But because unauthorised immigrants are officially excluded from formal labour markets, housing markets and most welfare provisions, they can settle if they find other sources of work, income, housing, and social protection. In this regard, a crucial role is played by various intermediaries: people or institutions who favour the entrance of immigrants, their entry into the labour market, accommodation, response to their social needs, and possibly regularisation. They can act for profit, but also for moral reasons. They can break the laws and work in the shadows, but they can also work in legal forms. In this article, I will explore the identities of these intermediaries and their practices of support towards irregular migrants. My purpose is to show (1) what precisely constitutes intermediation, in what activities it can be factored, and what the main categories of intermediaries are; (2) that the implementation of migration policies is hindered not only by migrants' practices to circumvent controls but also by the action of these intermediaries. For this reason, too, it is so difficult to eradicate." The scheme covered quantity and quality targets, measured with varying degrees of precision. We use unique data from the agency's performance management system and personnel records, linked to local labour market data. We show that on average the scheme had no significant effect but had a substantial positive effect in small teams, fitting an explanation combining free riding and peer monitoring. The impact was greater on better-measured quantity outcomes than quality outcomes. The scheme was very cost effective in small offices." Reporting from a randomized field experiment conducted in Denmark we assess empirically the case for contracting out employment services for a well-defined group of highly educated job-seekers (unemployed holding a university degree). Our findings suggest, first, that private providers deliver more intense, employment-oriented, and earlier services at a higher cost. Second, job finding rates do not differ between unemployed subjected to public or private provision of employment services. All in all, the findings suggest that private providers offer more intense and costly services with no significant influence on subsequent employment rates." Although it might be more efficient to intervene earlier in order to prevent long-term unemployment rather than to cure it, the climate of austerity in Eurozone countries is spreading a tendency to further reduce the basic counselling for those who become unemployed. This study investigates the impact on employment chances of a relatively light and inexpensive intervention. In a field experiment in a public employment office in Flanders, a random selection of clients were invited for a mandatory information session in the first month of the unemployment spell, while the control group were invited after four months of unemployment. Although the average intention-to-treat effect we find is not significant, the early intervention appears to be very beneficial for those with low education." I find that individuals who lose an early meeting with their caseworker stay on average 10 days longer in unemployment (5% relative to the mean). Results show large heterogeneity in the economic value of caseworkers: the effect of a foregone meeting doubles for caseworkers in the highest productivity tercile, while it is zero for caseworkers in the lowest tercile. Finally, absences induce negative spillover effects on the performance of present colleagues, who have to cover additional workload."
