Within a short time social networks began to assume importance in accessing employment, including family and friends, Brazilian 'brokers' and 'non-pay Irish intermediaries'. Strong ties and bonding social capital were present within the migrant group, but weak ties and bridging social capital were also established which provided access to employment locally. In this paper I use survival analysis in an intention-to-treat approach to compare time to employment of jobseekers in labor market areas that cooperated with private contractors with jobseekers in labor market areas that did not cooperate with private contractors, all within the program Job and Development Guarantee. I use register data from the Swedish Public Employment Service and exploit within region and period variation in a differences-in-differences approach. I find that the labor market areas that cooperated with private contractors had lower turnover to employment than labor market areas that did not cooperate with private contractors. The observed result could be due to different reasons. However, among other things, the contract agreement with private contractors was not optimally designed with a poor incentives structure. Moreover, the introduction of private contractors increased the administrative burden upon the staff of the Public Employment Service." The majority of European countries spends significant resources each year on active labor market programs (ALMP) with the aim of improving the integration prospects of struggling youths. Among the most common programs used are training courses, job search assistance and monitoring, subsidized employment, and public work programs. For policy makers, it is of upmost importance to know which of these programs work and which are able to achieve the intended goals - may it be the integration into the first labor market or further education. Based on a detailed assessment of the particularities of the youth labor market situation, we discuss the pros and cons of different ALMP types. We then provide a comprehensive survey of the recent evidence on the effectiveness of these ALMP for youth in Europe, highlighting factors that seem to promote or impede their effectiveness in practice. Overall, the findings with respect to employment outcomes are only partly promising. While job search assistance (with and without monitoring) results in overwhelmingly positive effects, we find more mixed effects for training and wage subsidies, whereas the effects for public work programs are clearly negative. The evidence on the impact of ALMP on furthering education participation as well as employment quality is scarce, requiring additional research and allowing only limited conclusions so far." We develop and evaluate experimentally a novel tool that provides tailored advice at low cost and thereby redesigns the process through which job seekers search for jobs. We invited 300 job seekers to our computer facilities for 12 consecutive weekly sessions. They searched for real jobs using our web interface. After 3 weeks, we introduced a manipulation of the interface for half of the sample: instead of relying on their own search criteria, we displayed relevant other occupations to them and the jobs that were available in these occupations. These suggestions were based on background information and readily available labor market data. We recorded search behavior on our site but also surveyed participants every week on their other search activities, applications and job interviews. We find that these suggestions broaden the set of jobs considered by the average participant. More importantly, we find that they are invited to significantly more job interviews. These effects are predominantly driven by job seekers who searched relatively narrowly initially and who have been unemployed for a few months." In case of a failed application, unemployed may participate in more intensive active labor market programs (ALMP). Exposure to monitoring or participation in ALMP is likely to confound the effect of information; our aim is to disentangle the different effects. Based on a flexible propensity score matching approach, we find that vacancy information increases the entry rate into unemployment predominantly by jobs mediated via the PES. Monitoring seems to reinforce this effect while limiting the crowding out of transitions made through other channels. In case of continued unemployment, early vacancy information reduces the participation rate in ALMP for some labor market groups. This is however not found to mediate the effect on employment transitions. We hence suggest that early vacancy information may increase the cost-effectiveness of the overall activation process even in the case of unsuccessful applications. Slight negative effects on employment quality seem to be driven by a combination of vacancy quality and monitoring."
