%X "Policy makers increasingly look to green innovation as a source of job creation. Using the case of California, we argue that green innovation complicates traditional models of innovation and its role in economic development. This study uses secondary source data and a survey of 650 green and traditional businesses to define the green economy, identify innovation of products and services, and link innovation to sectoral and regional growth. The authors find that the type of innovation and its role varies widely by sector. The most environmentally challenged firms are among the most likely to innovate new processes, whereas new green innovative companies are more likely to respond to local and regional markets. Innovation does not necessarily foster growth. It is a boost to traditional firms, but emerging green firms may need additional tools and the support of local networks to transform new ideas and products to new markets." %X "Migration muss nicht zu sinkenden Löhnen und steigender Arbeitslosigkeit führen. In Deutschland gewinnen einheimische Arbeitskräfte langfristig sogar durch Zuwanderung, während die bereits im Land lebenden Ausländer verlieren. Das zeigt ein neuer Ansatz, der es erlaubt, die Lohn- und Beschäftigungswirkungen der Zuwanderung simultan zu schätzen. Die gesamtwirtschaftlichen Arbeitsmarktwirkungen der Migration fallen umso günstiger aus, je höher die Qualifikation der Zuwanderer und je geringer ihre Berufserfahrung ist. Der deutsche Arbeitsmarkt würde von einer Steuerung der Zuwanderung nach diesen Kriterien ebenso profitieren wie von einer besseren Integration ausländischer Arbeitskräfte." %X "Based on a novel approach which considers imperfect labor markets we analyze the labor market effects of immigration into Germany from 1980 to 2004. We find that native workers benefit from immigration in terms of higher wages and lower unemployment risk. In contrast, foreign workers loose substantially. The labor market impact of immigration depends on the skill level of the immigrants. Consequently, the German labor market could benefit from skill selective immigration policies." Als eine der Hauptursachen sieht er die jahrelange Vernachlässigung der Landwirtschaft in der Entwicklungshilfepolitik sowie die Unterordnung der Nahrungsmittelproduktion unter die Profitinteressen der reichen Länder. Hinzu kommt die Kolonialgeschichte, während der die Agrarproduktion vor allem auf die Bedürfnisse der Kolonialländer ausgerichtet war. Für die Zukunft fordert der Autor eine einheitliche und ganzheitliche Politik gegenüber den Entwicklungsländern. Zur Bekämpfung der Ursachen von Armut und Hunger soll die landwirtschaftliche Produktion mit Hilfe von Investitionen ausgebaut werden. Neue Regeln für die Agrarmärkte sollen Anbieter vor Dumping und Preisverfall schützen. (IAB)

%X "Ziel der ersten gemeinsamen Fachkräftestudie für Berlin und Brandenburg ist es, Informationen über den zu erwartenden quantitativen und qualitativen Fachkräftebedarf in der gemeinsamen Wirtschaftsregion zu erarbeiten und Handlungsmöglichkeiten zur Sicherung des Fachkräftebedarfs aufzuzeigen. Dazu werden quantitative und qualitative Verfahren eingesetzt. So wird - basierend auf dem makroökonomischen Prognosemodell der Prognos AG - der quantitative Fachkräftebedarf bis 2030 bestimmt und mit Fallstudien zu den Branchenkompetenzfeldern unterlegt, die auf Auswertungen von Sekundärstatistiken, Unternehmensinterviews sowie Branchenworkshops basieren. Die Modellierungen zur Prognose des zukünftigen Fachkräftebedarfs basieren dabei auf unterschiedlichen wirtschaftlichen Entwicklungsdynamiken bis 2030 und bilden diese in Form von Szenarien ab. Im Ergebnis wird aufgezeigt, welcher Handlungsbedarf aus den prognostizierten Entwicklungen resultiert und welche Maßnahmen zu empfehlen sind. Zusammengefasst zu vier übergeordneten Handlungsfeldern wird abschließend die Wirksamkeit dieser Maßnahmen im volkswirtschaftlichen Modell geprüft und bewertet." (Textauszug, IAB-Doku)
