Using European panel data (EU-SILC) from 2003 to 2009 and multi-level models, this study analyses the effect of family policies on fathers' working hours. The results indicate that fathers work less than childless men if they live in countries that offer well paid, non-transferable parental leave for fathers, short parental leave for mothers and generous family allowances. The effects, however, are strongly contingent on fathers' educational levels. Whereas short maternal leaves are associated with shorter working hours among highly educated fathers, generous family allowances and father friendly parental leave schemes reduce the working hours of less educated fathers." Such omission may be serious in that expected migration temporariness can impart a distinct dynamic element to immigrants' economic behavior, generating possible consequences for nonmigrants in both home and host countries. In this paper, we provide a thorough examination of the various aspects of temporary migrations that matter for the analysis of economic phenomena. We demonstrate the extent of temporary migrations in population movements. We show how temporariness can affect the various economic choices and how better data have improved both the measurement of nonpermanent migrations and the analyses of various aspects of migrant behavior. We propose a general theoretical framework for modeling temporary migration decisions, based on which we outline the various motives for temporariness while simultaneously reviewing related literature and available data sources. We discuss the possible consequences of migration temporariness for nonmigrants in both home and host countries." With over two million citizens staying temporarily abroad, Poland became one of the most important migrant sending countries in Europe. A few years after the 2004 enlargement round, most of the EU-15 labour markets and immigrants themselves were confronted with the most severe economic crisis since the 1930s. Such circumstances are presented as a test of how migration flows respond to changes in economic conditions and to what extent they may increase the adjustment capabilities of labour markets. Against this background, this article takes the migration of Poles as a case study in exploring the ways in which migrants respond to crisis-driven changes in the socio-economic environment. Based on two complementary data sets, we analyse the structural features of Polish migration and the strategies of mobile Poles on the EU labour market. The results indicate that links between the crisis and migration are more nuanced than suggested by economic theory. Furthermore, we show that labour market impulses can be effectively realigned by other factors of both economic and social nature such as access to welfare benefits or family-related strategies." Desk research of public documents and accompanying information sought from these 11 governments as well as in the European Commission (EC) provide the basis for a comparative analysis of their overall M&D policies and strategies, and institutional settings for formulating and implementing these. The comparison shows that M&D policy and practice remains in a tentative and experimental phase, and that countries experience difficulties reflecting their international positions in their own policies, as well as in learning from their own efforts and those of others. While stressing the developmental potential of migration in international discussions, most of the countries' policies still reflect an understanding of migration as a problem and a preoccupation with short-term domestic interests." While this should indisputably be a central policy aim, the exclusive focus on quick re-employment neglects the importance of its quality and stability. Therefore, this paper analyses the effect of labour market policy on re-employment stability in Europe. Combining EU-SILC longitudinal survey data with macro-data on labour market policy, we conduct multi-level survival analysis. Empirical evidence suggests that countries with more generous unemployment insurance and higher active labour market policy (ALMP) spending achieve more sustainable reintegration of previously unemployed workers. These results point to a policy trade-off between the well-confirmed disincentive and locking-in effect of unemployment benefits and ALMP programmes on the one hand, and their positive effect on re-employment stability on the other hand." Commentators are caught up in a debate over whether such movement is best understood in terms of social dumping and hence a race to the bottom, or in terms of business opportunities and benefits for firms, states and mobile workers. The argument put forward in this article is that both approaches are inadequate in that they focus attention on a linear east-to-west Europe movement and discuss it from the vantage point of the state, businesses and trade unions in the country of destination. In order to gain a clearer understanding of emerging migration patterns in the enlarged Europe this article adopts mobility of workers as the analytical lens through which to examine the integration of labour markets as well as the tensions between capital, trade unions and labour to which mobility gives rise. Building on fieldwork conducted at Foxconn electronics assembly plants in the Czech Republic, the article suggests that the term 'multinational' worker is best suited to convey the experiences and practices of this emergent workforce." The primacy given to these economic freedoms has culminated in a socio-economic reasoning dominated by competition, bringing about side effects that may pose a threat to working conditions and labour standards. This article examines the problematic relationship between economic freedoms and labour standards in the context of cross-border labour recruitment. It starts with a summary of the relevant EU acquis, in particular rules concerning social security coordination and the pay and working conditions of posted workers. It reviews key issues of the 'hard core' of the internal market legislation (free choice of contracts, freedom of establishment for firms, deregulation of the 'business environment' and free provision of services). The next part identifies experiences of rule-enforcing institutions: regime shopping, non-compliance with social standards, lack of cross-border enforcement, the difficulty of tracing circumvention in a transnational context and weak sanctioning mechanisms. The possibility of verifying, legally and in practice, whether a worker is correctly posted within the framework of the provision of services has become an Achilles heel of the enforcement of the use of cross-border recruited labour. The article also assesses whether the 2014 Enforcement Directive can be seen as an effective remedy for the identified problems." Countries where unemployment increased most strongly during the crisis period also saw part-time employment increasing, particularly involuntary part-time work. With involuntary part-time workers, as a particular group of underemployed, facing especially high poverty rates, this was accompanied by an increase, on average, in the poverty risk associated with working part-time. First, we provide analysis on the evolution of older workers' employment in Belgium and its neighbouring countries Germany, France and the Netherlands using the EU Labour Force Survey. Second, we characterize the different employment and hours of work patterns for different age sub-groups (50-54, 55-59, 60-64) and provide evidence on their respective evolution. The results show that employment rates among older workers started to catch-up with employment rates of younger cohorts as of 2001, and with more acuity after 2006. We focus on poverty profiles depicting poverty duration, recurrence and persistence and, then, on the trigger events (income, demographic, labour market) associated with movements into and out of poverty, using a modified version of the Bane and Ellwood (1986) framework of event analysis. Multivariate logit analysis is employed in order to identify the socioeconomic factors affecting transitions into and out of poverty. Cross-country differences, as well as differences in poverty dynamic trends between the two periods, are examined. Poverty profiles show a consistency with the welfare regime typology during the period 1994-2001, but the results are not entirely clear in the pre-crisis period. The results differ significantly across countries when the events associated with poverty exits and entries are examined in detail, although five general patterns emerge: a) In both periods, income events and especially changes in head's labor earnings seem to be highly associated with poverty transitions in all countries, but more so in the Mediterranean countries, while demographic events seem to be relatively more important in Northern countries; b) Employment events are more important for ending a poverty spell than unemployment events for starting a poverty spell; c) The importance of second income earners (finding a job or increasing earnings) for bringing the household out of poverty was established in both periods; d) The demographic events have a stronger effect in the EU-SILC than the ECHP for poverty entries and weaker for poverty exits; e) The socioeconomic characteristics of the household and the household head present a rather similar patterns across countries in both periods examined." Skills mismatch is a situation where the skills sought by employers are different from the skills offered by workers or job-seekers. The note distinguishes three groups of skills mismatch indicators: macroeconomic skills mismatch, which relates to the gap between the skills that the working age population has and the skills needed in the economy; specific skills shortages experienced by employers that are recruiting workers for occupations requiring specific skills; and on-the-job skills mismatch which relates to differences between a worker's skills and the skills needed for his/her job." Unfortunately, since the Strategy was adopted, the European Union has moved away from this target: there are now 6.7 million more people living in poverty or social exclusion across Europe compared to 2008 (EU-27). In 2012, almost one quarter of the European population was at risk of poverty, on a 'wealthy continent'. Which subgroups of society were the most hit by the 'Great Recession'? What are the current drivers of poverty in Europe today? And what political actions are undertaken to fight against this new 21st century social scourge? Through a statistical analysis of the most recent trends in poverty in the European Union, this paper analyses the consequences of the crisis on the level and the nature of poverty in Europe and describes the political actions that are implemented to counter this phenomenon." This is evidenced both by domestic developments over the last ten years and through international comparison. Nevertheless, substantial challenges remain. The biggest current challenge is the high number of refugees coming to Germany from war and crisis zones. Barriers to their integration into the labour market include insufficient qualifications and knowledge of the German language. For this reason it is essential to support newcomers as early - and as comprehensively - as possible. From a long-term perspective, this could contribute considerably to strengthening Germany's domestic supply of labour."
