Abstract= {"Genossenschaften erfahren in jüngster Zeit in ihrem empirischen Auftreten und als Forschungsgegenstand eine Renaissance. Dieser Beitrag exploriert Genossenschaften von und für Solo-Selbstständige als neue Arbeitsmarktorganisationen. Ziel ist es, zu erfassen, wie Genossenschaften als Organisationstyp Mobilität organisieren und welche Organisationsdynamiken damit verbunden sind. In einem Vergleich zweier Fälle aus IT und Medizin werden Genossenschaften über die zentralen Organisationsmerkmale Ziel, Mitgliedschaft und Struktur bestimmt und es wird ihre Rolle auf dem Arbeitsmarkt diskutiert. Genossenschaften mit dem Ziel der solidarischen Organisation von Mobilität von Solo-Selbstständigen können als Hybride zwischen Interessenvertretungs- und Vermittlungsorganisationen gesehen werden, die sich in der sozialen Integration ihrer Mitglieder von anderen Arbeitsmarktorganisationen und sozialen Netzwerken unterscheiden. Abstract= {"Cooperatives have recently experienced a renaissance in their empirical appearance and as an object of research. This paper explores cooperatives by and for solo self-employed as new labor market organizations. The aim is to understand how cooperatives organize mobility and what organizational dynamics are associated with the cooperative form of organization. A comparison of two cases from IT and medicine shows that cooperatives can be specified by the central organizational characteristics of goal, membership and structure. Moreover, their role in the labor market is discussed. Cooperatives with the goal of a solidarity-based organization of mobility of solo self-employed can be seen as hybrids between interest representation and intermediary organizations, which differ from other labor market organizations and social networks in the social integration of their members. The analysis contributes to the empirical study of cooperatives and to their sociological classification alongside other labor market organizations." Abstract= {"This article investigates the subjective employment mobility, defined as migrants' evaluation of their employment situation before and after migration, of European physicians in Germany. Analyzing different dimensions of occupation (e.g., income, working conditions, use of skills, career opportunities) of physicians who migrated to Germany from within the European Union (i.e., EU physicians), it examines which factors influence physicians' perception of whether migration worsened or improved their employment situation. I argue that the original reasons to migrate (e.g., economic, career-related, or family reasons) and other migration-related factors (e.g., language skills), as well as characteristics of the occupation (e.g., the hierarchical structure), must be considered to understand subjective employment mobility. The analyses are based on original survey data collected among EU physicians in Germany (N = 1,058). Results from OLS regressions show that physicians' original reasons for migration largely matched their subjective employment mobility, suggesting that migration for career reasons and a perceived improvement of use of skills and career opportunities are positively linked while migration for economic reasons positively affected physicians' perception of income and working conditions. Physicians aiming for the highest position perceived their overall employment situation as worse compared to before migration, and the origin region mattered, particularly for physicians from EU Eastern member-states, who were more likely to perceive an improvement in their employment situation. Results further inform understandings of labor-related migration of high-skilled professionals by identifying obstacles and conducive conditions at migration for a group that is often assumed not to face barriers in using migration for professional advancement." Abstract= {"This paper integrates the classic theory of firm boundaries, through span of control or taste for variety, into a model of the labor market with random matching and on'the-job search. Firms choose when to enter and exit, whether to create vacancies or destroy jobs in response to shocks, and Bertrand-compete to hire and retain workers. Tractability is obtained by proving that, under a parsimonious set of assumptions, all worker and firm decisions are characterized by their joint surplus, which in turn only depends on firm productivity and size. The job ladder in marginal surplus that emerges in equilibrium determines net poaching patterns by firm characteristics that are in line with the data. As frictions vanish, the model converges to a standard competitive model of firm dynamics. The combination of firm dynamics and search frictions allows the model to: (i) quantify the misallocation cost of frictions; (ii) replicate elusive life-cycle growth profiles of superstar firms; and (iii) make sense of the failure of the job ladder around the Great Recession as a result of the collapse of firm entry." Abstract= {"This study investigated whether employees' career transitions from the private to the public sector are related to their previous absences, where absenteeism is a proxy for a preference for shirking (exerting low effort). The aim was to determine whether workers who shirk are more likely to select public sector jobs. We differentiated absenteeism by type, such as health problems or childcare obligations, versus a preference for low effort. Using 2004 to 2017 data from the German Socioeconomic Panel, which represented 50,565 person-years, we estimated a duration model of private-sector workers' exit into public employment, controlling for potential absenteeism drivers, and found a positive relationship between the probability of switching to public employment and absenteeism among workers who were in good health and had no children. This finding supports the conclusion that workers with a preference for low work effort tend to switch to public sector jobs. We further examined potential reverse causality and conducted various robustness checks. The policy implications and potential shortcomings of our results are discussed." Abstract= {"We develop a unique survey that focuses on the job search behavior of individuals regardless of their labor force status and field it annually starting in 2013. We use our survey to study the relationship between search effort and outcomes for the employed and non-employed. Three important facts stand out: (1) on-the-job search is pervasive, and is more intense at the lower rungs of the job ladder; (2) the employed are at least three times more effective than the unemployed in job search; and (3) the employed receive better job offers than the unemployed. We set up a general equilibrium model of on-the-job search with endogenous search effort, calibrate it to fit our new facts, and find that the search effort of the employed is highly elastic. Abstract= {"In Europe, the consequences of temporary employment are at the centre of a social policy debate about whether there is a trade-off between efficiency and equity when deregulating labour markets. However, despite decades of research, there is confusion about the consequences of temporary employment on wage and career mobility. It is often stated that the consequences are 'mixed'. We review the literature with a focus on synthesizing the evidence and analysing the theories. Our review shows that we know a lot more than is often understood about the consequences of temporary employment on wage and career mobility. We create clarity by organizing the evidence by geographic region, demographic group and reference group. While outcomes vary across these factors, there is less variation within these factors. At the same time, we know a lot less than is often understood about the mechanisms through which temporary employment affects mobility. Some common theories are not well specified in their application to temporary employment. We create new opportunities for development in the field by increasing the scope of the debate about some questions and decreasing the scope of the debate about other questions." We analyse whether the institutional label of 'having attended a special needs school' – beyond and above low school attainment – results in scarring effects for students' chances of integration into training and employment after leaving school. We focus on students classified as having learning disability (Lernbehinderung), the largest group among students with special educational needs (SEN) and examine their NEET risk compared to equally low-attaining students from general schools at age 20/21. The analyses are based on rare longitudinal data for SEN students, the German National Educational Panel Study. Employing matching and regression techniques, we find that the label of 'having attended a special needs school' does generate long-term scars above and beyond low school attainment. Within occupations, workers compete to improve their labour positioning over time and in the process, create unequal outcomes. Advancement to better positions or improved wages can be dependent on many individual factors such as tenure, skills, experience, and effort. Yet, occupations also allow workers to create relative advantage by closing off opportunities to others or seeking otherwise meaningful distinction. This article aims to explain how the occupational context shapes how those within skilled occupations construct the means of relative labour market advantage. It is based on a wider UK case study of laboratory scientists, software engineers, and financial analysts. It shows that within each occupation, there are distinct forms of creating advantage depending on the nature of the occupation such as the educational composition of the incumbents, the situ of skill development, and the level of educational congestion within the occupation." Abstract= {"The paper focuses on a phenomenon largely neglected in the sociology of education and social inequalities: How can we explain the non-reproduction of social inequality in an already highly selected population? To address this question, the contribution examines factors that explain the appointment of junior professors from underprivileged educational families to a full professorship. The analyses draw on survey data collected among junior professors at German universities in 2015; Bourdieu's sociology of social inequality provides the analytical framework. The analyses indicate that social mobility can be explained by upwardly mobile professors' (1) lack of bourgeois serenity, (2) undirected zeal for work, and (3) ascetic way of living. The study complements rather deficit-oriented research on social inequalities with a perspective that focuses not only on deficiencies and disadvantages associated with an underprivileged educational background but also on resources that facilitate social mobility." Abstract= {"The German economy has witnessed a stable upswing in the last decade. At the same time, receipt of welfare benefits did not decline substantially. In a dualised labour market and a welfare system under an activation paradigm (Unemployment Benefit II), many (former) welfare recipients face instable and lowpaid employment opportunities. Hence, returns to benefit receipt are rather common. Using administrative data and hazard rate models, we study the determinants of stable exits from welfare to employment focussing on the labour market segment after exit. Employment-related exits are slightly more common and significantly more stable than other exits. Labour market resources are associated with quicker employment-related exits, but not always with longer self-sufficiency. The stability of exits is also related to the economic sector and the type of employment. The results indicate that in addition to encouraging leaving welfare receipt, measures promoting good and sustainable employment are needed." Although now recognised as 'essential', these heterogeneous occupations had so far hardly been analysed as a group. Abstract= {"This paper investigates the circumstances experienced by those who became separated from their employment due to the COVID-19 pandemic, and, where the circumstances are disadvantageous, the factors that prompt such disadvantages to arise. The analysis draws on data from the first to fourth wave of the 'JILPT Panel Survey on the Impact of COVID-19 on Work and Daily Life.' The analysis concludes that those who experience COVID-19-related job separation are highly likely to see a decline in their income after changing employers/reemployment. It also reveals that this is related to the high rate of job separation for reasons attributable to the employer, and the high rate of change across industries in the process of changing employers/reemployment." Abstract= {"The COVID-19 pandemic has prompted a sharp rise in the numbers of workers affected by the temporary closure of their place of work or reduction of their working hours (referred to here as 'leave') or both. This paper is an exploratory analysis of how workers' careers differ depending on whether they experienced leave during the period for which a national state of emergency was declared from April to May last year (2020) and what kind of wage compensation they received during that leave. The analysis concludes that while those workers who received no wage compensation whatsoever while on leave do not show a tendency toward changing employers, said workers do show a strong tendency to become unemployed or 'unoccupied' (which is used here to refer to those neither working nor looking for work)." Abstract= {"In a randomized field experiment, we provide personalized suggestions about suitable alternative occupations to long-term unemployed job seekers in the UK. The suggestions are automatically generated, integrated in an online job search platform, and fed into actual search queries. Effects on the primary pre-registered outcomes of 'finding a stable job' and 'reaching a cumulative earnings threshold' are positive, are significant among those who searched at least once, and are more pronounced for those who are longer unemployed. Abstract= {"This paper builds a new set of harmonized indicators of the environmental properties of jobs using micro-level labor force survey data from 34 economies between 2005 and 2019 and analyzes the labor market implications of the green economic transition and environmental policies. Based on the new set of indicators, the paper's main findings are that greener and more polluting jobs are concentrated among smaller subsets of workers, individual workers rarely move from more pollution-intensive to greener jobs, and workers in green-intensive jobs earn on average 7 percent more than workers in pollution-intensive jobs." Abstract= {"We develop a frictional labor market model with multiple regions and heterogeneous firms to study how frictions impeding labor mobility across space affect the joint allocation of labor across firms and regions. Bringing the model to matched employer-employee data from Germany, we find that spatial frictions generate large misallocation of labor across firms within regions. By shielding firms from competition for workers from other regions, spatial frictions allow low productivity firms to expand, reducing aggregate productivity. Abstract= {"This paper studies how labor market pooling, calculated as regional concentrations of employment in related industries and related occupations, affects the job outcomes of displaced workers. Using matched employer-employee data for displaced workers between 2003-2009 in Sweden, the results show that all workers experience a drop in earnings after displacement. However, the earning losses of workers who lose their jobs in markets with higher labor market pooling are lower. Abstract= {"Prior literature on the economic impact of immigration has largely ignored changes to the composition of labor demand. In contrast, this paper uses a comprehensive collection of survey and administrative data to show that heterogeneous establishment entry and exit drive immigrant-induced job creation and a rightward shift of the productivity distribution in U.S. local industries. High-productivity establishments are more likely to enter and less likely to exit in high immigration environments, whereas low-productivity establishments are more likely to exit. These dynamics result in productivity growth. A general equilibrium model proposes a mechanism that ties immigrant workers to high-productivity firms and shows how accounting for changes to the employer distribution can yield substantially larger estimates of immigrant-generated economic surplus than canonical models of labor demand" (Author's abstract, IAB-Doku) ((en))},

Abstract= {"What are the implications of the needed climate transition for the potential reallocation of the U.S. labor force? This paper dissects green and polluting jobs in the United States across local labor markets, industries and at the household-level. We find that geography alone is not a major impediment, but green jobs tend to be systematically different than those that are either neutral or in carbon-emitting industries. Transitioning out of pollution-intensive jobs into green jobs may thus pose some challenges. However, there is a wage premium for green-intensive jobs which should encourage such transitions. To gain further insights into the impending green transition, this paper also studies the impact of the Clean Air Act. Abstract= {"Das Sonderprogramm 'Förderung der beruflichen Mobilität von ausbildungsinteressierten Jugendlichen aus Europa (MobiPro-EU)' ist eine Förderung von Projekten, die junge Erwachsene aus der EU unterstützen, mit dem Ziel, Mobilitätshemmnisse abzubauen, junge Europäerinnen und Europäer auf eine duale Ausbildung in Deutschland vorzubereiten und Betriebe bei der erfolgreichen Besetzung freier Ausbildungsplätze mit jungen Menschen aus dem europäischen Ausland zu unterstützen. Die Projekte im Sonderprogramm rekrutieren die jungen Erwachsenen in den Herkunftsländern, vermitteln diese an Betriebe und unterstützen die Teilnehmenden beim Spracherwerb, der Integration in Deutschland und fachlich während der Ausbildung. Hinzu kommt eine finanzielle Aufstockung der Ausbildungsvergütung zur Sicherung des Lebensunterhalts auf 818 Euro. Ziel des Forschungsvorhabens in Zusammenarbeit mit dem Institut für Angewandte Wirtschaftsforschung e.V. (IAW) und dem SOKO-Institut ist es, Wirkungsweise, Zugangsmechanismen und Umsetzungscharakteristika des Sonderprogramms MobiPro-EU zu analysieren und die Zielerreichung sowie die kausalen Wirkungen des Programms zu ermitteln. In einer Zusatzuntersuchung wurden auch die Determinanten für einen Projekt- oder programmabbruch näher untersucht. Darüber hinaus sollen von einer laufenden Berichterstattung Impulse zur Steuerung des Programms ausgehen. Abstract= {"There is no doubt that technological change is transforming labour markets worldwide and thus also alters migration patterns. New technologies lead to the creation of jobs and changes in work requirements. The differentiation between movable (vs. non-movable) jobs has significant consequences for mobility patterns as well as the emergence of transnational labour markets. But technological progress also implies job losses in some segments of the labour markets. This, in turn, can cause people to move elsewhere. Additionally, the lack of technological progress in many countries of origin may make outmigration attractive. Further, entangled legal infrastructure(s) of technological change, labour markets and mobility are increasingly relevant – at present we see a predominance of 'trial-and-error' approaches of the various actors engaged. Yet, legal infrastructure may both cause and facilitate as well as hinder people to move into regular jobs. It can simultaneously encourage and discourage employers to engage migrants in non-precarious ways. While writing this research brief the situation in Ukraine with its millions of refugees fleeing towards Western countries illustrates in a dramatic way the interwovenness of technologies and legal infrastructures. A fast and sustainable integration into the various administrative systems, the fight against disinformation, and fake news in social networks are only the tip of the iceberg of an ongoing digitalization of our societies and their institutions Technological change especially affects labour markets and social policies regarding the way we 'do' work.
