Two main results emerge. First, we find strong and robust evidence that households hit by an employment shock do respond by increasing labor supply. Second, we document an added worker effect that is affecting not only wives, but also teenage children and students independently of their age, with important policy implications in terms of human capital formation. Results are robust across gender, household financial conditions and the crisis, yet they do not point to differential reactions along these dimensions." We argue that how well the interaction between both labour market institutions reduces long-term unemployment depends on the level of economic growth. To improve analytical clarity, two types of ALMPs were differentiated, namely training and employment programmes. Using data on 20 European countries over 16 years, our results suggest that employment protection moderates the relationship between employment programmes and long-term unemployment. The combination of high spending on employment programmes and less strict employment protection is associated with less long-term unemployment. This moderation effect is stronger during an economic downturn. A moderation effect from employment protection on the relationship between training programmes and long-term unemployment was not found, even when the economic climate was taken into account as a contextual factor." Multilevel logit models on entry decisions among 15,709 individuals in 29 European countries show that labour market regulations have a positive influence on the decision to re-enter into entrepreneurship. This positive impact is stronger among individuals holding wage jobs at the time of re-entry compared to those that do not. Our results indicate that novice and habitual entrepreneurs may respond very differently to labour market rigidity. We discuss and provide tentative explanations for these differences and outline potential policy implications." The links between household and individual characteristics and risks of material deprivation have been abundantly researched, but what are the political institutions that modify and possibly buffer these odds? Welfare state differences have been portrayed in depth but their association with social outcomes such as deprivation is less clear. By identifying the impact of decommodification and defamilisation policies on deprivation exposure, we seek to fill this gap. Our results, based on European Union Statistics on Income and Living Conditions 2012 to 2013 cross-sectional micro data, reveal that social programmes that cover large segments of the population and follow a needs-based approach are linked to lower odds of being materially deprived. A significant number of European cross-country differences in deprivation rates can thus be traced back to varying levels of social assistance, as well as to differences in the provision of public healthcare. Defamilisation policies are, despite increased risks for (single parent) families, not yet addressing the problem of low living standards successfully. An extension of childcare services, however, seems promising for lowering deprivation among families, particularly in countries with high levels of involuntary part-time work." We analyze the channels through which regional integration could impact on poverty, and then review the existing evidence on the impact of regional integration on poverty. We focus on two key characteristics that make any regional integration process different from unilateral and multilateral liberalization: first, the asymmetric nature of the liberalization process; second, the scope or ambition of the regional liberalization being undertaken and the nature of the institutional arrangements that are put into place to manage the process of regional integration. We also distinguish between short, medium, and long run effects on poverty of regional integration processes. There is some direct evidence explicitly linking regional integration and poverty, but in good part the shedding of the light depends on an indirect literature on trade, FDI, migration, and inequality." Aiming to stabilize citizens' living conditions and mitigate socio-economic hardship, European governments have engaged in active crisis management. Yet, the protective capacities of European welfare states vary, as does individuals' exposure to crisis-induced social risks. Hence, the crisis has impacted countries and the members of different social classes unequally. Against this backdrop, this paper asks how Europeans' perceptions of the personal impact of the crisis are associated with their welfare attitudes, focusing on variations between social classes and across nations. Using cross-sectional Eurobarometer survey data from 2010 for 27 European countries, I find that perceived crisis impact is associated with greater support for welfare state responsibility and redistribution. However, this association is not homogeneous but moderated by an individual's class position as well as national economic conditions and social spending levels. More specifically, on the individual level, perceived crisis impact is associated with more favourable welfare attitudes not only among its traditional supporters -- such as the working class or the unemployed -- but also among its traditional opponents, notably the self-employed. Furthermore, where social spending is higher, welfare state support is less strongly related to perceived crisis impact, suggesting that more encompassing welfare states mitigate the subjective impacts of the crisis. However, redistribution appears to be slightly more contested between those affected and those not affected by the crisis under better economic conditions. Given the challenges facing welfare states across Europe, it remains to be seen how stable a basis of popular support can be formed on these grounds." Empirically, the closer economic integration implied by EMU was associated, on average, with higher intra-country inequality. Around that trend, member countries' inequality indicators display wide swings that are correlated with country-specific average income changes, and are largely symmetric before and after the crisis. Simple theoretical mechanisms can explain these phenomena as a straightforward implication of EMU's institutional configuration. While unsurprising in hindsight, higher inequality is problematic, and not what European citizens expected from EMU. Market integration and policy competition may well improve efficiency and help to achieve economic growth objectives, but their inequality implications make it more difficult to achieve political stability and social cohesion at the member country level. Thus, in the context of the EU-Jordan Compact agreed in 2016, the EU eased the rules of origin for Jordanian exporters employing a minimum share of Syrian refugees. The use of trade preferences to encourage the labour market integration of refugees is consistent with the new, developmental approach to refugee protection advocated by the recent literature and enshrined in the Comprehensive Refugee Response Framework adopted by the UN in 2016. The paper looks at the so-far disappointing impact of the EU-Jordan agreement on rules of origin, as well as the experience with two relevant U.S. preferential programmes (the Qualified Industrial Zones initiative for Egypt and Jordan and the African Growth and Opportunity Act) that have generated substantial export growth and employment. It then discusses the conditions under which trade preferences can prove an effective instrument for refugee integration and makes some concrete policy recommendations." We build a two-region DSGE model with supply, demand and labour market frictions and introduce in it an area-wide unemployment insurance scheme that is entitled to borrow in financial markets. The model is calibrated to the euro area core and periphery data. For a country-specific negative demand shock hitting the periphery, we find the scheme to reduce the drop in Periphery output by about one fifth and the drop in union output by about a third. The scheme is effective when some households are cut from financial markets, and even more so when the national government also loses market access." Eligibility criteria for unemployment benefits determine what claimants need to do to successfully claim benefits initially or to continue receiving them. Benefit systems feature specific rules that define the type of job offers that claimants need to accept, requirements for papering on the outcomes of independent job-search efforts, obligations to participate in active labour market programmes, as well as sanctions for failing to meet these requirements. Such rules aim to strengthen incentives to look for, prepare for, and accept employment. They may also be used as a targeting device to reduce demands on benefit systems, and on associated employment services. While this may serve to limit support to genuine jobseekers, strict requirements can also exclude some intended recipients from financial and re-employment support, e.g., by discouraging them from applying. This paper presents detailed information on policy rules in 2017, summarises them into an overall policy indicator of eligibility strictness, and gauges recent policy trends by documenting changes in the strictness measures. A novelty is the inclusion of lower-tier unemployment or social assistance benefits in the compilation of policy rules. Results document a large number of reforms enacted after the Great Recession and suggest a slight convergence of policy rules across countries even though overall measures of the strictness of activity-related eligibility criteria have remained broadly unchanged during the recent past. In countries with multiple layers of support for the unemployed, availability requirements tend to be more demanding for lower-tier assistance benefits, while sanction rules tend to be more stringent for first-tier programmes." Our analysis uses an illustrative EMU-UI scheme, which has a common design across member states and can therefore be considered as a benchmark with respect to which gaps in national unemployment insurance schemes are assessed. We make use of EUROMOD, the EU-wide tax-benefit microsimulation model, to simulate entitlement to the national and EMU-UI and calculate their effect on household disposable income for all individuals currently in work and those with the highest unemployment risk, in case they would become unemployed. Our results show that the EMU-UI has the potential to reduce current gaps in coverage where these are sizeable due to stringent eligibility conditions, to increase generosity where current unemployment benefits are low relative to earnings and to extend duration where this is shorter than twelve months. The illustrative EMU-UI would reduce the risk of poverty for the potentially new unemployed and would have a positive effect on household income stabilization. This data product is divided in two parts: an exploration part, which is aimed to better understand the EU global labour market and to capture its heterogeneity; and an inferential part, whose goal is to establish associations between characteristics of the EU labour market and indicators designed to capture important aspects of the labour market (i.e. Skills mismatch, Mobility and Emigration). For the exploration part, we developed the concept of Labour Market Attractiveness, which consists of a combination of variables from 6 Eurostats datasets on different subjects (i.e. demographics; earnings structure; education and training; life conditions; employment and unemployment; and national accounts). Using data mining techniques, such as social networks and clustering analysis, we showed that this combined set consistently captured the country-level heterogeneity in the EU, forming well-defined clusters. For the inferential part, we used model selection analysis and weighted network correlation analyses to establish associations between the characteristics of the EU labour market and the labour market indicators. Using model selection, we showed that the Labour Market Attractiveness set was able to capture well the variations of these indicators across EU. We further showed that the Labour Market Attractiveness set can be summarized by 6 Eigenvariables (i.e. 'Unemployment', 'Poverty', 'Ageing Population', 'Education (Employed Adults)', 'Employment' and 'Earnings structure'), whose association with labour market indicators was also assessed. We argue that the combination of both exploration and inferential parts can shed some light on the complex dynamics of the EU labour market. Die Analyse zeigt, dass eine Erhöhung der Exportquote deutscher Betriebe um 10% die jährliche Zuwachsrate der betrieblichen Beschäftigung um durchschnittlich 0,06 Prozentpunkte erhöht. Die EU-Osterweiterung zeigt einen signifikant positiven Effekt des betrieblichen Exportstatus auf das jährliche betriebliche Beschäftigungswachstum. Auf der Importseite beobachten wir einen Antizipationseffekt. Die Erfahrung Deutschlands mit bilateralen Freihandelsabkommen ist generell gut. Die Zollunion mit der Türkei hat den deutschen Handel mit der Türkei um 24% erhöht, das Abkommen mit Südafrika hat den deutschen Handel mit diesem Land um 26% gesteigert. Das EU-Korea Abkommen ergibt einen Zuwachs für deutsche Handelspaare von 23%, mit sehr deutlichen Zuwächsen im Dienstleistungsbereich. Auf multilateraler Ebene ist der Güterhandel Deutschlands mit WTO Mitgliedern um 1/3 angestiegen. Die Beitritte Chinas und Vietnams zur WTO haben zu einem deutlichen Anstieg der Handelsvolumina mit diesen Ländern geführt." A special focus is set on the importance of foreign trade for labour markets. We analyze the potential of selected EU bilateral trade agreements and evaluate multilateral initiatives (i.e., the WTO). The analysis shows that an increase in the export rate of German firms by 10% increases the annual growth rate of occupational employment by an average of 0.06 percentage points. The EU Eastern enlargement shows a significant positive effect of operational export status on annual employment growth. On the import side, we observe an anticipation effect. Germany's experience with bilateral free trade agreements is generally good. The customs union with Turkey increased German trade with Turkey by 24%, while the agreement with South Africa has led to a 26% increase in German-South African trade. The EU-Korea FTA resulted in a 23% increase in German trade, with increases particularly in services sectors. At the multilateral level, German goods trade with WTO members increased by one third. The WTO accessions of China and Vietnam led to an increase in trade with these countries."
