This article argues that it is relevant and fruitful to study migration management and diversity management in conjunction, since there are significant thematic and logical convergences, and to incorporate diversity management in the study of migration in order to obtain a deeper understanding of the entanglement of migration and diversity management. Based on a synthesis of scholarship and analysis of European reports, the article proposes to recognise three main convergences between the logic of migration management and diversity management: the presentation of migration and plurality as the 'new' norm; optimisation; and technocracy. Finally, I suggest directions for a shared research agenda, and, drawing on the prominence of a Foucauldian governmentality framework in critical studies of migration and diversity management, present this as a potentially useful point of departure." As a consequence, they lack host-country-specific labor market knowledge and other country-specific and not directly productive valuable assets affecting their relative bargaining position with employers. We introduce this simple observation into a search and matching model of the labor market and show that immigrants increase the employment prospects of competing natives. To test the predictions of our model, we exploit yearly variations between 1998 and 2004 in the share of immigrants within occupations in 13 European countries. We identify the impact of immigrants on natives´ employment rate using an instrumental variable strategy based on historical settlement patterns across host countries and occupations by origin country. We find that natives´ employment rate increases in occupations and sectors receiving more immigrants. Moreover, we show that this effect varies depending on immigrants´ characteristics and on host country labor market institutions which affect relative reservation wages." Based on data from the European Working Conditions Survey, this article investigates how job quality affects female labour market attachment across life stages in 27 European countries. The analysis explores three dimensions of job quality: job security, quality of working time and intrinsic job quality. It finds that in EU countries there are several different forms of barriers to labour migration, each of which is affected differently by EU legislation. It then specifically focuses on the Student, Researchers and EU Blue Card Directives, studying their effects on the real policy framework in the EU countries affected, in terms of approach. It finds that the first two directives have had a modest impact on the legislative framework, which was largely aligned with the Directive prior to transposition in many cases. The Blue Card scheme is compared in detail with national schemes, in terms of the key parameters of the Directive (criteria, processing standards, benefits, etc.). The paper examines the use of a salary threshold and its different effect according to the country in which it is applied. The paper concludes by examining the impact of these directives on recruitment opportunities, attractiveness and levelling the playing field among EU countries. The approach is intended to complement existing sources of information that governments use when designing and implementing activation and employment-support policies. In particular, it aims to provide individual and household perspectives on employment problems, which may be missed when relying on common labour-force statistics or on administrative data, but which are relevant for targeting and tailoring support programmes and related policy interventions. A first step describes a series of employment-barrier indicators at the micro level, comprising three domains: work-related capabilities, financial incentives and employment opportunities. For each domain, a selected set of concrete employment barriers are quantified using the EU-SILC multi-purpose household survey. In a second step, a statistical clustering method (latent class analysis), is used to establish profiles and patterns of employment barriers among individuals with no or weak labour-market attachment. A detailed illustration for two countries (Estonia and Spain) shows that 'short-hand' groupings that are often highlighted in the policy debate, such as 'youth' or 'older workers', are in fact composed of multiple distinct sub-groups that face very different combinations of employment barriers and likely require different policy approaches. Results also indicate that individuals typically face two or more simultaneous employment obstacles suggesting that addressing one barrier at a time may not have the intended effect on employment levels. From a policy perspective, the results support calls for carefully sequencing activation and employment support measures, and for coordinating them across policy domains and institutions." The paper investigates the main likely drivers of migration towards the EU. It encompasses a literature review on the determinants of potential and actual migration, followed by an illustrative empirical investigation of worldwide migration intentions - focused on intentions to move permanently in a restricted time span, based on the Gallup surveys on the opinions and aspirations of people around the globe. The paper then continues with a descriptive analysis of migration intentions using both aggregated figures and figures disaggregated by region or country of destination and region or country of origin. It then investigates if individuals intending to move to European countries differ from those intending to move elsewhere using basic individual characteristics such as sex, age, education, and marital and employment status. Uncertainty about the outcome of the referendum has already started to weaken growth in the United Kingdom. A UK exit (Brexit) would be a major negative shock to the UK economy, with economic fallout in the rest of the OECD, particularly other European countries. In some respects, Brexit would be akin to a tax on GDP, imposing a persistent and rising cost on the economy that would not be incurred if the UK remained in the EU. The shock would be transmitted through several channels that would change depending on the time horizon. In the near term, the UK economy would be hit by tighter financial conditions and weaker confidence and, after formal exit from the European Union, higher trade barriers and an early impact of restrictions on labour mobility. By 2020, GDP would be over 3% smaller than otherwise (with continued EU membership), equivalent to a cost per household of GBP 2200 (in today's prices). In the longer term, structural impacts would take hold through the channels of capital, immigration and lower technical progress. In particular, labour productivity would be held back by a drop in foreign direct investment and a smaller pool of skills. The extent of foregone GDP would increase over time. By 2030, in a central scenario GDP would be over 5% lower than otherwise - with the cost of Brexit equivalent to GBP 3200 per household (in today's prices). The effects would be larger in a more pessimistic scenario and remain negative even in the optimistic scenario. Brexit would also hold back GDP in other European economies, particularly in the near term resulting from heightened uncertainty would create about the future of Europe. In contrast, continued UK membership in the European Union and further reforms of the Single Market would enhance living standards on both sides of the Channel." We use local projection methods and focus on the Spanish and euro area aggregate cases. We find that the degree of economic slack is key to determine: (i) if public employment crowds-out private employment, and (ii) the degree and extent of public wage influence on the private sector. In addition, we find that the specific features of the economy also count. In the case of Spain, when fiscal consolidation is implemented at times of economic distress, the contractionary effects of public employment cuts appear more damaging for the economy than those of public wage cuts, while the opposite happens for the euro area as a whole. These differences are likely to be related to specific features of the labor markets in both cases." At the individual level, it is often linked to psychological and other health problems that have a significant negative effect on quality of life, and generate additional long-term costs for the health care system and welfare services. Long-term unemployment is a prime cause of poverty and social exclusion, thus affecting households as well as individuals. It leads to declines in individual human capital, which in turns clouds individuals' future employment prospects and decreases income levels. At the societal level, long-term unemployment leads to increasing inequality and poverty levels. Declines in the national employment rate combined with low or negative economic growth can put severe stress on the mechanisms used to finance social-protection systems. For the economy as a whole, deterioration in human capital means lower returns on social investments and threatens the economy's human capital base. Indeed, human capital is the most significant resource for modern European economies and in some countries, long-term unemployment coexists with shortages for skilled labor.
