To increase our understanding of standardization in such public service delivery, this study draws on interviews and ethnographic fieldwork from two frontline offices in the Norwegian Labour and Welfare Administration (2017-2018) that use the evidence-based Individual Placement and Support (IPS) standard. Adopting a theoretical perspective of organizational practices, the study highlights two distinct approaches to practicing IPS in the frontline organizations: as a 'practice shift' in one organization (i.e., creating and legitimizing radically new service practices involving closer collaboration with employers) and as a 'practice revival' in the other (i.e., reinstating more traditional service practices involving a holistic client orientation). Each approach relates to a specific constellation of recruitment practices, dynamics between frontline supervisors and staff, and team integration. The study contributes to the literature in two ways. First, it shows the underlying flexibility embedded in standardization and how standards may be implemented and adapted in ways that may either promote more radical change or revive traditional practices. Second, it nuances positions in the literature on the impact of standards on professional service work. On this basis, the study suggests broadening the attention in research on evidence-based standards in public service delivery from discussions of 'what works' to understanding the broader organizational dynamics involved in 'making it work.'" This study examines how beneficiaries' individual and job characteristics are associated with the likelihood of job retention after 90 days of employment. Data were obtained on 1787 refugees served by the International Institute of New England from March 2015 to January 2019. Logistic regression models were used to examine the predictors of retention in four cities (Boston, MA; Lowell, MA; Manchester, NH; and Nashua, NH). Different patterns emerged across cities, related to factors such as pay, educational level, legal immigration status, job permanency, and gender. To meet this expectation, refugee resettlement agencies attempt to place refugees in employment as rapidly as possible. Consequently, refugees are placed into pre-identified jobs-termed survival jobs'at partner employers in the secondary labour market largely irrespective of career background. This study examines the long-term employment and socio-economic outcomes of refugees given the agency approach and resulting initial job placement. To do so, I use individual employment records from a refugee resettlement agency in Chicago, semi-structured interviews with refugees and autoethnography conducted over an eight-year period (2008-16). I find that the initial employment placements made by the refugee resettlement agency in the immediate period post-arrival have long-term implications for economic integration. Refugees in general, but in particular those who arrive with less relevant human capital, remain in employment at agency partners five years after arrival. These positions offer limited opportunities for upward economic mobility, leaving many refugees at or near the Federal Poverty Line." I address these questions by exploring the state management of labor migration through interviews and participant observation of compulsory government workshops. I look at the case of Filipino domestic workers in Arab states. States are said to exercise bio-power when they market and discipline migrants to be competitive and compliant workers, in the process ignoring migrant vulnerabilities. In contrast, this article establishes that sending states attend to migrant vulnerabilities. In addition to bio-power, states also exercise pastoral power, caring for the well-being of migrants through the creation of labor standards, regulation of migration, and education policies. This may produce inaccurate portrayals of how street-level bureaucrats prioritise cases. We challenge existing perspectives by bridging the literature on creaming and the sociology of emotions. We did ethnography and interviews with Norwegian caseworkers tasked with integrating migrant clients into the labour market. These caseworkers cream cases according to institutional/discursive understandings of 'star candidates' and rely on their emotions as embodied knowledge. We conceptualise such processes as emotional creaming, which unpacks a central, yet overlooked part of how street-level bureaucrats prioritise cases. This modifies the depiction of emotions as mainly personal bias." In this article, we examine whether strong working alliances produce higher employment and education outcomes for disadvantaged jobseekers. The case is a Danish municipality that invested in reducing the caseloads of caseworkers working with disadvantaged social assistance recipients. Based on linear regressions, the analysis indicates that strong working alliances are positively related to subsequent employment and education outcomes. We use the Hartz III reform in the year 2004 as an exogenous intervention that improves the matching process and compare establishments that use the services of the Federal Employment Agency with establishments that do not use the placement services. Using detailed German establishment level data, our difference-in-differences estimates reveal an increase in employment growth among those firms that use the agency for their recruitment activities compared to non-user firms. After the Hartz III reform was in place, establishments using the agency grew roughly two percentage points faster in terms of employment relative to non-users and those establishments achieve an increase in the proportion of hires. We provide several robustness tests using, for example, inverse-probability weighting to additionally account for differences in observable characteristics. Our paper highlights the importance of the placement service on the labor demand side, in particular on the so far overlooked establishment level."
