The results reported here are based on interviews both with PES staff and their unemployed clients in Germany. We argue that due to its Bismarckian origins as an insurance-based system of 'unemployment protection', Germany's system of unemployment compensation is attractive not only for the marginalized, but also for core workers. As a result, PES staff deal with clients from very heterogeneous class backgrounds. We demonstrate that social class is a significant factor in client outcomes, and that earlier research has perhaps overemphasized the role of frontline staff as 'street-level bureaucrats'. While staff do have considerable power, the result of the encounters between the administration and clients also depends on the capabilities of the clients, which, in turn, are strongly related to social class." Studies on labour pools are supported by different research works in sociology and economy and interact with public policies. The increasing number of local studies is also associated with a controversial move of theoretical view and references. This article is an attempt to participate in this debate while highlighting the notion of 'territorial employer'. The employers' influence is still crucial but has partly moved from the company to the labour market. The 'territorial employer', more or less homogeneous, complementary or coordinated, composed of companies, employment intermediaries and training institutions, has more and more become a key actor to deliver rights to resources. He/she gives an individualized judgment that is more and more locally-based, on people's employability, in opposition to the collective conquest of a space of qualifications linked to an interprofessional or national wage-based solidarity that had been developing up to the mid-1970s. According to different configurations, he/she has to face a more and more disputed territory-based social context, which is more historically rooted than the analyses may indicate in terms of labour pool, transition-to-work local system or territorial agreements. This work is based on researches that have been driven since the beginning of the 1980s in the Longwy region. For a long time this region has been dominated by a steel industry activity which brutally disappeared and is often presented as a pioneer in the experimentation of retraining measures." While many academic papers focus on jobseekers-centered schemes, this paper evaluates new, innovative methods aimed at improving caseworkers' efficiency. With the help of a randomized experiment, two distinct treatments are evaluated. The first one provides caseworkers with help in organizing their time, by allowing them to focus on a limited number of job seekers. The second one consists in increasing human resources devoted to collecting job offers and matching them to job seekers. The results show that both schemes raise the average exit rate out of unemployment, but this effect is not systematically positive, as it varies with the individual characteristics of the unemployed. This raises the issue of the spillovers generated by such schemes." Hierfür war vorgesehen, dass in allen zwölf Berliner Jobcentern insgesamt 650 Integrationsfachkräfte (IFK) die eLb mit einem Markt-, Aktivierungs- oder Förderprofil mit einem Betreuungsschlüssel von 1:100 betreuen. Die marktnahen eLb sollten dadurch eine stärkere individuelle Förderung hin zum ersten Arbeitsmarkt erhalten, die zu einer schnellen und passgenauen Vermittlung führt. Das ISG Institut für Sozialforschung und Gesellschaftspolitik Köln/Berlin wurde von der Zentrale der Bundesagentur für Arbeit mit der Durchführung einer begleitenden Implementationsstudie beauftragt.
