In this way, we add to the explanation why very similar reforms could be enforced in the very different pension systems of Germany and the UK. The chains of arguments deployed are surprisingly similar between the two countries: Whereas the proponents of reform stress its necessity in the context of pension spending and see older people as being able to work longer, opponents and sceptics of the increase doubt most older people's ability to work longer and thus the feasibility of the reform. The proponents prioritise ideas of intergenerational justice and meritocratic justice based on individual performance, and underline pension-related interest oppositions between age groups and cohorts. By contrast, opponents and sceptics tend to focus on needs-based justice and social inequalities within age groups. Concomitantly, the actors have different ideas on how a flexible transition to retirement could be organised, with country differences being more pronounced here." Based on data from Eurobarometer and the European Social Survey in 12 European countries, the analysis shows that future pensioners have indeed increased their preferred retirement age and adjusted to the new credo of late retirement. However, the strength of the increase was found to vary between different groups of older workers: It is much stronger for the higher-educated than for the lower-educated. This finding supports recent concerns regarding the re-emergence of social inequality in the retirement process." As a necessary preamble to provide a basis for discussion, we start by contrasting Danish official inequality measures with those gathered by the OECD in an international context. We show that differences between these two sources are fully explained by differences in methodological choices. We then go beyond synthetic measures of inequality to deliver a granular assessment of income distribution and of the distributional impact of taxes and transfers; and on this basis we compare Denmark to other OECD countries. This approach is then used to quantify the distributional impact of some growth-enhancing reforms undertaken or recommended for Denmark, based on empirical evidence across OECD countries. Finally, we take a forward looking stance by discussing global forces shaping the rise in inequality, in particular skill-biased technological change and deliver a tentative scenario for Denmark in the wider OECD context."
