However, it is unclear to what extent other types of human capital also correlate with social outcomes. To further disentangle this issue, we explored the unique opportunity offered by the PIAAC Survey through its provision of information on educational attainment, observed individual key skills proficiency, and participation in adult education and training (adult lifelong learning). We therefore studied the association between these human capital variables and social outcomes, specifically interpersonal trust and participation in volunteer activities. Results revealed that these social outcomes are affected not only by the formal qualification obtained, determined by the education variable, but throughout the life-cycle. In fact, education and training when undertaken during adult life have a significant impact, especially for volunteering. The fact that the skill proficiency also plays a significant role is extremely relevant, as skills are more likely to change over the life-cycle either in a positive or negative way. Indeed, while the formal education received is constant after exiting the educational system, skills more accurately reflect competences: first, because individuals with the same level of education may have different skill levels due to differences in the quality of education or ability; second, because skills can vary over time, for example, they may increase with work experience or informal education or decrease as a result of depreciation and ageing. These findings suggest that social outcomes are prone to be affected by many factors other than formal education, suggesting that policy makers can implement recommendations even after formal education has been completed." Parental leave programmes that foster long leaves tend to increase this inequality within couples. However, by investigating a particularly long parental leave system, we show that specific practices enable parents to share care work equally. Our ethnographic study includes interviews with heterosexual couples, observations in prenatal classes and information material available to parents. Specific sets of practices - managing economic security, negotiating employment, sharing information with peers and feeding practices - involved parents who shared care work equally and parents who divided care work unequally. Contingent on specific situated practices, the arrangement of care work shifted in an equal or unequal direction. Even within long parental leaves, equality between parents was facilitated when economic security was provided through means other than income, when work hours were flexible, mothers had a close relationship to work, information on sharing equally was available and children were bottle-fed. Consequently, an equal share of care work is not the effect of solely structural, individual, cultural or normative matters, but of their entanglement in practices." After first reviewing the institutional framework laid out by the Geneva Convention for Refugees, we demonstrate that, despite numerous attempts at developing a common European asylum policy, EU countries continue to differ widely in interpretation and implementation. We then describe key features of the current refugee crisis and document the overall magnitudes and types of refugee movements, illegal border crossings and asylum applications to EU Member States. We next study the labour market integration of past refugee migrants to EU countries and draw conclusions for the current situation. Finally, we turn to the economics of refugee migrations, contrasting economic and refugee migrants, discussing the trade-offs between long-term asylum and temporary protection and highlighting the benefits of well-coordinated national asylum policies. Our analysis is based on data for 28 European countries referred to young people between the ages of 15 and 24. We find that consumption of cannabis and of 'new substances' is positively related with increasing unemployment rates. For example, an increase of 1% in the regional unemployment rate is associated with an increase of nearly 0.7% of young people declaring to have consumed cannabis at any point in time. Our findings also indicate that higher unemployment rates can be associated with more young people perceiving that access to drugs became more difficult, particularly for ecstasy, cocaine and heroin. On the opposite, we do not find any link between changes in the unemployment rate and changes in perceived risk of drugs use. Finally, according to young Europeans, when the economy worsens, anti-drug policies should focus on the reduction of poverty and unemployment, and not on implementing tougher measures against users." Additionally, it serves the purpose of comparing patterns of labour market entry of young individuals during the crisis with those before the crisis, taking also gender into account in order to detect differences, if any, between the probability of a male or female young individual to move from school to employment and its evolution over time. It also considers whether the crisis has generated convergence or divergence in early job insecurity across Europe. Moreover, the evolution of the average age of young people leaving education and the labour fluidity of young individuals are estimated, in order to examine whether they have changed during the years of the crisis and to what extent. A number of different methodological approaches are used and the results uncover the significant differences between countries, when one considers the transition probabilities between labour market states and the school-to-work probabilities and their evolution over time. The study of transitions between labour market states and the measurement of the school-to-work transition probabilities has become of utmost importance, since young people's pathways from school to sustained work have become rough and unpredictable. The probability of someone who has concluded full-time education to move successfully into full-time occupation seems to decrease, while, on the other hand, the probability of engaging into a part-time or temporary job increases. Emphasis should therefore be given to the estimation of different indicators that can be used in order to capture the extent and forms of job insecurity. Several methodological approaches are proposed in the present study, taking advantage of existing data sources, cross-sectional and longitudinal, so as to provide a full picture of early job insecurity in all European countries and its relation to a number of socio-demographic variables that might be influencing its magnitude. When this process coincides with economic and financial crisis, with political and labour market transformation, the situation of the youth is further hampered. Against this background, the present report focuses on the job insecurity among the youth in Europe and investigates its consequences for the transition to adulthood. It uses information from 209 life course interviews from seven European countries (Bulgaria, the Czech Republic, Germany, Greece, Norway, Poland and the United Kingdom). Drawing on these data, it has elaborated several patterns of the effects of the situation of early job insecurity on young people's scope for exercising active agency in relation to education, occupation/employment and family formation. We have differentiated between two groups of patterns - of realized and of impossible agency. In the group of patterns of realized agency, we included the following patterns of realized interactions with institutions and individuals: self-relying agency, institutionally-enabled agency, informally-enabled agency and social commitment-enabled agency. In the group of patterns of impossible agency, we classified: disoriented and unmotivated agency, hampered agency, and blocked agency. This report also explores the main aspects of marginalization and social exclusion which deteriorate young people's scope for exercising active agency (and resilience) in the process of negotiating labour market situation and transition to adulthood. These aspects are analysed at three levels - micro, meso and macro. Thus, at micro level we focus on the low educational and occupational level, the lack of material resources, low autonomy and deteriorated mental/physical well-being. At meso level, we pay attention to the limited or restricted social capital, the limited institutional and NGO support and the insufficient regional and local opportunities. At macro level, we discuss the insufficient or ineffective policies related to education, employment and family. This report also analyzes mechanisms of gendered labour market outcomes. More specifically, it discusses several situations which provoke considerable difficulties for women seeking satisfying employment, such as: motherhood (early motherhood and single mothers), care work and the need for work life balance, subjective perceptions of the interviewed on the scarring signals on the side of the employers and discrimination,based on gender and ethnicity as well as the chances for upward social mobility from a generational and gender perspective. The report results have clear policy implications. First, it points to the need for elaborating policies - both at local and national level - that directly or indirectly have a positive effect on the capabilities sets of young people with respect to three interrelated dimensions of capabilities related to work, education and autonomy. Second, it suggests that multiple exclusion, resulting from deprivation based on gender, ethnic origin, and class, be taken into account when assessing the effect of youth policies at European, national and local level. Finally, it proposes that socially-responsible business, which is engaged not only in charity but in the formation of the labour potential of employees, should be highlighted and motivated to continue its commitment."
