At the same time, immigrant cohorts are becoming more and more diverse, leading host societies to become increasingly heterogeneous across multiple dimensions. For scholars who study demographic or socio-economic behaviours, the need to account for ethno-cultural 'super-diversity' brings new challenges. The main objective of this paper is to present a framework for the prospective analysis of super-diversity in several high immigration countries. We developed microsimulation models that simultaneously project several population dimensions for Canada, the United States and countries of the European Union, with the aim of studying the consequences of alternate future population and migration trends. The paper presents the projected progression of three indicators of diversity: percentage of foreign-born population, percentage of the population using a non-official language at home and percentage of non-Christians. It also examines the projected changes in the labour force by education levels and language. Using alternative scenarios, we also show that the proportion of highly educated in the US and EU28 labour force could increase by 11 and 15 percentage points respectively if future immigrants were selected as in Canada. Finally, the paper proposes a new longitudinal indicator that counts the number of years lived as active and inactive over the life course for foreign- and native-born cohorts. The microsimulation models provide much more informative results than more traditional cohort-component models to study the future effects of ethno-cultural super-diversity on high immigration countries." Second, to date, we lack methodological evidence that earlier used measures are comparable across countries. Third, as any measure of social phenomena contains measurement error, segmentation research may be confounded by misclassification error. To overcome these drawbacks, we argue for modelling segmentation as a latent categorical concept by means of characteristics of the employment relationship. Our analysis shows that accounting for measurement non-equivalence in cross-national labour market segmentation research is crucial to arrive at reliable and unbiased comparative conclusions. The results demonstrate the importance of increased complexity in measuring labour market segmentation. Overall, this article serves as a methodological cross-national comparative framework for future quantitative analysis of labour market segmentation." In the context of a new demographic regime of high immigration and low fertility, differentials in labor force participation and educational attainment can be more consequential for the labor force than either the number of immigrants or structure of the overall population. The objective of this paper is to investigate how improvements in both educational attainment (especially among children with a low educated mother or an immigration background) and labor force participation (especially of women and immigrants) could impact the future labor force in the European Union. We used a microsimulation model called CEPAM-Mic to project the labor force of EU28 countries. CEPAM-Mic incorporates heterogeneity among different groups and allows the development of alternative scenarios concerning educational attainment and labor force participation of disadvantaged groups. Removing inequalities between subgroups in educational attainment and labor force participation drastically changes the prospective labor force size and labor force dependency ratio (LFDR) in the EU. Assuming perfect equality, the anticipated decline in the labor force size reduces by 54%, while the expected increase in the LFDR narrows by 70%. Population aging is a destiny in large part driven by past demographic behaviors, but its anticipated consequences in terms of labor force size and labor force dependency ratio may be avoidable. This paper features a policy-oriented use of microsimulation population projections. The alternative scenarios developed go beyond traditional demographic scenarios that can only set assumptions on fertility, mortality and migration." The study applies a comparative perspective on eight EU countries (three from CEE), representing different relationships between the education system and the labour market with various degrees of inequality, welfare provisions and labour market flexibility. A temporal comparison investigates the influence of the 2008 economic crisis. The study employs data from the European Union Labour Force Survey 2007, 2009 and 2014. Binary and ordinary least squares regressions are the main analytical methods. Models are fitted to the pooled data and interactions are applied to elaborate on country and temporal variations. The analysis reveals the persistence of returns to school investments; the crisis exerts bigger risk and loss for the less educated. However, this impact is markedly shadowed by the institutional variation at the country level. High flexibility and low inequality could provide some defence, while corporatist features and employment protection decreased the crisis effects. Post-communist countries were hit harder but with a characteristic variance: Slovenia was less affected, Estonia recovered the crisis faster and Hungary was affected at most." In the eurozone, wages received a boost from a 2.0 per cent increase in negotiated wage rates last year, the largest gain in five years. Despite above-average increases in most eastern European countries, large differences in pay levels persist across Europe?; annual compensation of employees ranges from EURO?9,100 (Bulgaria) to EURO?70,000 (Luxembourg). Despite a weaker economic outlook, further wage growth remains imperative as it strengthens domestic demand. It is also an important precondition for higher inflation expectations and hence a normalisation of the ECB's monetary policy. Using a comparative approach, the paper aims to relate a macro-level country-typology focussing on human capital with individual mobility-motivations on the micro-level. Our methodological approach is based on a secondary macro-data analysis and analyses of mobility-motivations of young people (micro-data) deriving from qualitative (N=152) and quantitative data (N=5,499) collected in six European countries. In order to examine correspondence between macro-conditions and micro-aspects, we relate information on mobility-motivations to the country-typology by allocating mobile youth to the respective types of their home country. The results show that the country-types compose different opportunity structures, which are reflected in individual motivations. While obstacles preventing young people to become mobile have been discussed broadly, less attention has been paid to the obstacles for the youth who are already on the move. We offer this rare perspective in regard to intra-European mobility. We focus on youth in four types: pupil mobility, vocational (education and training) mobility, higher education student (degree and credit) mobility and employment mobility, in six countries: Germany, Hungary, Luxembourg, Norway, Romania and Spain. Our analysis, based on qualitative (140 interviews) and quantitative (N=1.682) data, reveals that the perceived obstacles vary between the mobility types, with the greatest divergence between the educational and work-related mobilities. Simultaneously, more and better data is increasingly available and Machine Learning methods have seen significant breakthroughs in the recent past. All this pushes further the boundary of what machines can do. Nowadays increasingly complex tasks are automatable at a precision which seemed infeasible only few years ago. The examples range from voice and image recognition, playing Go, to self-driving vehicles. Machines are able to perform more and more manual and also cognitive tasks that previously only humans could do. As a result of these developments, some argue that large shares of jobs are 'at risk of automation', spurring public fears of massive job-losses and technological unemployment. This chapter discusses how new digital technologies might affect the labor market in the near future. First, the chapter discusses estimates of automation potentials, showing that many estimates are severely upward biased because they ignore that workers in seemingly automatable occupations already take over hard-to-automate tasks. Secondly, it highlights that these numbers only refer to what theoretically could be automated and that this must not be equated with job- losses or employment effects - a mistake that is done often in the public debate. Thirdly, the chapter develops scenarios on how digitalization is likely to affect the German labor market in the next five years and derives implications for policy makers on how to shape the future of work. Germany is an interesting case to study, as it is a developed country at the technological frontier. In particular, the main challenge will not be the number, but the structure of jobs and the corresponding need for supply side adjustments to meet the shift in demand both within and between occupations and sectors." Examples include the need for guidance and mainstreaming of the approach within EU Member States as a promising European Social Fund theme." The research was drafted as an output of the ESF Employment Thematic Network, a network of the European Social Fund (ESF) Transnational Platform (on behalf of AEIDL) by order of the European Commission, DG Employment, Social Affairs and Inclusion, as part of a project on long-term unemployment. The research focused on a review of evidence on different models and measures used to design, assess, record and evaluate soft outcomes and 'distance travelled' for the long-term unemployed in terms of employability. While the focus of the review was on measures used with the LTU, it also drew upon evidence on measures used in ALMPs targeted at other groups. Little academic evidence was found where soft outcomes and/or distance travelled models were the main focus of the review or evaluation. These types of outcomes were often reported as an incidental outcome(s) of ALMPs using a variety of terms such as non-labour market outcomes, indirect effects or other benefits. However, it was still possible to discern from this literature 'what works' in terms of getting those furthest from the labour market into training or employment." Yet not everywhere are either the current situation or the outlook for the future positive. There are cities and regions where development faces considerable hurdles. While many of the country's cities are enjoying ongoing growth, there is a trend, particularly among the young and the well-educated, away from rural and structurally weak regions. And while the booming economy of recent years has brought a significant drop in unemployment in many places, in other respects there have been few improvements of note. The task of regional policy is to identify and eliminate such disparities. But what are realistic objectives for regional policy? Which regions deserve particular support - and with what instruments? The present IW Study tackles these and other fundamental questions." Insightful chapters analyse the content, conditions and consequences of Europe 2020, investigating the plan for a future prosperous EU economy. Focussing on how European political entrepreneurship functions in times of crisis, Smart, Sustainable and Inclusive Growth considers these crises as potential windows of opportunity. The expert contributors highlight how the 2020 strategy has been debated, decided on, and then implemented from a governance perspective with multiple actors, and look ahead to necessary future developments. Further to this, multi-level governance is discussed as a way to address the demanded socio-economic goals across the EU in order to effect smart, sustainable and inclusive growth." It shows that many countries are reflecting on whether existing policies and institutions are capable of addressing effectively the current (and future) challenges of a rapidly changing world of work. In recent years, many countries have seen the emergence of, and/or growth in, particular labour contract types that diverge from the standard employment relationship (i.e. full-time dependent employment of indefinite duration). These include temporary and casual contracts, as well as own-account work and platform work. Several countries have also seen growth in false self-employment, where employers seek to evade tax and regulatory dues and obligations. These changes are driving policy makers worldwide to review how policies in different areas - labour market, skills development, social protection - can best respond. How can policymakers balance the flexibility offered by a diversity of employment contracts, on the one hand, with protection for workers and businesses, on the other?" Given the global and persistent influence of neoliberal ideas on contemporary styles of governance, social-service provision, and public policy, this intensive interest is understandable. At the same time, the use of the term has become loose, vague, and over-extended, particularly in the extensive critical literature. Rather than engage in further critique, or in the reconstruction of the history of neoliberalism, this volume seeks to bring analytical clarity to the ongoing debate. Drawing inspiration from the work of the Hungarian economic historian, Karl Polanyi, Remaking Market Society combines critique, original formulations, and case studies to form an analytical framework that identifies the key instruments of neoliberal governance. These include privatization, marketization, and liberalization. The case studies examine the development of neoliberal instruments (reform of the British civil service); their refinement (reform of higher education in England and Wales); and their dissemination across national borders (EU integration policies). Rather than look back nostalgically on the post-war welfare-state settlement, in the final chapter the authors ask why the coalitions that supported that settlement broke down in the face of the neoliberal reform movement."
