%X "There is growing evidence of the problematic nature of the UK's 'flexible labour market' with rising levels of in-work poverty and insecurity. Yet successive governments have stressed that paid work is the route to inclusion, focussing attention on the divide between employed and unemployed. Past efforts to measure social exclusion have tended to make the same distinction. The aim of this article is to apply Levitas et al.'s (2007) framework to assess levels of exclusionary employment, i.e. exclusion arising directly from an individual's labour market situation. Using data from the Poverty and Social Exclusion UK survey, results show that one in three adults in paid work is in poverty, or in insecure or poor quality employment. One third of this group have not seen any progression in their labour market situation in the last five years. The policy focus needs to shift from 'Broken Britain' to Britain's broken labour market." (Author's abstract, IAB-Doku) ((en))

%X "We estimate an aggregate matching function and find that the regression residual, which captures movements in matching efficiency, displays procyclical fluctuations and a dramatic decline after 2007. Using a matching function framework that explicitly takes into account worker heterogeneity as well as market segmentation, we show that matching efficiency movements can be the result of variations in the degree of heterogeneity in the labor market. Matching efficiency declines substantially when, as in the Great Recession, the average characteristics of the unemployed deteriorate substantially, or when dispersion in labor market conditions - the extent to which some labor markets fare worse than others - increases markedly." Moreover, a rich data set on tasks performed in occupations is used to better characterise the sources of worker vulnerability. Both material and service offshoring are, on average, not associated with an increase in occupational outflow rates. However, this association depends on the nature of tasks performed in the occupation. Higher intensities of interactive and, in particular, non-routine tasks are associated with a larger decrease (or a smaller increase) in the occupational hazard rate." %X "We compare the labour market response to region-specific shocks in Europe and the United States and to national shocks in Europe and investigate changes over time. We employ a multilevel factor model to decompose regional labour market variables and then estimate the dynamic response of the employment level, the employment rate and the participation rate using the region-specific variables and the country factors. We find that both in Europe and in the United States labour mobility accounts for about 50% of the long-run adjustment to region-specific labour demand shocks and only a little more in the United States than in Europe, where adjustment takes twice as long. In Europe, labour mobility is a less important adjustment mechanism in response to country-specific labour demand shocks that cause stronger and more persistent reactions of the employment and the participation rate. However, we detect a convergence of the adjustment processes in Europe and the United States, reflecting both a fall in interstate migration in the United States and a rise in the role of migration in Europe. Finally, we show that part of the difference between Europe and the United States in previous studies may be due to the use of different data sources." (Author's abstract, IAB-Doku) ((en))

%X "This article explores practices that produce and reproduce domination in and through organizational hierarchies and shows how high levels of employee turnover were managed within a UK-based call centre through the use of culturally bound employment practices. Using ethnographic methods the paper explores the experience of managerial retention strategies from the perspective of employees and draws upon some of the theoretical resources employed by Pierre Bourdieu, specifically in relation to his concern with structures of subordination, and with the ways that processes of symbolic violence appear legitimate. The paper therefore makes three contributions to our understanding of the sociology of work generally and the management of labour turnover in service industries specifically; first, it extends understanding of the cultural basis of retention strategies. Second, it explores the 'lived experience' of these strategies. Finally, it considers the relevance of Bourdieu's analysis for making sense of these practices in action." %X "This paper formalizes the use of flexible labour contracts in an efficiency wage framework, and derives market dualism as an endogenous outcome. By allowing temporary contracts to be either renewed or converted into permanent contracts, we obtain new theoretical insights into the market equilibrium. The conversion rate is itself an incentive device that acts as a substitute for the wage, and firms pay a wage differential in favour of permanent workers. The model also predicts that even if firms hire exclusively under flexible contracts, dualism arises as a feature internal to each firm and, consequently, as a market property." %X "Since the formulation of the mobilities paradigm, research has shown that movement is increasingly at the heart of our social identities. This paper argues that mobility, and indeed, hypermobility, constitutes to a growing extent who we are, whilst societal perspectives an mobility increasingly dictate how we need to move in time and space in order to accrue network capital. In this critical review, deeply embedded mechanisms of the social glamorization of mobility are uncovered, and juxtaposed with what we call a 'darker side' of hypermobility, including the physiological, psychological, emotional and social costs of mobility for individuals and societies. The paper concludes that whilst aspects of glamorization in regard to mobility are omnipresent in our lives, there exists an ominous silence with regard to its darker side." %X "This study aims to improve our understanding of overqualification by incorporating distinctions in employment status (i.e. self-employed workers, private employees and public employees) in the analysis of the incidence, effects, dynamics and routes out of overqualification. To this end, we apply discrete choice - ordered and nonordered - and count models to the data obtained from the European Community Household Panel for the EU-15. Our results indicate that the incidence of overqualification varies by employment status, where self-employed workers report the lowest occurrence. Furthermore, this analysis suggests that overqualification is a permanent phenomenon and demonstrates that successful pathways out of overqualification differ by employment status. The implications of these results for education and labour market policies are also discussed." (Author's abstract, IAB-Doku) ((en))

%X "The transformation of welfare state arrangements in European countries during the last two decades can not only be described as realizing an activating welfare state, but also as centred on specific life course transitions which are considered as critical. A number of new welfare arrangements have been set up or older ones have been modified taking into account the critical phases of the life course. These new welfare arrangements attribute new rights over resources to well-specified groups in terms of their life course events. The article first presents a selective overview of new welfare arrangements which are (in explicit or implicit ways) linked to specific phases and transitions of the life course in the different European countries; and, second, it analyzes the consequences of these new welfare arrangements on inequality. These arrangements establish (mostly implicitly) norms, which appear to define a role of an active, responsible and 'able' employee and citizen for everybody. However, the general starting positions of various groups of the population (such as women) and the existing welfare provisions constitute an obstacle to providing equal starting positions and an equal opportunity for pursuing one's life course according to the established norms. Therefore, the effects of these new welfare arrangements can have significant impacts on outcomes, and can therefore transform substantially the existing picture of inequalities." %X "With the increased attention on labour market participation, the field of work reintegration support has grown dramatically. In order to improve professionals' performance, standards and performance measures are introduced in this field. We question whether this will improve the quality of their work. Closer scrutiny needs to be paid to the inherently normative and structuring role of professional judging. We applied the concept of 'frames of reference' to the process of professional judgement in work reintegration. This concept helped us to understand how a work reintegration professional structures a client's story through implicit rules that escape formalization and control mechanisms. On the basis of 24 in-depth interviews with diverse work reintegration professionals in the Netherlands, we distinguish five of these frames: a procedural, a work-focused, a caring, a learning and a facilitating frame of reference. Furthermore, we show that professionals differ widely in the images they have of clients, leading to a large variety in judgement of, and interaction with, clients. Though differences between professionals are inherent to a complex and dynamic field as work reintegration, the current variety in professional-client contact in work reintegration seems to depend too much on arbitrary professional preferences. Therefore, reflection on these differences, both among professionals and by policymakers, is needed in order to improve the professional practice of work reintegration service." %X "Social mobility has been a central tenet of UK Government public policy, viewed as a silver bullet to creating a socially just and 'fair' society as well as an economically successful one. Within policy discourse young people's aspirations are deemed of critical importance to achieving educational success and in turn social mobility. However, within both popular and policy rhetoric 'place attachment' is routinely posited as a serious hindrance to successful realisation of aspiration, putatively because it embeds young people in 'place' (e.g. a particular community or geographical location) and prevents them from accessing employment in national labour markets. This paper, however, problematises the notion that 'place attachment' and 'spatial mobility' are necessarily mutually exclusive. Calling on data from a qualitative study of young people's aspirations in two distinctive regions of South Wales, UK, the analyses reveal that despite the largely localised 'imagined futures' of these young people they held very 'high' aspirations for professional forms of employment, which for some young people meant moving away from home and locality in order to achieve. The paper calls for a rethinking of how young people's aspirations are conceptualised both in government policy and academic research." (Author's abstract, IAB-Doku) ((en))

%X "This article addresses the question of to what extent young people show an inclination to accept some sacrifice in their career progression in the future in order to reach a better work - family balance. Data come from a survey conducted among a sample of 2383 university students who attended three universities: University of Nairobi, University of Iceland, and Complutense University of Madrid. After building a set of indicators about career and family involvement aspirations of respondents, and after conducting a statistical and regression analysis, this research shows that young women (on average) still have a greater predisposition than young men to make sacrifices in the future in their working careers in order to achieve a better work - family balance. Moreover, having a high degree of leadership aspirations and belonging to an egalitarian household tend to reduce the inclination to sacrifice career opportunities, whereas having a high inclination to be involved in childcare in the future and having the perception of a future work - family conflict tend to increase it. Gender attitudes have a differential effect on female and male students: having traditional gender attitudes tends to increase the inclination to sacrifice career opportunities in the case of female students and reduce it in the case of male students." Using French data over the 2002 - 2010 period, we rely on a dynamic model with fixed effects to disentangle state dependence from unobserved heterogeneity. Although fixed-term contracts may provide a 'stepping-stone' to permanent positions, temporary agency work is hardly better than unemployment in this regard. The Great Recession of 2008 has changed the dynamics on the labor market and amplified the difference between fixed-term contracts and temporary agency work. For both types of temporary workers, providing overtime work does not significantly increase the transition to permanent employment." (Author's abstract, IAB-Doku) ((en))

%X "What are the determinants of students' interest in earning a PhD? In this study, we use a mixed-methods approach to pursue this question. Based on qualitative interview data, we develop a model in which academic motivation and academic achievement interact with contextual factors such as working conditions to influence career intentions. We then test this model using a sample of 229 students currently enrolled in master-level courses of study at a German university. Our results speak to the role of intrinsic versus extrinsic motivations in the context of PhD intentions. In contrast to our expectations, results suggest that while intrinsic life aspirations and the intellectual challenge of gaining a PhD play a significant role for students' intention to pursue a PhD, extrinsic life aspirations and contextual determinants seem to be less influential. Furthermore, results highlight the importance of gaining familiarity and experience with academic work for students' career decisions." (Author's abstract, IAB-Doku) ((en))

%X "Previous research suggests that employees engage in voice behavior to reciprocate for the positive treatment they receive from employers, but less is known about individual differences in employees' willingness to engage in voice behavior to that end. The present study proposes that felt obligations to the organization relate more strongly to voice behavior when employees also have stronger preferences for job stability (rather than job mobility). We also propose that this two-way interaction will be further moderated by gender; specifically, males who feel strong obligations to reciprocate and have strong preferences for job stability are especially likely to engage in voice behavior. Data collected from 209 employees over an 8-month period support both the proposed two-way and three-way interaction effects. Thus, while the norm of reciprocity is widely held, the effects of felt obligations to employers on voice behavior also depend upon both gender differences and individual differences in preferences for job stability." %X "A recent upsurge in the incidence of precarious work in Europe necessitates fresh examination of the origins of this trend. On the basis of field research in eight European countries and with reference to theories of liberalization and dualization, the factors that drive precarious work in discrete European labour markets are thus investigated. It is discovered that, while a structural-demographic factor such as non-compliance with labour law is a notable progenitor of precarious work, the deregulatory strategies of public authorities are particularly significant drivers. In conclusion it is asserted that although the theory of dualization helps explain developments in conservative-corporatist countries, in Anglophone and Mediterranean countries liberalization theory is generally more apposite. Central and Eastern European (CEE) countries emerge as a hybrid case." (Author's abstract, IAB-Doku) ((en))

%X "This study explores the relationship between occupational background and coping with unemployment in two occupational groups. Longitudinal qualitative data are analysed in a lifestory context by classifying types of themes found in the narratives. The study is theoretically rooted in the latent deprivation hypothesis, the agency restriction hypothesis and the theory of social exclusion. Occupational background and identity constituted the key foundations in which the journalists and managers anchored their strategies for coping with the labour market in general and with long-term unemployment in particular. Being able to cope was experienced as supportive and even minor success in the labour market enhanced active behaviour. However, repeated failure was related to deterioration in mental well-being. Institutional support was the most beneficial when it provided the unemployed with tools that enabled them to understand the situation they were facing and the need to consider occupational change." This nation-wide study compared the health and well-being of university-educated stayers and leavers following the downsizing of the banks and took into account labour market trajectories among the leavers following downsizing and job insecurity among the stayers. Results indicate a clear difference for the stayers and leavers on all outcomes of health and well-being, indicating that stayers fare worse than leavers in the early aftermath of downsizing. Overall, those male and female leavers who had found steady employment and male leavers with temporary employment fared the best of all groups. Of all the groups in this study, insecure stayers are the group of employees that experiences the lowest well-being and worst health." (Author's abstract, IAB-Doku) ((en))

%X "Using a dyadic study design, the present study draws on research into the family-relatedness of work decisions to examine the impact of the spouse's characteristics on an employee's willingness to engage in job-related relocation. With a sample of 1234 employees, the results show that spousal willingness to relocate mediates (a) the negative effect of the spouse's community ties and (b) the positive effect of the spouse's job alternatives on an employee's willingness to relocate. The indirect effect of the spouse's job alternatives was stronger among female than among male employees. To validate employees' perceptions, this study uses matched data from a subsample of 207 employees and their spouses to test a multi-source model, which revealed several notable inconsistencies. Our exploration of discrepancies between employee and spousal ratings helps explain these differences between single-source and multi-source models. Overall, findings suggest that employees consider various spousal factors in their career decision-making, and the family-relatedness of relocation decisions is particularly strong among female employees." %X "Based on career construction theory, the current research examined the relationship between career adaptability and perceived overqualification among a sample of Chinese human resource management professionals (N = 220). The results of a survey study showed that career adaptability predicted perceived overqualification through a dual-path model: On the one hand, career adaptability positively predicted employees' perceived delegation, which had a subsequent negative effect on perceived overqualification. At the same time, career adaptability also positively predicted career anchor in challenge, which in turn positively predicted overqualification. This dual-path mediation model provides a novel perspective to understand the mechanisms through which career adaptability affects perceived overqualification, and demonstrates the coexistence of opposite effects in this process. In addition, the results also showed that the effects of perceived delegation and career anchor in challenge on perceived overqualification were stronger among employees with a higher (vs. lower) level of organizational tenure. These findings carry implications for both career development theories and organizational management practices." (Author's abstract, IAB-Doku) ((en))

%X "This article considers the dual role of immigrants' social networks in occupational attainment in the Finnish labour market. Drawing on the empirical observations gained from investigating the entire occupational careers of 40 immigrants, it argues that while ethnically dominated networks act as a crucial resource-opportunity structure to help get immigrants a foothold in the local economy and society, at the same time, they can also operate as constraining factors by confining them to low-prestige occupations in which the chances for occupational mobility are rather restricted. Overall, the article aims to suggest that although deficiency in locally gained human capital creates obstacles to better labour-market integration, the kinds of social networks in which immigrants are embedded can also significantly contribute to their low occupational attainment in their new country." %X "Third-country immigrants are over-represented among lower status workers in all EU countries and rarely achieve upward mobility. The present paper aims to analyse the migration trajectories of foreign-born women who entered the Italian labour market as domestic workers, in order to assess the role of personal and group characteristics in determining the chances of leaving this sector. The data were collected as part of a project studying the working trajectories of migrants in Italy. The survey was conducted during 2009 on 13,000 migrants aged 18 and over, living in Italy at the time of the interview and born in high emigration countries. We used a piecewise exponential model with random intercept for citizenship with time measured from the beginning of the person's first domestic work in Italy. Our results show low exit rates from the domestic sector but we identify personal and group characteristics which facilitate exit from this segment of the labour market. Employment experience, including unskilled, has a positive effect on the transition in the host country, as do education achieved in the country of origin and higher levels of tasks and duties in the last job held in the country of origin, whereas ethnic networks limit access to other occupations. The aims of the women's migration project include a strong emphasis on occupational mobility, whether they migrate for work or for family reasons. Finally, we find evidence of the existence of a 'U-shaped' pattern in occupational mobility for this particular subpopulation of workers." (Author's abstract, IAB-Doku) ((en))

%X "While the informal sector has received widespread attention in academic and policy arenas in recent decades, knowledge gaps and controversies remain. By examining the incidence and determinants of the formal-informal sector earnings gap for adult male dependent employees using two identical, nationally representative labor force surveys for Serbia -- one just prior to the impact of the recent international financial crisis and one about a year into the crisis -- for three alternative measures of informality, this paper adds to our understanding in several dimensions. Among the main results is the finding of a substantively large formal-informal sector earnings gap (favoring the formal sector) -- across three alternative informality measures -- which appears to have decreased substantially overall following the crisis. Additional results suggest that formal sector workers are concentrated in better paying industries and occupations and have more education and other favorable characteristics than informal sector workers, and at the same time also have higher returns to their (already favorable) characteristics overall, with education and part-time status consistently among the main drivers of the observed gap." Applying fixed-effects methods, the estimates suggest that minimum wages have a significant positive effect on formal sector wages, while there are no spillover effects on informal workers. Regarding employment, we find no statistically significant negative effects of minimum wages on the probability of being formally employed. These findings suggest that employers use adjustment channels other than employment or that effects such as a demand stimulus on a local level outweigh the possible negative employment effects." This article considers the implications of the complex interplay of migration, ethnicity and workplace progression for skills policy by comparing and contrasting the opportunities faced by low-paid workers of diverse ethnicities in progressing to better paid work. This is done by drawing on a qualitative study of nine case study organisations in Scotland and England, including interviews with sixty-five workers and forty-three managers. We argue that while all low-paid workers face formidable barriers to progression, recent migrants and settled ethnic minorities face additional challenges that should be considered in skills and wider social policies related to low-paid work." Empirically, the question is brought down to an application with US General Social Survey data. For the identification of a causal relationship, I use a structural approach and estimate a recursive bivariate probit that controls for selection on unobservables. Results suggest that trust increases if children have achieved an upward income movement away from their parents' income position, and it decreases with the experience of downward income mobility. Policy implications are also discussed." (Author's abstract, IAB-Doku) ((en))

What does this mean in regard to the income, employment stability, inclusion in social security systems and employability of trainers in continuing education? This article presents a doctoral research project conducted at the University of Duisburg-Essen that analysed the structural conditions and thus the different sectors and parts of the labour market active in continuing education in Germany: the sector that is general and publicly funded, the sector that is professional and publicly funded and the sector that is privately funded. The research project was based on an online questionnaire completed by 2,229 people working in continuing education in 2012. It appeared that there are two main factors for precarity: the income of adult educators in publicly funded general continuing education and the trend toward limited term employment and more flexible conditions in publicly funded professional continuing education." %X "We analyze the effects of adverse selection on worker turnover and wage dynamics in a frictional labor market. We consider a model of on-the-job search where firms offer promotion wage contracts to workers of different abilities, which is unknown to firms at the hiring stage. With sufficiently strong information frictions, low-wage firms offer separating contracts and hire all types of workers in equilibrium, whereas high-wage firms offer pooling contracts, promoting high-ability workers only. Low-ability workers have higher turnover rates and are more often employed in low-wage firms. The model replicates the negative relationship between job-to-job transitions and wages observed in the U.S. labor market." (Author's abstract, IAB-Doku) ((en))

%X "We measure the contribution of worker flows across employment, unemployment, and non-participation to the change in unemployment in eleven EU countries during the period 2006-2012, paying special attention to which socio-demographic groups in each of the countries were mostly affected by job creation and job destruction during the crisis. We find that age, to a larger extent than educational attainments, is the main determinant of flows from employment into unemployment, particularly in those countries where unemployment increased by most. Secondly, we highlight some institutional features of the labour market (employment protection legislation, unemployment insurance, and the incidence of active labor market policies) that help to explain the cross-country differences in flows between employment and unemployment and in their socio-demographic composition. Finally, we examine if the crisis has led to some employment reallocation across sectors, finding that, so far, there is no clear evidence in favor of cleansing effects." We then analyze the stability of the risk measures over time. Between 2007 and 2012 we have the Great Recession, which had a mild impact in the German labor market while it had a more profound impact on the Ukrainian labor market. This enables us to investigate whether and how the crisis impacted on the risk attitudes in the two countries. By focusing on self-employment we also investigate whether the reduced willingness to take risks as a consequence of the Great Recession affects labor market dynamics and outcomes." Eurofound, as the tripartite European Agency responsible for analysing trends on the European labour markets since the mid-70s, has conducted research in both areas: specific analysis on women's situations and more gender-driven research. In the latter, issues and analysis are developed that examine the situation of both men and women, particularly as regards the labour market and at work." (Author's abstract, IAB-Doku) ((en))

%X "Using longitudinal data on the universe of workers in Denmark during the period 1991-2008 we track the labor market outcomes of low skilled natives in response to an exogenous inflow of low skilled immigrants. We innovate on previous identification strategies by considering immigrants distributed across municipalities by a refugee dispersal policy in place between 1986 and 1998. We find that an increase in the supply of refugee-country immigrants pushed less educated native workers (especially the young and low-tenured ones) to pursue less manual-intensive occupations. As a result immigration had positive effects on native unskilled wages, employment and occupational mobility."

- Solche beanspruchungskritischen Episoden sind u.a.
(Autorenreferat, IAB-Doku)

%X "We use Swedish register data to compare the employment and income of immigrants who intermarry natives versus those of immigrants who intramarry other immigrants in Sweden. We conduct the same analyses on three subsamples: labour migrants, refugees and family migrants. We find that intermarried immigrants outperformed intramarried ones in employment rates and salaries before and after marriage, in 1997 and 2007 respectively, and the same in true for each of the three subsamples analyzed. There is a statistically significant difference in income growth between intermarried and intramarried immigrants within that time period, but this difference is only significant for the subsample of family migrants. Finally, the upward mobility in employment status between 1997 and 2007 is higher for intermarried immigrants than for intramarried ones, with this being also the case for each of the three groups of labour migrants, refugees and family migrants. Our findings provide evidence to support both the selection hypothesis and the intermarriage premium hypothesis for the whole group of immigrants to Sweden. They also fully support the selection hypothesis for labour and family migrants but only partially for refugees; whereas they fully confirm the intermarriage premium hypothesis for family migrants but only partially for refugees and labour migrants." (Autorenreferat, IAB-Doku)
%X "Using data from the German Socio-Economic Panel (SOEP), continuous-time duration models are applied to examine whether paternal unemployment delays sons' school-to-work transitions and thus leads to a spell of early career non-employment. The results show that substantial delaying effects of fathers' unemployment exist and that they are heterogeneous among educational groups. Therefore, paternal unemployment implies long-run intergenerational costs by hindering sons' smooth school-to-work transitions which can be expected to have long-lasting negative labor market consequences." (Autorenreferat, IAB-Doku)
%X "Over the past several decades, most industrialized countries have experienced a rise in commuting distances, spurring scholarly interest in its determinants. The primary theoretical explanation for longer commuting distances is based on higher wages; however, empirical evidence is minimal. We argue that commuting indeed often results from changes to jobs with higher wages. However, local labor market opportunities strongly moderate individuals' responsiveness to wage changes, resulting in diverse wage effects determined by the place of residence. Using German survey data linked to administrative information with a mixed-effects design, we find that when changing jobs the effect of wages on commuting distances rises substantially according to the local labor market density. While residents in the least dense areas do not adjust their commuting distance substantially in response to a wage change, residents in areas with the highest employment density are highly responsive. This result indicates the need to take into account the regional labor market structure when analyzing commuting patterns as local opportunities strongly influence the adjustment process of commuting distances. Particularly commuters from economic centers seem to adjust their distances to a great degree."

November 2014 in Köln vorgestellt.
