics on Income and Living Conditions (EU-SILC), we show that Southern European countries have the smallest disability employment gap. Whereas stricter employment protection legislation is found to be beneficial for people with disabilities on the labour market, other labour market policies specifically intended to benefit this group do not strongly affect their chances on the labour market. We first introduce a typology of trade models by clustering countries based on four key dimensions of trade performance: endowments, technological specialization, labour market characteristics and regulatory requirements. The resulting clusters comprise countries that base their export success on similar trade models. Our results indicate the existence of six different trade models: the 'primary goods model' (Latvia, Estonia), the "finance model" (Luxembourg), the "flexible labour market model" (UK), the "periphery model" (Greece, Portugal, Spain, Italy, France), the 'industrial workbench model' (Slovenia, Slovakia, Poland, Hungary, Czech Republic), and the 'high-tech model' (Sweden, Denmark, Netherlands, Belgium, Ireland, Finland, Germany and Austria). Subsequently, we comparatively analyse the economic development and trends in inequality across these trade models. We observe a shrinking wage share and increasing personal income inequality in most of the trade models. In the US, the impact on unemployment rates was rapid across all states. They increased sharply in March and April 2020 and recovered steadily thereafter. In Europe, by contrast, unemployment increased far less, and the adjustment was more gradual. This difference in unemployment responsiveness is most likely a consequence of the widespread use of short-term work schemes in Europe, given that the transatlantic differences in hours worked overall are much smaller than for unemployment. Using data from US states and EU member states, an econometric analysis of the impact of the restrictions (lockdowns) implemented by governments to contain the spread of the virus reveals that in the case of the US, unemployment appears to have been driven mostly by the aggregate shock generated by the pandemic as it played out between March and November 2020. In the EU, unemployment showed little variation. The Non-Pharmaceutical Interventions (NPIs) used in different US states and EU countries, as can be demonstrated through a regression analysis, did not always have significant effects on unemployment." The aim of the article is to diagnose the current situation in the labour market and expectations towards employees as a result of the technological revolution and digitization, and to analyze whether there are groups of countries in the EU with similar features describing the labour market and to present the differences between these groups. The study uses research methods based on literature research, content analysis and comparative analysis, and the empirical part uses cluster analysis – the Ward method, using secondary statistical data from the Eurostat database. It was verified which groups of the Member States exhibited similarities to the extent of: forms of employment; work productivity; commitment of entrepreneurs and employees to the process of continuing vocational training (CVT) and lifelong learning; educating future employees of the economy at the level of higher education (HE) in STEM fields and development of digital skills as well as commitment of governments of each EU Member State to financing research and development in higher education institutions (HEIs). Based on this approach, we provide empirical evidence for recent developments in 18 EU countries starting in 2000. We find that the common upward trend in inequality is related to shifts in the composition of employment within sectors, rather than to sectoral reallocation. In particular, we estimate that the expansion of part-time and fixed-term contracts, as well as the higher share of tertiary educated workers within sectors, have been the main contributors to the rise of earnings inequality. Cross-country differences are exacerbated when taking into account unemployed population due to divergent capacities to create jobs in face of successive economic crises and external competition. In policy terms, a specific concern deals with the possibility that a higher share of flexible contractual arrangements is masking the rise of underemployment. On a broader perspective, we deem that the overall growth and competitiveness strategies are essential within the fairness agenda, while the enhancement of education, social and income-redistribution tools is needed to face economic and technological challenges in the most inclusive way possible." The study focuses on the trauma that refugee and asylum-seeking women suffer when reaching their host country. Drawing on an extensive survey of scientific literature, international organisations' reports, websites, press, and discussions with relevant experts, it highlights survivors' different needs and the structural, cultural and psychological barriers to their resettlement in the EU. It argues for coordinated, gender- and culture-sensitive policies, EU collective responsibility in managing the refugee crisis and multi-level interventions from an intersectionality perspective." (Autorenreferat, IAB-Doku)}, Abstract= {"The aim of this study is to contribute to a refined understanding of the macroeconomic longterm consequences of ageing in advanced economies. We take the European Commission Ageing Report (European Commission, 2018) as a starting point and investigate how education and health affect labour force participation and thus the size and shape of the active workforce as well as the volume of hours worked in the economy. These insights are then used to produce macroeconomic forecasts that complement the projections provided in the Ageing Report. The main purpose of the Ageing Report is to analyse the long-term sustainability of public budgets. Public expenditure components that depend on the age structure of the population are projected for each participating country based on recent population forecasts by Eurostat, a country-specific macroeconomic scenario, and a no-policy-change assumption. The study investigates the following research questions: To what extent does a modelling that not only accounts for demographic change but also for shifts in the educational structure of the population and education-specific employment rates impact our assessment of the future development path of participation rates? How do the participation and employment rates of persons with health problems differ from those in good health, and what impact can shifts in health status and/or the employment perspectives of people with health limitations have on future participation and employment rates? What impact do the findings resulting from answering the previous questions have on longterm projections of economic growth, aggregate savings and investments, and other macroeconomic variables?" We propose to define the universality of a given Welfare State along three dimensions: the range of social needs addressed the degree to which the relevant population is covered, and the extent to which the needs are adequately covered in each case. We argue that these three dimensions can be used to measure the universality of European social systems. We discuss how this measurement could be implemented and present an illustrative operationalisation through a system of indicators for health, unemployment benefits, sickness benefits, old-age pensions, social assistance, housing, and education." It explores the mechanisms and effectiveness of more than 150 different policy measures designed to address the dimensions in place in the EU before the COVID-19 pandemic: job creation, labour supply, labour demand and contextual factors. In addition, it provides an updated analysis of early policy measures created in the wake of the pandemic that aimed to support the labour market situation of people with disabilities. A country case study on Ireland complements the study by outlining the complexity of disability and support systems from a broader perspective. Although immigration can bring along many benefits (labor force, cultural diversification), it constitutes a challenge for fiscal policy if immigrants fail to integrate. This paper examines the level of integration in the EU_15 on the data from Eurostat in period 2009 to 2018. The results show that immigrants who were not born in the EU_28 were significantly worse off in terms of the unemployment rate and the risk-of-poverty rate than the host society. Immigrants born in the other EU_28 country were not significantly worse off on the labor market, but the at-risk-of-poverty rate was significantly higher in comparison with the host society. The data didn?t confirm that share of immigrants with tertiary education (both from the EU_28 or outside the EU_28) was significantly lower than the share of the tertiary educated population in the host society.
