%X "Purpose: The purpose of this paper is to highlight the pivotal role of overeducation in explaining the unexplained part of the gender pay gap (GPG), i.e. the component usually attributed to gender discrimination in the Oaxaca-Blinder decomposition.
Design/methodology/approach: The study uses a large Italian data set (ISFOL PLUS 2005 - 2014) to estimate the GPG among properly educated and overeducated workers. The model simultaneously accounts for both participation bias and endogeneity bias by applying an extension of the Heckman's two-stage procedure.
Findings: Estimates show that the GPG is significantly higher among overeducated than among properly educated workers because women's unobservable characteristics driving female employment into overeducation also drag down female wages more than men's unobservable characteristics drag down male wages. Correcting for the participation and overeducation decisions, the unexplained portion of the GPG disappears among overeducated workers, while it remains significant among properly educated individuals.
Originality/value: The authors draw the conclusion that overeducation is, first, a first-best matching for individuals (both men and women) compensating with more education for their lower productive characteristics. Second, it may be a signaling device for women spending their useless-for-the-job diploma to inform employers on their valuable though unobservable productive characteristics and fight gender wage discrimination. The results favor education as a tool of counteracting gender discrimination. Hence, as females are less overeducated than males despite their larger representation in higher education, there should not be concern that expanding higher education will disadvantage females." %X "Die vorliegende Studie untersucht das Auftreten von Überqualifikation unter hochqualifizierten Beschäftigten in 21 EU-Ländern und ihre zugrunde liegenden Faktoren auf Grundlage der Europäischen Arbeitskräfteerhebung 2016 (EU-LFS). Obwohl für eine Vielzahl an erklärenden Variablen kontrolliert wird, liegt das besondere Interesse der Studie in der Rolle des Studienfaches. Die Ergebnisse zeigen, dass im Vergleich zu den Sozialwissenschaften männliche Absolventen der Studienfächer 'Bildung, Gesundheit und Soziales', 'Ingenieurwesen' und 'Informatik und Kommunikation' ein geringeres und solche der Naturwissenschaften und Dienstleistungen ein höheres Risiko aufweisen überqualifiziert beschäftigt zu sein. Gleichzeitig weisen die verschiedenen Länder unterschiedliche geschlechtsspezifische Risikomuster auf, die auf relevante strukturelle Unterschiede zwischen den nationalen Arbeitsmärkten und zwischen den Bildungssystemen hindeuten." %X "This study investigates the incidence of overeducation among graduate workers in 21 EU countries and its underlying factors based on the European Labor Force Survey 2016 (EU-LFS). Although controlling for a wide range of covariates, the particular interest lies in the role of fields of study for vertical educational mismatch. The study reveals country and gender differences in the impact of these factors. Compared to Social Sciences, male graduates from e.g. Education, Health and Welfare, Engineering, and ICT are less and those from e.g. Services and Natural Sciences are more at risk in a clear majority of countries. These findings hold for the majority of countries and are robust against a change of the standard education. However, countries show different gendered patterns of field-specific risks. We suggest that occupational closure, productivity signals and gender stereotypes answer for these cross-field and cross-country differentials. %X "We examine the ability of immigrants to transfer the occupational human capital they acquired prior to immigration. We rst augment a model of occupational choice to study the implications of language prociency on the cross-border transferability of occupational human capital. We then explore the empirical predictions using information about the skill requirements from the O*NET and a unique dataset that includes both the last source country occupation and the rst four years of occupations in Canada. We supplement the analysis using Census estimates for the same cohort with source country occupational skill requirements predicted using detailed human capital related information such as eld of study. We nd that male immigrants to Canada were employed in source country occupations that typically require high levels of cognitive skills, but rely less intently on manual skills. Following immigration, they nd initial employment in occupations that require the opposite. %X "Wage gaps between documented (including natives) and undocumented workers may reflect employer exploitation, endogenous occupational sorting and productivity losses associated with lack of legal status. Identification of the undocumented productivity penalty is crucial to estimate the aggregate economic gains from legalization. This paper presents a new identification strategy based on the interplay between educational attainment and occupational barriers. Our main finding is that lack of legal status reduces the productivity of undocumented workers by about 12%. We also find that Dreamers are positively selected compared to similarly skilled natives, as one would expect if they face occupational barriers (Hsieh et al., 2013). Our estimates also imply that the degree of employer exploitation is likely to be small, suggesting that employer competition bids up the wages of undocumented workers and aligns them with their productivity. Last, we also find evidence suggesting that the occupational choices of undocumented workers are heavily influenced by licensing requirements and by the degree of exposure to apprehension by immigration enforcement agencies. In sum, our results strongly suggest that occupational barriers associated with lack of legal status lead to misallocation of talent and negatively affect economic growth." %X "In Germany as well as in most Western industrialized countries, the work-force is rapidly 'aging'. Modern companies therefore increasingly need to abandon established approaches to occupational safety and pursue preventive strategies to protect and restore well-being, work ability, and good health across the entire lifespan. Hence, effective occupational health management needs to encompass strategic work and career designs. In response to these challenges, an interdisciplinary group of researchers at the Jacobs Center on Lifelong Learning and Institutional Development of the Jacobs University Bremen has zoomed in on two concepts that have so far received little attention in research on occupational health management; namely, person - environment fit and work - task mobility. Person - environment fit refers to the fit between individuals (e.g., abilities, behaviors, goals, attitudes) and their work environments (e.g., job profile, demands, support structures, culture). Work - task mobility refers to careers involving repeated intra-organizational changes of work tasks at the same level of job complexity (no promotion or demotion). This chapter reports on two research projects, Demopass and Mobilis, that aim to investigate person - environment fit and work - task mobility, respectively, as two important tools for systemic and dynamic occupational health management in times of demographic change."
