   Abstract= {"Although stratification research has long recognized the importance of mapping out the underlying boundaries that govern the flow of workers in the labor market, the current literature faces two major challenges: (1) the determination of mobility boundaries and (2) the incorporation of changes in mobility boundaries. The authors propose a network approach to address these challenges. The approach conceptualizes the occupational system as a network, in which the nodes are occupations and the edges are defined by the volume and direction of workers who move between the nodes. A flow-based community detection algorithm is introduced to uncover mobility boundaries based on the observed mobility network. Applying this approach to analyze trends in intragenerational occupational mobility in the United States from 1989 to 2015, the authors find that the boundaries that constrain mobility opportunities have become increasingly rigid over time, while, at the same time, decoupled from the boundaries of big classes and microclasses.    Abstract= {"Unemployment strongly influences a person's economic resources and life chances. Especially for unemployed individuals who have to rely on means-tested benefits, episodes of unemployment often go along with substantial material restrictions. Therefore, from a policy perspective, measures or regulations that might shorten unemployment episodes and reduce overall unemployment are particularly important. In this paper, we analyse whether concessions regarding the characteristics of the job searched for influence an individual's unemployment duration. In doing so, we focus on a particular aspect of availability requirements in Germany. This is the fact that for unemployed recipients of means-tested benefits almost all types of jobs count as suitable employment and, therefore, recipients are obliged to make job-related concessions if offered a job requiring such concessions. The results indicate that there is no positive effect of making concessions regarding qualification requirements or status on employment chances. In contrast, there are positive effects of wage concessions. However, searching for a job in a different occupation (that does not necessarily imply a concession) has a comparable, positive effect on finding employment.    Abstract= {"This paper analyses the effect of training participation on employees' retention in the training establishment. On the basis of the human capital and monopsony theories the effect of portability, visibility, and credibility of training on employee retention is jointly calculated. We use an extensive German linked employer-employee panel data set with detailed survey information on the training history and administrative labour market information of 4318 employees working in 149 establishments (WeLL-ADIAB). In multivariate panel regressions including internal instruments we compare the probability of staying with the same employer between training participants and employees who were by chance unable to participate in a planned training event. The high portability of training contents and training visibility provided by training certificates reduce the retention effect of training independently. Retention is reduced further when training content is reported credibly, that is, it is provided and certified by external institutions. However, the total effect of portable, visible, and credible training on retention is still positive. This paper therefore implies that employers can reap a double dividend of higher productivity and increased retention even from general, visible, and credible training." Following Frey and Osborne (London futures agiletown : the relentless march of technology and London's response. Deloitte, 2014, Technol Forecast Social Change 114(C), 254'280, 2017, https://doi.org/10.1016/j.techfore.2016.08.019) we apply the computerization probabilities to occupations in Austria. We conclude that about 40% of the Austrian workforce is active in occupations that are very likely to undergo substantial changes regarding task structure, skill requirement and working environment in the future, causing challenges and opportunities. We also provide evidence that compared to men, women in Austria seem more likely to be affected by technological changes, with sectoral orientation playing a role. Following EBRD (Skills, employment and automation. Chapter 2 in: EBRD (2018): Transition Report 2018-19, European Bank for Reconstruction and Development, London, 2018),we see a broader move towards job polarization. We see this as distributive consequences of technological change and argue that the consequences of technology refashioning socio-economic development are influencing market processes, actors and inequalities.    Abstract= {"One's current socioeconomic position is intimately tied to one's health status. Further, childhood living conditions also exert lasting effects on the health of adults. However, studies on changes in one's socioeconomic position over the life course rarely find consistent and systematic effects of social mobility for individual health and wellbeing. Such studies almost exclusively draw on objective measures of social mobility and do not consider subjective appraisals of social mobility by individuals themselves. We conduct an analysis of cross-sectional, representative German survey data to explore the question as to how subjective perceptions as opposed to objective accounts of occupational status mobility affect five self-reported health and wellbeing outcomes differentially. We show that objective and subjective accounts of social mobility overlap, yet this association is far from perfect. Further, there are relatively small associations between objective and subjective mobility accounts and health outcomes. Associations between subjective mobility perceptions and health outcomes are intriguingly independent of objective social mobility trajectories. Mismatches between objective and subjective mobility are also correlated with some health outcomes. We discuss implications of our findings that social mobility is associated with those aspects of health which are more closely related to psychological wellbeing rather than physical health." Drawing on Lazear's skill-weights approach, we develop empirical measures for occupational specificity and the skill distance between occupations to investigate how skills map into job mobility and wages. Our analysis reveals several important insights. First, higher occupational specificity is associated with lower job mobility and a longer period of unemployment. However, it is also associated with higher wages. Workers receive a wage premium of about 9% for re-employment in a one standard deviation more specific occupation. These results suggest a risk-return trade-off to educational investments into more specific skills. Second, the skill distance is negatively associated with wages. Workers moving between occupations with similar skill requirements suffer smaller wage losses than those with more distant moves. In order to achieve a more meaningful understanding of agency and structure in migration processes, this framework conceptualises migration as a function of aspirations and capabilities to migrate within given sets of perceived geographical opportunity structures. It distinguishes between the instrumental (means-to-an-end) and intrinsic (directly wellbeing-affecting) dimensions of human mobility. This yields a vision in which moving and staying are seen as complementary manifestations of migratory agency and in which human mobility is defined as people's capability to choose where to live, including the option to stay, rather than as the act of moving or migrating itself. Drawing on Berlin's concepts of positive and negative liberty (as manifestations of the widely varying structural conditions under which migration occurs) this paper conceptualises how macro-structural change shapes people's migratory aspirations and capabilities. The resulting framework helps to understand the complex and often counter-intuitive ways in which processes of social transformation and 'development' shape patterns of migration and enable us to integrate the analysis of almost all forms of migratory mobility within one meta-conceptual framework." With reference to the theories of German Vocational Education Theory that emerged at the beginning of the 20th century and the concept of vocation (Beruf), i.e. the merging of occupation-based work and education, as it was propagated in particular by Georg Kerschensteiner, the development and establishment of dual vocational training in Germany and Switzerland is reconstructed, in line with what became the institutional framework of apprenticeships in the two countries. Der vorliegende Artikel beschreibt neue Erkenntnisse über diese Interaktion und befasst sich mit der Frage, welches Einkommen Personen erwirtschaften, die Erwerbsarbeit im konventionellen Arbeitsmarkt durch Einnahmen ergänzen, die sie auf verschiedenen digitalen Plattformen erzielen. Auf der Grundlage zweier groß angelegter repräsentativer Befragungen einer Stichprobe von 18.000 Personen in den Jahren 2017 und 2019 in Kombination mit Daten aus Verwaltungsregistern zeigen wir, wie arbeits- und kapitalbasierte Plattformen jeweils unterschiedliche Einkommensgruppen ansprechen. Wir haben ebenfalls festgestellt, dass Online-Einkommen in Verbindung mit traditionellen Einkommensmodellen Segmentierungstrends verstärken, die im konventionellen Arbeitsmarkt zu beobachten sind.    Abstract= {"Although recent studies indicate that multiple jobholding is widespread in the digital platform economy, the interaction between people?s engagement with digital platforms and the conventional labour market is rarely explored. This article brings new insights into this interaction, exploring the income of individuals combining paid work in the conventional labour market with income from distinct digital platforms. Based on two large-scale representative surveys of a random sample of 18,000 people in 2017 and 2019 in combination with administrative register data, we demonstrate how labour and capital platforms attract different income groups. We also find that online income in combination with non-platform income sources such as traditional jobs exacerbate the segmentation tendencies found in the conventional labour market. An increasing share of rich and poor seem to use different platforms, indicating a potential hierarchy of labour market segments in both the online and the conventional labour markets."    Abstract= {"The public unemployment insurance program in Sweden has retrenched in terms of its benefit generosity in the last three decades. As a response to this trend, in which an ever-smaller proportion of the previous income of unemployed persons is compensated by public unemployment insurance benefit, complementary income insurance schemes provided by unions have expanded rapidly in the last 15 years, currently covering one half of the working population. What does this change mean for people who need income protection upon unemployment and are more likely to find themselves unemployed or underemployed? By analyzing survey-based benefit recipiency data among retail workers who were unemployed in 2014, this article explores the outcomes of the multi-pillarized unemployment benefit provision system in Sweden. While public unemployment insurance benefit does not fully compensate for the income loss for the majority of retail workers, the promise of a complementary income insurance scheme seems to be illusory for many individuals as they repeatedly oscillate between precarious work and benefits, accompanied by the burden of navigating a complex system."    Abstract= {"In Europe's 'age of dualization,' interest groups are key to contemporary political economy theory of insider-outsider divides, where only strategic, rational choice might explain a shift to inclusive representation. Yet, case studies of company-level social dialogue and collective actions show that power dynamics shape preferences, strategies, and, ultimately, inequalities. This paper seeks to identify the conditions under which company-level workers' representation moderates subjective insecurity gaps between the core and the atypical workforce. Through an explanatory sequential mixed methodology, a generalized linear mixed model using European survey data maps out the set of EU-28 political economies while a qualitative section explores the critical case of Italy in depth. The findings yield country clusters that support the power-based thesis of institutional and associational resources, but run counter to the rational choice thesis. With this multilevel perspective, the paper scrutinizes a premise of the dualization thesis and thereby contributes to the 'varieties of workplace dualization' literature, connecting the study of employment relations with political economy research on inequalities."    Abstract= {"This paper studies job search behavior in the midst of a pandemic recession. We use long-running panel data from the Netherlands (LISS) and complement the core survey with our own COVID-specific module, conducted in June 2020, surveying job search effort of employed as well as unemployed respondents. We estimate an empirical model of job search over the business cycle over the period 2008-2019 to explore the gap between predicted and actual job search behavior in 2020. We find that job search during the pandemic recession differs strongly from previous downturns. The unemployed search significantly less than what we would normally observe during a recession of this size, while the employed search mildly more. Expectations about the duration of the pandemic seem to play a key role in explaining job search effort for the unemployed in 2020. Furthermore, employed subjects affected by changes in employment status due to COVID-19 are more likely to search for a job.    Abstract= {"We develop a framework for identifying and quantifying barriers to entry and operation faced by female entrepreneurs in developing countries, and apply it to the Indian economy. We find that despite considerable progress over time, female entrepreneurs still face substantial entry and business registration costs (almost twice their male counterparts'). The costs of expanding a business, conditional on entry, are also substantially higher for women. However, there is one area in which female entrepreneurs have an advantage: hiring female workers is easier for them. We show that this pattern is not driven by the sectoral composition of female employment. Counterfactual simulations indicate that removing all excess barriers faced by women entrepreneurs would: (a) increase the fraction of female-owned firms significantly (nine times); (b) increase the real wages of female relative to male workers; and (c) generate substantial aggregate productivity and welfare gains (ca. 7% and 18% respectively). These large gains are due to reallocation: low productivity male-owned firms previously sheltered from female competition are replaced by higher productivity female-owned firms previously excluded from the economy."    Abstract= {"Differences in average wages across firms – which account for around one-half of overall wage inequality – are mainly explained by differences in firm wage premia (the part of wages that depends exclusively on characteristics of firms) rather than workforce composition. Using a new cross-country dataset of linked employer-employee data, this paper investigates the role of cross-firm dispersion in productivity in explaining dispersion in firm wage premia, as well as the factors shaping the link between productivity and wages at the firm level. The results suggest that around 15% of cross-firm differences in productivity are passed on to differences in firm wage premia. The degree of pass-through is systematically larger in countries and industries with more limited job mobility, where low-productivity firms can afford to pay lower wage premia relative to high-productivity ones without a substantial fraction of workers quitting their jobs. Stronger product market competition raises pass-through while more centralised bargaining and higher minimum wages constrain firm-level wage setting at any given level of productivity dispersion. From a policy perspective, the results suggest that the key priority should be to promote job mobility, which would reduce wage differences between firms while easing the efficient reallocation of workers across them."    Abstract= {"The recent SARS-Cov-2 pandemic has contributed to several corporate crises. As a result, many Small- and Medium-Sized Enterprises (SMEs) in Italy have filed for bankruptcy in the first quarter of 2020. In addition to a gigantic macroeconomic effect, the lockdown has impacted individuals to a large ex- tent. In this article, we investigate the behavioural response of employees who are under a dual condition of stress; namely, the pandemic and the risk of job loss. The hypothesis of employment hysteresis is challenged by looking at the tendency of individuals who are employed in firms facing a crisis, or in diffi- culty, to participate in training measures for: a similar job, remote working, and self-employment. Findings from a seemingly unrelated regressions (SUR) model show a significant increase in the likelihood to participate in standard or high-commitment training measures for similar jobs and remote working for employees who: i) positively value their professional social capital, i.e. their membership in a trade union (+24.4 and +25.2 percentage points, respectively); ii) have some displaced colleagues (+29.6 and +40.7 percentage points, respec- tively).    Abstract= {"Does childhood health capital affect long-run labor market success? We address this question using inpatient hospital admission records linked to population census records. Sibling fixed effects estimates indicate that in comparison to their brothers, boys with health deficiencies were more likely to experience downward occupational mobility relative to their father's occupational rank. This decline in occupational success across generations can be decomposed into a lower likelihood of attaining white collar status and a higher likelihood of working in unskilled jobs, which translated into lower occupational wages on average. Evidence indicates that a lower school attendance rate and higher rates of disability in both childhood and adulthood are plausible mechanisms for our findings." Guided by labor market sorting theory, we infer firm productivity from estimating firm-level production functions, taking into account that worker ability and firm productivity may interact at the match level. Using German data, we find that high wages are not necessarily a reflection of high firm productivity. Observed worker transitions towards higher wages are sometimes directed downwards on the firm-productivity ladder. Worker sorting into high-productivity firms is thus less pronounced than sorting into high-wage firms.    Abstract= {"While worker flow analysis has grown in importance in many countries, Austria still lacks a specific longitudinal dataset as a prerequisite to perform similar analyses. For this reason, this article provides a coherent procedure to construct a longitudinal dataset based on the rotational panel structure of the Austrian quarterly LFS from 2004 to 2014. The procedure, which is available for researcher, is grounded on the discussion of several related and important issues inherent in constructing this sort of longitudinal data: First, it deals with the construction of the quarterly-matched dataset and the quality-of-measurement of several labour market variables. Second, the paper analyses non-response as a sample selection process, and shows that the selected (quarterly-matched) dataset causes biased estimates of worker flows. Third, the article proposes an iterative raking procedure to obtain survey weights as a bias-correcting device for any future analysis. Based on these adjustments, we present unbiased time-series of worker flows and transition rates, and conclude that the employment-unemployment margin is highly sensitive to economic shocks and that the Austrian labour market is additionally shaped by large movements within the participation margin."    Abstract= {"Die vorliegende Studie beschäftigt sich mit den Herausforderungen des digitale Wandels für die berufliche Aus- und Weiterbildung sowie für die Hochschullehre. Dafür wurden eine breit angelegte Literaturanalyse sowie die Auswertung verschiedener Indikatoren vorgenommen. Den Kern der Studie bilden Interviews mit Expertinnen und Experten. Die Gespräche ergeben, dass alle Ausbildungsberufe von der Digitalisierung betroffen sind. Dennoch behält die duale berufliche Ausbildung auch im Zuge des digitalen Wandels einen hohen Stellenwert für die Wirtschaft. Vor allem in der Qualifikation des betrieblichen Ausbildungspersonals und der Lehrkräfte besteht noch erheblicher Handlungsbedarf, ebenso wie beim Umgang der Lehrenden an Hochschulen und in der Weiterbildung mit digitalen Lehr-Lern-Formaten. Kleine und mittlere Unternehmen stehen aufgrund von fehlender technologischer Ausstattung häufig vor besonderen Herausforderungen. Aus diesen Erkenntnissen werden verschiedene Handlungsempfehlungen abgeleitet. Beispielsweise wird bereichsübergreifend die Förderung der didaktischen Weiterbildung im Umgang mit digitalen Lehr-Lernformaten empfohlen. Die Befähigung zu lebenslangem Lernen, die Bereitstellung funktionierender technischer Ausstattung und einer leistungsfähigen Infrastruktur stellen weitere Handlungsempfehlungen dar."
