In this study, the authors critically investigate this assertion by simulating a set of scenarios of increasing subsidized childcare slots and mothers' employment. For a variety of European welfare states, the impact on poverty and on the government's budget is estimated using the European microsimulation model EUROMOD. The findings suggest that to achieve significant poverty reductions among young children, both additional childcare slots and increased mothers' employment should be well targeted. The expenditures for additional childcare slots can to a large extent be recovered by the government receipts generated by the additional employment; however, there appears to be a trade-off between the extra revenue that can be generated and the extent of poverty reduction." Most of the literature on FOM is heavily focused on the judiciary interpretation of this EU right, or on conflicting attitudes towards FOM within the national arena. However, the EU and its institutions as political actors that define and shape the content and meaning of FOM are largely absent from this literature. If mentioned, EU actors are often depicted as ideological and orthodox defenders of FOM. We argue that this perspective is empirically inaccurate, which leads to skewed theoretical assumptions. It not only overlooks an EU-level discourse on FOM that has changed significantly in recent years but also fails to acknowledge that even fundamental rights and key pillars of EU integration can be subject to discursive change at the EU level. A frame analysis of documents from the European Commission, the European Council, the Council of the EU and the European Parliament from 2004 to 2016 forms the basis of our argument. During this period, restrictionist arguments have increasingly entered EU actors' discourse on FOM. Viewed almost as an absolute right of EU citizens during the 2000s, FOM during the 2010s has been framed in terms of the conditions underlying the exercise of this right. We conclude that EU actors are engaged in a political debate over what FOM means and that their discourse has shifted to support an increased conditionality of FOM." It requires states to change employment laws or draft news ones that prevent employers and coworkers from discriminating against gay and lesbian employees. Implementation of the EED was problematic, despite strong support for the law among many EU member states and their publics. An analysis of the EED's provisions shows that in countries where religious organizations provide a substantial share of a country's social services, governments are more likely to transpose the directive incorrectly. These findings are based on an innovative research design that addresses one legal subject matter within a directive. Contradicting earlier research showing it has little to no role, public opinion about an EU law can affect compliance. This article also sheds more light on how religious organizations and beliefs affect European integration, comparatively understudied in the literature. These findings also have important implications for the future of lesbian, gay, bisexual and transgender (LGBT) human rights legislation at the EU level." Our descriptive analysis of the networks of intra-EU migration flows shows that the EU migration space is dominated by two core destination countries (Germany and United Kingdom). The results of our cross-sectional exponential random graph models (ERGM) reveal that the status of Germany and the United Kingdom (UK) as core destination countries remains a robust characteristic of the network of intra-EU migration flows over time, even when controlling for GDP, unemployment rates or shared geographical borders between destination and source countries. Furthermore, our results point to the differentiated effects of national economic performance on outgoing and ingoing flows: GDP per capita mainly affects intra-EU inflows, while unemployment rates tend to influence outmigration. Lastly, regulatory linkages - measured with the accession to the EU of source countries and the opening of the labour market of destination countries - exert a moderate effect on intra-EU migration flows when taking into account the national economic performances of source and destination countries, the core status of Germany and the United Kingdom, and the shared borders between destination and source countries." In so doing, we assess the role of refugee migration in relation to institutional, technologicalty 1 and globalization factors in an effort to trace the factors underlying the growth of low-paying occupations in EU 15 between 1995 and 2017. Our empirical findings suggest that refugee migration has a small but positive and statistically significant impact on the growth of low-wage occupations in the EU 15 as a whole. However, the effect is attributed to Southern Europe and the UK and Irish economies. Despite hosting relatively large numbers of refugee migrants, the effects in the Nordic countries and Continental Europe are negligible, if present, and non-existent in the long run (5?years). When including all migrant workers, we find a limited impact on the growth of low-wage work in general, while the impact of immigrant workers from low-income third party countries becomes positive for the UK and Irish economy, but less for other European macro-regions. This suggests that institutional settings can play an important role in how the economy adjusts to migration. It also suggests that traditional fiscal cost calculations in relation to migration are often overestimated, as they implicitly build on the assumption that refugees and general immigration have great impacts on the growth of low-wage occupations." We find that 16 percent of adult workers in the EU are impacted by SDT, with significant variance across countries, ranging from a high of 28 percent in Estonia, to below seven percent in Bulgaria. Despite claims that technological change contributes to the deskilling of jobs, we present evidence that SDT is associated with dynamic upskilling of workers. The paper also presents the first direct micro-evidence of the reinstatement effect of automating technology, namely a positive contribution of automation to the task content and skills complexity of the jobs of incumbent workers. Despite the recent focus on the polarising impact of automation and associated reskilling needs of lower-skilled individuals, our evidence also draws attention to the fact that SDT predominantly affects higher-skilled workers, reinforcing inequalities in upskilling opportunities within workplaces. Workers affected by SDT also experience greater job insecurity." This is not a new concern. Historically, automation of production processes has led to extraordinary efficiency gains and to the displacement of labour. But history has also shown that, in the longer run, the gains in efficiency pay off and new jobs are created. But the past is not necessarily a guide to the future. Currently, an unprecedented digitalisation of our economy is underway. Artificial intelligence has become a reality and machines are able learn how to outperform humans in some cognitive tasks. The way work is performed is also changing, with jobs allocated via online platforms and people matched to tasks in a way that means they are neither full-time employees, nor self-employed workers in the traditional sense. For welfare systems, which are largely funded by taxes on employment, these changes have significant implications. One of the big challenges of the twenty-first century will be to redefine the nature and functioning of welfare states in the context of the fundamental changes brought about by digitalisation, artificial intelligence and the changing status of workers. If technology has a negative impact on labour income, how will the welfare state be funded? How can workers' welfare rights be secured? This volumes tackles these questions and provides recommendations to inform the discussion in the European Union."
