Die Maßstäbe der Bildungsdiskrepanz scheinen sogar stärker mit der regionalen Wirtschaftsleistung zusammenzuhängen als andere traditionelle Maßstäbe der Ausstattung mit Humankapital." Using various indicators of human capital calculated from census microdata, it is concluded that the recent economic performance of European regions is associated with an increase in over-education.    Abstract= {"Mit welcher Effizienz der tertiäre Bildungssektor adäquat qualifizierte Absolventen für den Arbeitsmarkt hervorbringt, ist für verschiedene Wirtschaftsakteure von Bedeutung. In der vorliegenden Studie werden für den Mismatch zwischen Beschäftigung und Arbeitnehmer mögliche Erklärungen und Implikationen aus konzeptioneller Sicht untersucht. In der empirischen Literatur werden in der Regel zwei Konzepte verwendet, um einen Mismatch zu identifizieren. Ein 'Qualification Mismatch' liegt vor, wenn eine Beschäftigung nicht den formalen Bildungsabschluss erfordert, den ein Arbeitnehmer erworben hat. Besitzt ein Arbeitnehmer ein anderes Niveau an Fähigkeiten als es seine Beschäftigung erfordert, liegt ein 'Skill Mismatch' vor. Diese Studie bietet einen Überblick über Maße und empirische Ergebnisse bezüglich dieser zwei Konzepte. Im empirischen Teil der Studie untersuchen wir anhand von drei Datensätzen, wie häufig deutsche Hochschulabsolventen von Mismatch betroffen sind und welche direkten Konsequenzen damit verbunden sind."    Abstract= {"In this study, we examine the incidence and direct consequences of job mismatch for German graduates. Beyond measuring job mismatch by the comparison of qualification obtained by employees and required for a job, we employ self-reported skill mismatch variables concerning overall skills and more detailed information about the surplus or deficit in specific competences. The results indicate that a substantial share of graduates underutilizes own skills in the job. The rate of overqualification and skill mismatch is found to differ strongly between fields of study, type of university and gender. In addition, we investigate to what extent jobs of matched graduates differ from jobs held by mismatched graduates. Jobs of the latter are found to exhibit lower complexity and creativity requirements but to be more monotone than matching jobs. Furthermore, we provide a conceptual underpinning of the possible explanations of job-worker mismatch and its implication for different actors in the economy." (Author's abstract, IAB-Doku) ((en))},

   Abstract= {"We use data from the 2007-2008 Ph.D. economist job market to investigate initial job placement in terms of job location, job type, and job rank. Our results suggest gender differences in all three dimensions of job placement. Relative to their male counterparts, female candidates are less (more) likely to be placed into academic (government or private sector) jobs and, on average, are placed into worse ranked jobs. Foreign female candidates are also more likely than foreign males to stay in the U.S. When foreign students are placed outside the U.S., they are more likely to be in academia than in government or private sector, while the opposite holds when foreign students are placed in the U.S., which is largely consistent with a stylized theory model.    Abstract= {"We use a random effects dynamic probit model to estimate the effect of overskilling dynamics on wages. We find that overskilling mismatch is common and more likely among those who have been overskilled in the past. It is also highly persistent, in a manner that is inversely related to educational level. Yet, the wages of university graduates are reduced more by past overskilling, than for any other education level.    Abstract= {"The debate on the free movement of labour within the EU has gained new momentum in the wake of the economic crisis. Building on the earlier Ashgate publication EU Labour Migration Since Enlargement, the editors have assembled a team of experts from across Europe to shed light on the critical issues raised by internal labour mobility within the EU in the context of economic crisis and labour market pressures. The book's chapters tease out the links between economic developments, regulatory frameworks and migration patterns in different European countries. A central focus is on issues of skills and skills mismatch and how they relate to migration forms, duration and individual decisions to stay or return. Based on detailed analysis of European and national-level sources, the results presented clearly contradict assumptions about a 'knowledge driven migration'. Rather, over-qualification and the corresponding underutilisation of migrant workers' skills emerge as a pervasive phenomenon. At the same time the characteristics of migrants - not just skills, but socio-demographic characteristics and attitudes - and also their labour market integration are shown to be very diverse and to vary substantially between different sending and receiving countries. This calls for a differentiated analysis and raises complex issues for policymakers.
