Abstract= {"Most of the literature on the effects of German works councils does not deal with the issue of potential endogeneity of works council existence. Exploiting exogenous variation in works council authority stemming from a 2001 reform of the German Works Constitution Act, I apply a regression difference-in-difference using establishment panel data. I find that increasing works council size and the introduction of one full-time councilor causally reduces the number of voluntary quits by about 30 %. This decline is driven entirely by collective voice effects and there is no evidence for monopoly effects in place. Similar to the findings of previous research, the effect is significant only in establishments which are subject to a collective agreement. The results suggest that the effectiveness of works councils either heavily relies on the support of unions, or that works councils mainly serve as a guardian of collective agreements." Workers respond to mismatch by intensive search, and sorting may result from complementarities in the match-level production function. The model is estimated on Danish-matched employer - employee data. Firms are ranked through revealed preference by the fraction of hires that is poached from other firms: the poaching rank. Identification is obtained by firm rank conditional mobility and wage patterns. Wage variation is decomposed into four sources: sorting (40%), worker heterogeneity (32%), firm heterogeneity (18%), and frictional competition (10%). Abstract= {"In late 2003, Norway passed a law mandating 40% representation of each gender on the board of public limited liability companies. The primary objective of this reform was to increase the representation of women in top positions in the corporate sector and decrease the gender disparity in earnings within that sector. We document that the women appointed to these boards post-reform were observably more qualified than their female predecessors along many dimensions, and that the gender gap in earnings within boards fell substantially. However, we see no robust evidence that the reform benefited the larger set of women employed in the companies subject to the quota. Moreover, the reform had no clear impact on highly qualified women whose qualifications mirror those of board members but who were not appointed to boards. Finally, we find mixed support for the view that the reform affected the decisions of young women. While the reform was not accompanied by any change in female enrollment in business education programmes, we do see some improvements in labour market outcomes for young women with graduate business degrees in their early career stages; however, we observe similar improvements for young women with graduate science degrees, suggesting this may not be due to the reform. Overall, seven years after the board quota policy fully came into effect, we conclude that it had very little discernible impact on women in business beyond its direct effect on the women who made it into boardrooms." Abstract= {"Previous research on overeducation focused on labour market entrants and investigated the role of individual characteristics and, more recently, labour market and educational institutions. This article shifts the focus to primeage workers, exploring the relation between economic conditions, related labour market dynamics, and overeducation across 16 European countries in the aftermath of the 2008 economic crisis. We regard cross-sectional overeducation rates as the result of past labour market dynamics involving employers' hiring and dismissal decisions and employees' job mobility. Based on data from the 2011/2012 Programme for the International Assessment of Adult Competences (PIAAC), we estimate mixed-effects linear-probability models. We find that overeducation risks are higher for individuals who experienced job mobility after the outbreak of the crisis (movers) than for those who were able to keep their jobs, with workers who changed their job before the crisis (short-term stayers) experiencing higher overeducation risks than long-term stayers. These differences are partly explained by compositional and contextual factors - however, our newly introduced differentiation of labour market dynamics profiles also shows an independent effect. Moreover, tertiary graduates are more likely to be overeducated than workers with upper-secondary qualifications - controlling for workers' skill heterogeneity. The findings on macroeconomic conditions are mixed: overeducation risks are higher in contexts of poorer economic conditions and even more so for movers; however, the multiplicative negative effect for movers disappears after controlling for job characteristics. This finding suggests that post-crisis mobility channeled workers more often into labour market segments with inferior job conditions where the risk of overeducation is generally higher." Abstract= {"Previous research has shown how the embodied performances expected from service workers make cultural class background important for entry into these forms of jobs. However, class judgement continues to impact the worker post-entry and on-the-job. We explore this through a qualitative study of 18 middle-class women working in luxury-retail stores in Amsterdam, asking how they acquire the taste of their store for aesthetic labour. This is a case we consider pertinent given the significant class difference between these workers and their economically rich clientele. We found that: (1) workers constructed the products they sold as distinct by devaluing 'popular' fashion products; (2) workers managed to acquire luxury knowledge through their work practices; (3) workers purchased luxury products via employee discount, the availability of which triggered allures to emulate their upper-class customers; (4) acquiring this taste was perceived as cultural-social mobility, a perception reinforced by feelings of recognition within private consumption practices; and (5) these endeavours were often marked by both avidity and anxiety, as work concerns conflated with class concerns. We conclude by arguing that systems of classification and the labour process work in alloy, as the necessities of work drive conformity to legitimate taste and, in turn, the legitimacy of taste assists in achieving worker motivation and the extraction of labour. Abstract= {"We develop a theory of career paths and earnings where agents organize in production hierarchies. Agents climb these hierarchies as they learn stochastically from others. Earnings grow as agents acquire knowledge and occupy positions with more subordinates. We contrast these and other implications with US census data for the period 1990 to 2010, matching the Lorenz curve of earnings and the observed mean experience-earnings profiles. We show the increase in wage inequality over this period can be rationalized with a shift in the level of the complexity and profitability of technologies relative to the distribution of knowledge in the population." Abstract= {"This paper provides comprehensive cross-country evidence on the relationship between earnings inequality and intra-generational mobility by simulating individual earnings and employment trajectories using short panels for 24 OECD countries. On average across countries, only 20% of earnings inequality in a given year evens out over the life cycle as a result of mobility. This suggests that the bulk of earnings inequality at a given time is permanent. Moreover, mobility and inequality are positively correlated across countries, suggesting that international differences in life-time inequality tend to be less pronounced than inequality differences in a given year. The positive correlation is largely driven by employment mobility - movements between employment and unemployment - and most pronounced in the bottom of the distribution." Abstract= {"In this paper we measure the relative contribution of firm effects and match quality to wage growth experienced by workers moving between jobs. We provide evidence that firm effects only explain a small share of the observed wage dynamics. We also show that standard assumptions on match quality used to estimate fixed-effect wage models are not well supported in Danish data. We propose an alternative strategy to estimate an additive model of wage changes that includes a freely-varying match effect for all but a subset of job changers. Using estimates from Danish linked worker-firm data, we find that 44% of the wage growth experienced by job-to-job movers is attributable to an improvement in the quality of the worker-firm match, and 66% of the variance of wage growth is explained by the variance of the change in match effects." Abstract= {"Are there Marshallian externalities in job search? We study how workers who lose their jobs in establishment closures in Germany cope with their loss of employment. About a fifth of these displaced workers do not return to social-security covered employment within the next three years. Among those who do get re-employed, about two-thirds leave their old industry and one-third move out of their region. However, which of these two types of mobility responses workers will choose depends on the local industry mix in ways that are suggestive of Marshallian benefits to job search. In particular, large concentrations of one's old industry makes it easier to find new jobs: in regions where the pre-displacement industry is large, displaced workers suffer relatively small earnings losses and find new work faster. In contrast, large local industries skill-related to the pre-displacement industry increase earnings losses but also protect against long-term unemployment. Analyzed through the lens of a job-search model, the exact spatial and industrial job-switching patterns reveal that workers take these Marshallian externalities into account when deciding how to allocate search efforts among industries." Abstract= {"The present article aims to study employment inequalities from a double dynamic perspective. It deals with the study of turning points in career paths in order to understand, first, the process of exclusion from the labor market, second, the increase in long-term unemployment over time. I mobilize the approach of economics of convention, which accounts for the processes of selection by focusing on moments of quality valuations in 'tests' (valorizations and devalorizations). I use qualitative data from 60 biographical interviews with French unemployed people to build a typology of conventional labor worlds based on mixed methods: quantitative lexical analysis with the software ALCESTE and qualitative analysis of the interviews. The empirical analysis reveals the existence of plural logics of coordination and valuation of work's quality, which can be connected to the different segments of the labor market brought out by the labor market segmentation theory. The processes of exclusion differ from one segment to another and are the result of specific tests and of interactions with specific intermediaries. The 'critical transitions' often stem from a tension between different registers of valuation. However, some experiences go beyond these discontinuities. Some changes in recruitment conventions, that become dominant, are at the origin of a 'denial of evaluation' and of the development of an 'unemployment of exclusion.'" Abstract= {"This article adds an intergenerational perspective to the study of perceived ethnic discrimination. It proposes the conjecture that perceived discrimination tends to increase with parental education, particularly among those children of immigrants who have attained only mediocre levels of education themselves. I discuss that this conjecture may be developed as an argument that comes in two versions: a narrow version about explicit downward (intergenerational) mobility and a wide version about unfulfilled mobility aspirations more generally. Analyses based on the six-country comparative EURISLAM survey support the argument: parental education positively predicts perceived discrimination in general, but among the less educated, this relation is most pronounced, whereas it is absent among those with tertiary education. A replication and falsification test based on the German IAB-SOEP Migration Sample reconfirms the main finding and provides further original pieces of evidence. Abstract= {"This paper asks whether elite colleges help students outside of historically advantaged groups reach top positions in the economy. I combine administrative data on income and leadership teams at publicly traded firms with a regression discontinuity design based on admissions rules at elite business-focused degree programs in Chile. The 1.8% of college students admitted to these programs account for 41% of leadership positions and 39% of top 0.1% incomes. Admission raises the number of leadership positions students hold by 44% and their probability of attaining a top 0.1% income by 51%. However, these gains are driven by male applicants from high-tuition private high schools, with zero effects for female students or students from other school types with similar admissions test scores. Admissions effects are equal to 38% of the gap in rates of top attainment by gender and 54% of the gap by high school background for male students. A difference-in-differences analysis of the rates at which pairs of students lead the same firms suggests that peer ties formed between college classmates from similar backgrounds may play an important role in driving the observed effects." First, we estimate - within the same, Belgian secondary education framework - the effects of two distinct types of dual programs that combine part-time school- or training centrebased instruction with an apprenticeship in a firm. Second, these effects are identified by estimating a dynamic model capturing subsequent educational and labour market outcomes to control for the dynamic selection of students into dual programs. Third, this approach enables us to distinguish between the programs' direct effects (conditional on educational achievement) and indirect effects (via educational achievement). We find evidence for short-term labour market advantages but only for the program with the most days of in-field training. Die Autoren untersuchen deshalb die betriebliche Arbeitskräftefluktuation im Verarbeitenden Gewerbe, einer Branche, die sich in Deutschland durch einen hohen Exportanteil auszeichnet: Etwa jeder dritte Betrieb dieser Branche erwirtschaftet einen Teil seines Umsatzes im Ausland. Diese Betriebe beschäftigen fast drei Viertel der Arbeitnehmer im Verarbeitenden Gewerbe. Abstract= {"Germany is one of the largest trading nations in the world. For the German economy international trade and in particular the export of products offer numerous opportunities. Some fear, however, that the international activities of firms are associated with higher risks to employment stability. Against this background, we study labour turnover in manufacturing, a sector which is characterised by a high export share in Germany. About one in three establishments in the manufacturing sector generates part of its turnover abroad. These establishments employ almost three quarters of the workforce in the sector. The fluctuation rate of the workforce in exporting establishments is lower and employment more stable than in establishments producing only for the domestic market. Die Studie zielt insbesondere darauf, die Qualität der neu aufgenommenen Stellen zu ermitteln und Vorgehensweisen der Erwerbspersonen bei der Stellensuche sowie ihre Handlungsmodi mit der Umbruchphase in höherem Lebensalter zu identifizieren.
