%X "Infrastructure is commonly conceptualized as a set of facilities that play a critical role in facilitating activities by individuals and organizations. Conventionally, infrastructure is tightly linked to publicly funded projects that facilitate access to key resources and enable diverse activities. Within entrepreneurial clusters research, infrastructure includes universities, research institutions and telecommunication technologies that facilitate entrepreneurial activities. These capital-intensive investments seek to facilitate start-ups emergence by aiding access to markets and development of ideas. Accelerators facilitate the same activities and have only recently been conceptualized as start-up infrastructure. This study builds upon this research stream by elaborating on how accelerators can play this meaningful role at the cluster level. Specifically, and by relying on the analysis of empirical evidence from three distinct studies, we uncover how accelerators provide tangible and intangible dimensions of start-up infrastructure to form a positively reinforcing cycle of entrepreneurial activities. Additionally, our findings allow us to push further the idea that start-up infrastructure development can be an endogenous process involving multiple actors within the cluster. Our empirical findings and the theoretical insights derived from them have meaningful implications for the aforementioned literature, as well as start-up practitioners and policymakers linked to the funding of entrepreneurial clusters." %X "A field experiment in Sri Lanka provided wage subsidies to randomly chosen microenterprises to test whether hiring additional labor benefits such firms, and whether a short-term subsidy can have a lasting impact on firm employment. Using 12 rounds of surveys to track dynamics four years after treatment, we find that firms increased employment during the subsidy period. Treated firms were more likely to survive, but there was no lasting impact on employment, and no effect on profitability or sales either during or after the subsidy period. We focus specifically on women who become new mothers and various aspects of their transitions from wage employment to self-employment. Becoming a new mother increases the probability of making such transitions, and our sensitivity analysis addressing selection on the unobservables suggests that this relationship is likely causal. Consistent with the view that such transitions are motivated by the demand for greater working hours flexibility - the weekly working hours of the new mothers making a transition to self-employment become more uniformly distributed than when they were wage earners." %X "The Brexit decision was affected by the false perception that European Union (EU) enlargement migration, in particular from Romania and Bulgaria (EU2), has been a burden to the UK. The article analyses the debated but largely underresearched EU2 migration to the UK after accession to the EU in 2007 using data of the British Labour Force Survey. The novel findings are that EU2 migrants are found to exhibit quite different characteristics and behaviour than the other European migrants while doing better concerning work, self-employment and welfare take-up." %X "A growing body of research documents the importance of studying households in the top one percent of U.S. income distribution because they control enormous resources. However, little is known about whose income - men's or women's - is primarily responsible for pushing households into the one percent and whether women have individual pathways to earning one percent status based on their income. Using the 1995 to 2016 Surveys of Consumer Finances, we analyze gender income patterns in the one percent. Results show that women's income is sufficient for one percent status in only 1 in 20 of all elite households. Although self-employment and higher education increase the likelihood that women will personally earn sufficient income for one percent status, marrying a man with good income prospects is a woman's main route to the one percent. In contrast, men's one percent status is most closely associated with their own characteristics (self-employment and higher education). Importantly, the gender gap in personally earning one percent income has not narrowed since the mid- to late-1990s, indicating another area in which gender progress has stalled. This research suggests that men retain most of the primary breadwinning positions in top income households and that a financial glass ceiling remains firmly intact at the one percent level." %X "In the standard search-matching model, the effect of an increase in the productivity growth rate on the unemployment rate is quantitatively much smaller than that found in the data. This paper revisits this issue by considering the selection effect, through which an increase in the rate of disembodied technological progress induces firms with low productivity levels to exit and increases the average productivity. With this effect, one percent-point increase in the rate of technological progress decreases the unemployment rate by 0.28 percent, which is about 40 times as strong as the effect in the corresponding model without the selection effect." %X "Der alleinerziehende Vater mit zwei Kindern, der befristet in Teilzeit 30 Stunden arbeitet, weil er wegen der Kinder keine Vollzeitstelle findet, verdient mit dem Mindestlohn 1 149 Euro brutto im Monat. Dass dieser Vater, selbst wenn man das Kindergeld noch hinzunimmt, in einer Stadt wie München kaum eine Wohnung finden wird und selbst wenn, dass dann nicht mehr genügend Geld für den weiteren Lebensunterhalt übrig bleiben wird, liegt auf der Hand. Armut trotz Arbeit prekäre Beschäftigung. So lautet das Vortragsthema. Das Eingangsbeispiel ist nur eines von vielen, das unter diesen Titel gefasst werden kann. Es handelt sich um ein Thema mit ausgesprochen vielen Facetten. Ziel dieses Beitrags ist es, entsprechend dem Oberthema der Tagung die Ursachen für Armut trotz Arbeit zu untersuchen, wie sie durch die Sozialgesetzgebung gesetzt werden - wenngleich sie verdeckt und nicht vom Gesetzgeber gewollt sein dürften. Umgekehrt ist dem Gesetzgeber das Problem der nicht bedarfsdeckenden Arbeit nicht entgangen. Auch die hierzu entwickelten Gegenstrategien sind Gegenstand dieses Beitrags." (Autorenreferat, IAB-Doku)

%X "A common feature of platform work in Germany and Russia is that in both countries the new forms of employment can usually only be classified as self-employed work in the form of 'solo self-employment', despite the fact that platforms use direct and indirect control mechanisms indicating a personal or at least an economic dependency of the digital workers on the platforms. The difference is that, in Germany, as the main rule, self-employed persons are not obligatorily insured in the state pesion insurance scheme, whereas in Russia, unlike Germany, the state pension insurance scheme is mandatory for all self-employed persons.
Considering the different legal frameworks in Germany and in Russia, the article analyses various reform proposals aiming at tackling the above-mentioned challenges for the social security systems, and looks for adequate responses to ensure access to social security for digital platform workers. In particular, the following questions are investigated: Is it sufficient to subsume digital work under the existing employment categories? Could it be an appropriate solution for the access of digital workers to social security to introduce a new employment category only in social law?" (Author's abstract, IAB-Doku) ((en))

%X "We use data from the adult cohort of the National Education Panel Study to analyse the changes in the employment histories of cohorts born after World War II and the role of atypical employment in this context. Younger cohorts are characterised by acquiring more education, by entering into employment at a higher age, and by experiencing atypical employment more often. The latter is associated with much higher employment of women for younger cohorts. A sequence analysis of employment trajectories illustrates the opportunities and risks of atypical employment: The proportion of individuals whose entry into the labour market is almost exclusively characterised by atypical employment rises significantly across the cohorts. Moreover, a substantial part of the increase in atypical employment is due to the increased participation of women, with part-time jobs or minijobs playing an important role in re-entering the labour market after career breaks." %X "Migrant enterprises comprise about 10% of all enterprises in Germany and are therefore a crucial part of the German economy and its entrepreneurial ecosystems. Relatedly, migrant entrepreneurship is a highly recognized topic within political discussions as well as within entrepreneurship research. While there is already an impressive body of work regarding the nature and quality of migrant enterprises, many questions regarding the personal motives and satisfaction of migrant entrepreneurs still remain unanswered (particularly with reference to gender and generation of migration). Using the German Socio-Economic Panel dataset, we close this research gap by investigating the job satisfaction of migrant entrepreneurs in Germany compared with native entrepreneurs, and also with conventionally employed migrants and natives. First generation migrants show, in general, less job satisfaction than the native population. Second generation male migrant entrepreneurs' show less job satisfaction, however this association is reversed for females: second generation female migrant entrepreneurs are more satisfied with their self-employment than their native counterparts. These differing results lead to differing implications for policy makers who wish to create and develop entrepreneurial and labour market support for different target groups." %X "This paper analyzes in how far immigration affects firm formation at the regional level. For this purpose, we exploit a placement policy in Germany in the 1990s for immigrants of German origin from Eastern Europe and the former Soviet Union. Our panel regressions suggest that immigration had a positive impact on regional firm formation. The most likely mechanisms driving this result are labor supply-side effects and positive implications of cultural diversity.
