%X "This article analyses patterns of persistence in both vertical and horizontal educational mismatch in the early career of university graduates in Spain, with particular emphasis on the mediating role of job mobility. We explore whether educational mismatch is a stepping stone towards better-matched positions or whether graduates get trapped in mismatched jobs. Our results show that job mobility partially corrects educational mismatch (supporting the stepping stone hypothesis), but there is still a strong persistence in educational mismatches four years after graduation (the trap hypothesis). Vertical mismatch is, overall, less persistent than horizontal mismatch, in part because some horizontally mismatched graduates lack incentives to make corrective movements across employers because of compensating job features that keep them in their first jobs. Job rotation and poor accumulation of employment experience challenge the correcting role of job mobility in educational mismatch risk. These results reflect relevant features of the Spanish labour market: segmentation, intensive job turnover and high youth unemployment." (Author's abstract, IAB-Doku) ((en))

%X "The authors develop a model of cumulative disadvantage relating three axes of disadvantage for hourly workers in the US retail and food service sectors: schedule instability, turnover, and earnings. In this model, exposure to unstable work schedules disrupts workers' family and economic lives, straining the employment relation and increasing the likelihood of turnover, which can then lead to earnings losses. Drawing on new panel data from 1,827 hourly workers in retail and food service collected as part of the Shift Project, the authors demonstrate that exposure to schedule instability is a strong, robust predictor of turnover for workers with relatively unstable schedules (about one-third of the sample). Slightly less than half of this relationship is mediated by job satisfaction and another quarter by work-family conflict. Job turnover is generally associated with earnings losses due to unemployment, but workers leaving jobs with moderately unstable schedules experience earnings growth upon re-employment." %X "Using data from the Current Population Survey's Merged Outgoing Rotation Groups, the authors examine whether greater Medicaid generosity encourages people to switch toward better quality occupations. Exploiting variation in Medicaid eligibility expansions for children across states during the 1990s and early 2000s, they find that a one standard deviation increase in Medicaid infant income thresholds increased the likelihood that working parents move to a new occupation by 1.6 percentage points or 3.3%. Findings show that these effects are larger for those below 150% of the poverty line and for married parents who were not benefiting from Medicaid prior to the expansions. In addition, findings indicate that Medicaid generosity also increased mobility toward occupations with higher average wages and higher educational requirements. This article contributes to the literature on job lock by showing that access to public health insurance not only increases employment and job switches but also encourages occupational upgrading." %X "This study focusses on the provision of work-life balance practices across welfare states and industries and its effect on extraordinary turnover. Given the welfare states and the industry's differences, it is important to focus on extraordinary employee turnover defined as positive and negative deviations from the relevant means per year and by welfare state and industry. Based on a sample of 199 listed companies in these European welfare states from 2002 to 2011, the results showed that the provision of daycare services is higher in socially oriented welfare states (e.g., Sweden, Germany) or in low-technology industries (consumer services) than in liberally oriented welfare states (e.g., Italy, the United Kingdom) or in high-technology industries (e.g., IT). For the provision of daycare services, the findings support a decreasing effect on extraordinary employee turnover, whereas other practices such as flexible working, generous vacations and additional maternity leave have no effect." %X "We explore how involuntary and voluntary exits from self-employment affect life and health satisfaction. To that end, we use rich longitudinal data from the German Socio-Economic Panel from 1985 to 2017 and a difference-in-differences estimator. We find that while transitioning from self-employment to salaried employment brings small improvements in health and life satisfaction, the negative psychological costs of business failure (i.e., switching from self-employment to unemployment) are substantial and exceed the costs of involuntarily losing a salaried job. Meanwhile, leaving self-employment has no consequences for self-reported physical health and behaviors such as smoking and drinking, implying that the costs of losing self-employment are mainly psychological. Moreover, former business owners fail to adapt to an involuntary self-employment exit even 2 or more years after this traumatic event. But labour market churn has remained fairly low in Germany, say Christof Röttger (IAB) and Enzo Weber (IAB and University of Regensburg). The COVID crisis has been an extremely fast recession. Rapid declines during lockdowns were followed by steep recoveries. Industries affected by the restrictions suddenly had to ramp up business again when lockdown was lifted. %X "This paper provides a descriptive analysis of patterns and trends of worker transitions across European countries and the United States, with an emphasis on differences across socio-economic groups. Understanding labour market transitions is important to gauge the scope of labour market reallocation and scarring effects from the COVID-19 crisis. Results of this work show that labour market transitions vary significantly from one country to another and also within countries from one socio-economic group to another. For instance, women are much more likely than men to move in and out of jobs. This reflects the unequal burden of family-related work, which contributes to the higher propensity of women to drop out of the labour force. Zooming in on labour market transitions over the great financial crisis provides an illustration of the long-lasting effects and scarring risks associated with recessions on labour market transitions, especially for young people entering the labour market. The results of this granular analysis inform the policy debate for an efficient and inclusive recovery. While current priorities vary across countries based on economic and social context, one overarching challenge for the recovery is to facilitate hiring dynamics and to minimise long-term unemployment and scarring risks among vulnerable groups who have been hardest hit and face higher risks of scarring from the recession, in particular young people and women." %X "We develop a measure of labour market opportunities for heterogenous types of worker, exploiting information on their suitability different jobs encoded in historical patterns of worker mobility.We provide a theoretical foundation for our measure, which features naturally in a general random search framework. Our measure is flexible in the sense that it admits general definitions of worker and job heterogeneity, and is easily implementable empirically with data on worker mobility and labour demand. We apply our measure to high-quality data on labour demand in the UK, based on the universe of 104.7 million job adverts posted online from January 2015 to June 2021. We demonstrate the utility of our measure with an analysis of worker prospects throughout the Covid-19 pandemic. First, while the direct impact of lockdown policies was concentrated on relatively few industries, labour demand fell much more broadly. And, as our measure highlights,the full effects were broader still because of the disruption to usual career progression, even for those in less -affected sectors such as healthcare. Second, despite aggregate labour demand returning to pre-pandemic levels by June 2021, 25% of the work force faced new job opportunities more than 10% below pre-pandemic levels. This is because of a change in the composition of vacancy postings (towards lower-paying occupations) which our measure of labour market opportunities is sensitive to. Finally,the majority (64%) of unemployed workers faced at least 10% more competition for jobs from unemployed job seekers than before the pandemic." (Author's abstract, IAB-Doku) ((en))

%X "The relationship between shadow economy (or informal economy) and development has been extensively researched. But there is a lack of consensus on how institutional quality affects the size of informal economy in any country. Using the Kuznets Curve hypothesis we assess the relationship between institutional quality and the size of SE for a group of Latin American and Eurozone countries for 1991-2015. We examine the rationale of the 'exclusion' and 'escape' theories in short and long-run with the multiple indicators multiple causes (MIMIC) model. We use two techniques, namely an instrumental variable (IV) and Fully Modified OLS (FMOLS) approach. The results show positive and a significant relationship between labour productivity and the size of the shadow economy. We also find that the size of the informal sector is related to the institutional framework, and while the size of the informal sector varies across countries, both formal and informal sectors can co-exist in the long run. %X "Purpose: The Italian school-to-work transition (STWT) is astonishingly slow and long in comparison to the other EU countries. The aim of this paper is to analyze its determinants comparing the Italian case with Austria, Poland and the UK in a gender perspective. Design/methodology/ approach: The analysis is based on a Cox survival model with proportional hazard. The smoothed hazard estimates allow us to identify the non-linear path of the hazard function. Findings: We reckon that the actual length of the transition to a stable job is around 30 months. Conversely, it is less than one year in the other countries. Women are particularly penalized, despite being on average more educated than men. Attaining a tertiary degree or a vocational path of education at high secondary school strongly increases the hazard rate. The smoothed hazard estimates support the hypothesis of positive duration dependence at the beginning of the transition and slightly negative thereafter. Practical implications: Stimulating economic growth and investing in education and training are important pre-conditions for shortening the transition. Originality: Despite the duration of the STWT is one of the most important indicators to measure the efficiency of the STWT, it is not easy to measure. The authors build on their previous research work on this topic, but relaxing the assumption of a monotonic hazard rate and using the flexible baseline hazard approach to test for the existence of non-linear duration dependence. Furthermore, they extend the analysis by including student-workers who attended a vocational path of education, in order to detect its effectiveness in allowing young people finding a job sooner." %X "This paper examines the role of lifelong learning in counteracting skill depreciation and obsolescence. We build on findings showing that different skill types have structurally different depreciation rates. We differentiate between hard and soft skills and measure the relative importance of these two skill types at the occupational level. As data source we draw on a large sample of job advertisements and a categorization of their skill requirements through a machine-learning algorithm. We analyze lifelong learning effects for "harder" occupations (with relatively more hard than soft skills) versus "softer" occupations. Our results reveal important patterns of skill depreciation and counteracting lifelong learning effects: In harder occupations, the role of lifelong learning is primarily as a hedge against unemployment risks caused by fast-depreciating hard skills; in softer occupations, this role instead lies mostly in acting as a boost to wage gains and upward career mobility as workers build on a value-stable skill foundation."
