%X "This study analyzes the effects of labor mismatches on wages and on job satisfaction in seventeen OECD countries by distinguishing between educational mismatch and skills mismatch. Using data from PIAAC, the results suggest that whereas educational mismatch shows greater effects on wages, the effects of labor mismatch on job satisfaction are generally better explained by skills mismatches. Both phenomena appear to be relevant for understanding the economic effects of labor mismatch and suggest that educational mismatch is not an accurate proxy for skills mismatch, mainly when the non-monetary effects of labor mismatch are addressed." %X "In most countries, average wages tend to be higher in larger cities. In this paper, we focus on the role played by the matching of workers to firms in explaining geographical wage differences. Using rich administrative German data for 1985-2014, we show that wages in large cities are higher not only because large cities attract more high-quality workers, but also because highquality workers are significantly more likely to be matched to high-quality plants. In particular, we find that assortative matching - measured by the correlation of worker fixed effects and plant fixed effects - is significantly stronger in large cities. The elasticity of assortative matching with respect to population has increased by around 75%in the last 30 years. We estimate that in a hypothetical scenario in which we keep the quality and location of German workers and plants unchanged, and equalize within-city assortative matching geographical wage inequality in Germany would decrease significantly. Overall, assortative matching magnifies wage differences caused by worker sorting and is a key factor in explaining the growth of wage disparities between communities over the last three decades.
If high-quality workers and firms are complements in production, moreover, increased assortative matching will increase aggregate earnings. We estimate that the increase in within-city assortative matching observed between 1985 and 2014 increased aggregate labor earnings in Germany by 2.1%, or 31.32 billion euros. We conclude that assortative matching increases earnings inequality across communities, but it also generates important efficiency gains for the German economy as a whole." %X "- Unter den nach Deutschland Zugewanderten befindet sich ein großer Anteil Hochqualifizierter. Sie finden in Deutschland oft keine bildungsadäquate Beschäftigung.
- Bisher existieren an deutschen Hochschulen nur wenige Programme der Nach- und Weiterqualifizierung für diese Zielgruppe. Die Projektergebnisse belegen, dass diese Programme für die Teilnehmenden Chancen auf eine verbesserte Arbeitsmarktintegration bieten.
- Die Programme reichen jedoch quantitativ nicht aus und sind mit strukturellen Problemen behaftet. So sind sie regional verstreut und überwiegend temporärer Natur. Angesichts der demographischen Entwicklung sind ein Ausbau und eine Verstetigung entsprechender Qualifizierungsangebote vonnöten.
- Als gravierendes Problem erweist sich die Finanzierung des Lebensunterhalts während einer Programmteilnahme. Priorität sollte eine Reform des BAföG haben, die den Lebens- und Bildungswegen von Zugewanderten besser Rechnung trägt. %X "Despite being one of the most prolific spenders on active labour market policies, and investing heavily in civic integration programmes, family policies and career and diversity plans, the native-migrant employment gap in Belgium is still one of the largest among EU and OECD countries. Past research has shown that even after controlling for human capital and other socio-demographic factors a large unexplained gap (often called ethnic gap or penalty) remains. This paper investigates how the motive for migrating to Belgium contributes to the native-migrant employment gap. Based on data from the 2014 Belgian LFS Ad Hoc Module on the labour market situation of migrants and their immediate descendants, we compare the employment outcomes of labour migrants (with and without a job prior to migration), family reunion migrants, student migrants and refugees with those of the native-born. In line with previous studies, we establish that refugees and family reunion migrants' employment likelihood is lower when compared to labour migrants and natives. Refugees who do work tend to do so in temporary jobs and in jobs that are below their skill levels. However, temporary employment is also prevalent among labour migrants without a job prior to migration and over qualification is a specific challenge for male student migrants." %X "The nature, content and milieu of work - i.e. the quality of the working environment - matter in many ways for people, firms and society as a whole. There is a great deal of evidence to show clear associations between job quality and the health of workers, their ability to successfully combine work and life while fully mobilising their skills and abilities to build a career, and their productivity. Investments in quality working environments can be welfare enhancing and economically efficient. Policies and practices reflect these findings insufficiently, an apparent paradox that finds its roots in various market failures. There is scope for public intervention to raise awareness, to ensure better coordination of key stakeholders (employers, workers' representatives and various public entities) and to put in place the right financial incentives for firms to invest in better working conditions. Action in this field is also important in view of ongoing considerable changes in the labour market. The future of work is very uncertain at this stage; the digitalisation and uberisation of work have the potential for improvements in working conditions but also bear the risk of de-skilling, lower pay, lower job security and poor working conditions for parts of the labour force."
