Abstract= {"We compare three theoretical models for the relationship between schooling and labor market outcomes. On the one hand, the job competition model, which views education as a positional good with relative value on the labor market; on the other hand, the human capital and the social closure models, which view the value of education as absolute but differ in their expectations about returns to years of education above what required for the job. We analyze European countries using data from the European Social Survey (2010), and investigate the incidence of overeducation and the returns to years of overeducation in order to distinguish between the three theoretical models. We then relate these theoretical perspectives to institutions of the education system and of labor market coordination. Our empirical results indicate that education is more likely to function as a positional good in countries with weakly developed vocational education systems, where individuals have an incentive to acquire higher levels of education in order to stay ahead of the labor queue. However, no convincing support was found for the relationship we hypothesized between wage coordination and returns to years of overeducation." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"Most studies demonstrating the vulnerability of labour migrants following the recession have focused on unemployment. This article examines how the labour market performance of East-European workers in the U.K. has been affected by the recession by focussing on four possible employment outcomes: unemployment, self-employment, over-qualification and part-time jobs. By showing the relatively low rates of unemployment amongst East-European migrants, which have become even lower following the recession, it argues that the vulnerability of immigrants in periods of economic downturn cannot always be solely measured in higher rates of immigrant unemployment. Labour migrants may be prompted to take jobs (any jobs) below their skills and qualifications, thus suggesting a 'trade-off' between unemployment and over-qualification." Abstract= {"Using European Union Labour Force Survey data from 1998 to 2004, this research explores how the decrease in the positional value of education associated with educational expansion has affected occupational returns to education in Spain. The positional value of education is measured by taking the percentage of labour market entrants with at least the same level of education as the respondent for every year of entry into the labour market since 1959. We control for the effects of the economic cycle, of economic sectors, and of the different educational reforms that have affected nine successive cohorts of labour market entrants. Our analysis reveals, first, that a higher percentage of entrants with at least the same credential as the respondent is associated with lower occupational prestige; second, we find that this loss of occupational prestige is higher for general than for technical education, supporting the hypothesis that technical fields of education transmit a clearer signal of workers' skills to employers. The exception is health and welfare fields in higher education. The possibility that educational or occupational segregation by gender explains the relative occupational loss in this particular field is not supported by our findings." Abstract= {"Previous studies have shown that overeducation is inferior to adequate employment. For example, overeducated workers have lower earnings, participate less often in continuing education and training, and are less satisfied with their jobs. This article changes perspectives by asking whether it is better for the unemployed to take up a job for which they are overeducated or to remain unemployed and continue the search for adequate employment. Theoretically, we rely on the established confrontation of the stepping-stone and trap hypotheses, which make opposing predictions in terms of long-term employment chances and job quality. Using the German Socio-Economic Panel (1984 - 2012) and applying a dynamic propensity score matching approach, the analyses reveal an interesting trade-off. Although an overeducated re-entry increases the long-term employment chances persistently, it also implies strong lock-in effects into overeducation for up to 5 years after re-employment. In sum, the results support the stepping-stone hypothesis in terms of future employment chances, but also highlight non-negligible risks of remaining trapped in a job that is below one's level of educational qualification." Abstract= {"This study investigates the incidence of overeducation among workers in the EU and its underlying factors based on the most recent wave of the European Labor Force Survey (EU-LFS 2013). Its main purpose is to shed light on the interplay of so far neglected explanatory factors such as household characteristics and field of study as well as to reveal country differences in the impact of these factors on vertical mismatch. Therefore, our innovative features are the large number of determinants as well as the considerable amount of European countries simultaneously analyzed. Moreover, we differentiate in our analysis between high- and medium-skilled workers. Our findings point to a considerable variation in the potential determinants of overeducation across countries as well as across skill levels. This variation is not restricted to job-related characteristics, but interestingly also concerns household variables. Abstract= {"This paper studies how attractive young returnees are in the labour market and how they behave relative to stayers. We use the online CVs of young people that are posted on the major Slovak job-search portal. The analysis is performed using a set of regression models that investigate attractiveness, salary expectations and positions of interest to returnees in comparison to stayers. We find that the post-accession foreign work experience increases the attractiveness of job candidates, but that attractiveness premium varies depending on the returnee's host country. Returnees are more demanding with respect to their minimum salary expectations and are more likely than stayers to apply for positions advertised abroad. Return migrants are a diverse group - women, graduates, or people returning to economically underperforming regions, continue to face disadvantages with labour market integration."
