%X "The concepts of 'green growth' and 'degrowth' occupy central positions in the public debate on the relationship between economic growth and the environment. While proponents of the former approach claim that environmental measures can promote growth by, for example, more efficient use of natural resources, proponents of the latter maintain that environmental integrity can only be upheld by slowing down growth. This paper argues that both approaches constitute inadequate foundations for public policy as they fail to appropriately conceptualize social welfare. We show how policy aimed at social welfare can be understood as managing a portfolio of capital stocks, some of which exhibit the characteristics of 'commons' (i.e. common pool resources and public goods). We then propose a programme of 'welfare diagnostics', which aims at establishing minimum thresholds for capital stocks essential to welfare as a guide for real-world policy formulation, and discuss the role of appropriation of natural resource rents for its practical implementation. We conclude by highlighting the central role of scientific policy advice in determining how different conceptions of welfare would be reflected in setting targets and choosing the means to achieve them." %X "This article examines recent pension reforms in OECD countries. All countries are facing the challenge of designing both fi - nancially and socially sustainable pension policies in a context of weak economic growth, low financial returns and ageing populations. In some cases, countries have been accelerating the pace of pension reform, bringing forward changes in the rules and parameters of their pension systems. Common features include, for example, increases in retirement ages, closure of early retirement avenues, changes in benefi t indexation, stronger links in the system to increasing life expectancy and greater incentives for working longer. At the same time, many countries have improved the adequacy of retirement income provision, in particular by targeting benefi ts more towards the most vulnerable elderly." %X "The 2014 pension reform has three main components. First disability pensions have been increased by about two earnings points, an average monthly gain of 40 euros. In addition low wages in the four years preceding disability-related retirement will now be disregarded. However, since these new rules only apply to retirement after July 2014 they fail to fi ght poverty among current disability-related retirees. Second an additional credit for all births before 1992 ('mothers' pension') is extremely costly and unnecessary. Poverty prevention is weak due to a strict income test in the welfare system for the elderly. Third early retirement at age 63 without actuarial adjustment has been reintroduced This is a costly measure with negative effects on both equality and effi ciency. The additional child credit and early retirement provisions reduce the fi nancial and social sustainability of the German public pension system." (Author's abstract, IAB-Doku) ((en))

%X "Improving resource productivity and ensuring a sustainable resource and materials management building on the principle of the 3Rs (reduce, reuse, recycle) is a central element of green growth policies. It helps to improve the environment, by reducing the amount of resources that the economy requires and diminishing the associated environmental impacts, and sustain economic growth by securing adequate supplies of materials and improving competitiveness. To be successful such policies need to be founded on a good understanding of how minerals, metals, timber or other materials flow through the economy throughout their life cycle, and of how this affects the productivity of the economy and the quality of the environment. This report contributes to this understanding. It describes the material basis of OECD economies and provides a factual analysis of material flows and resource productivity in OECD countries in a global context. It considers the production and consumption of materials, as well as their international flows and available stocks, and the environmental implications associated with their use. It also describes some of the challenges and opportunities associated with selected materials and products that are internationally-significant, both in economic and environmental terms (aluminium, copper, iron and steel, paper, phosphate rock and rare earth elements)." Communities often experience a surge of collective energy and purpose in the aftermath of crisis. Rather than rely on government and private-sector efforts to deal with crises through prevention and mitigation, we can harness post-crisis forces for recovery and change through innovative collaborative planning.
Drawing on recent work in the fields of planning and natural resource management, this book examines a range of efforts to enhance resilience through collaboration, describing communities that have survived and even thrived by building trust and interdependence. These collaborative efforts include environmental assessment methods in Cozumel, Mexico; the governance of a 'climate protected community' in the Blackfoot Valley of Montana; fisheries management in Southeast Asia's Mekong region; and the restoration of natural fire regimes in U.S. forests.
In addition to describing the many forms that collaboration can take - including consensus processes, learning networks, and truth and reconciliation commissions - the authors argue that collaborative resilience requires redefining the idea of resilience itself. A resilient system is not just discovered through good science; it emerges as a community debates and defines ecological and social features of the system and appropriate scales of activity. Poised between collaborative practice and resilience analysis, collaborative resilience is both a process and an outcome of collective engagement with social-ecological complexity." While there has been a strong research focus on sustainability, there is a lack of understanding of the processes and factors that make cities and regions more vulnerable and others more resilient, for example, when dealing with climate change, demographic decline and ageing, as well as economic crises. The German Annual of Spatial Research and Policy 2010 sheds some light on this by discussing examples of how actors deal with change. On the one hand, concepts are described and analysed which are oriented towards increasing urban regional resilience, for example regarding energy consumption, climate change, and urban decline. Moreover, institutional aspects are discussed. It is usually mentioned in the context of labor market phenomena like non-standard employment, the increasing delegation of responsibility and risk to employees as well as the polarization and debordering of working hours. While employers tend to see employment flexibility as beneficial for their firms, employees and trade unions are mostly concerned with the potential downsides of employment flexibility, such as perceived increasing pressure at work and endless working hours.
While several potential determinants of rising employment flexibility have been suggested in the literature, this doctoral thesis empirically investigates the role of firm age for the organization of work as well as employers' choice of employment forms.
