%X "We develop, estimate, and test a tractable general equilibrium model of oligopsony with differentiated jobs and concentrated labor markets. We estimate key model parameters by matching new evidence on the relationship between firms' local labor market share and their employment and wage responses to state corporate tax changes. The model quantitatively replicates quasi-experimental evidence on imperfect productivity-wage pass-through and strategic wage setting of dominant employers. Relative to the efficient allocation, welfare losses from labor market power are 7.6 percent, while output is 20.9 percent lower. We use the universe of workers that were formally employed in the Mexican private sector in the third quarter of 2018 (19.6 million) and track their labor history from 2015Q1 through 2021Q1. %X "Turning a 'blind eye' to non-compliance with minimum wage standards is sometimes presented as a pragmatic way to accommodate higher wages while not harming employment opportunities for workers employed in marginal firms. In this paper, we model firms' wage and employment decisions, and show that there may be a trade-off between non-compliance and employment. The main predictions of the model are tested empirically using data from the Italian labour force survey. We find evidence of a positive employment non-compliance effect, though elasticities are smaller than typically thought as employers internalize the expected costs of non-compliance. We also show that employment effects are larger at low levels of non-compliance (when the risk of being referred to court is very low). The implications for policy and the role of regulators in monitoring and sanctioning non-compliance are discussed." %X "This paper estimates the effect of minimum wage increases on work that is not covered by minimum wage laws. I find minimum wage increases in the early 2000s resulted in small reductions in engagement in traditional self-employment. Following the development of the online gig economy in the 2010s, a 10% increase in the minimum wage increased the number of non-employer establishments classified as transportation and warehousing services by approximately 2.7%. The counties most likely to exhibit a positive relationship between the minimum wage and participation in uncovered work are those with low labor market concentration and active Uber marketplaces." This article qualifies the primacy of antitrust by arguing that a significant degree of labor market power is 'frictional,' that is, without artificial barriers to entry or excessive concentration of employment. If monopsony is pervasive under conditions of laissez-faire, antitrust is likely to play only a partial role in remedying it, and other legal and policy instruments to intervene in the labor market will be required." %X "In analyses of minimum wages, positive "ripple effects" and subminimum wages are difficult to distinguish from measurement error. Indeed, prior work posits that a simple, symmetric measurement process may underlie both phenomena in Current Population Survey data for the full working age population. We show that the population-wide symmetry between spillovers and subminimum wage payment is illusory in that spillovers accrue to older individuals while underpayment accrues to the young. Symmetric measurement error cannot explain this heterogeneity, which increases the likelihood that both spillovers and subminimum-wage payment are real effects of minimum wage increases rather than artifacts of measurement error." %X "The working poor were long thought of as people toiling away in lousy, under-protected and underpaid jobs in places like fast-food joints, supermarkets, hotels and bars. The perfidious consequence of that perception was that in-work poverty was seen as a non-issue in countries with extensive labour protections, especially in countries with minimum wages at significant levels. The idea that the working poor were only to be found in the so-called "liberal" economies lacking strongly organized labour and proper regulatory correction has turned out to be completely wrong. In-work poverty exists in all rich economies. But what, exactly, do we mean by in-work poverty? How is it related to labour market trends and also to policies? %X "We study the efficiency of non-compete agreements (NCAs) in an equilibrium model of labor turnover. The model is consistent with empirical studies showing that NCAs reduce turnover, average wages, and wage dispersion for low-wage workers. But the model also predicts that NCAs, by reducing turnover, raise recruitment and employment. We show that optimal NCA policy: (i) is characterized by a Hosios-like condition that balances the benefits of higher employment against the costs of inefficient congestion and poaching; (ii) depends critically on the minimum wage, such that enforcing NCAs can be efficient with a sufficiently high minimum wage; and (iii) alone cannot always achieve efficiency, also true of a minimum wage-yet with both instruments efficiency is always attainable. To guide policy makers, we derive a sufficient statistic in the form of an easily computed employment threshold above which NCAs are necessarily inefficiently restrictive, and show that employment levels in current low-wage U.S. labor markets are typically above this threshold. Finally, we calibrate the model to show that Oregon's 2008 ban of NCAs for low-wage workers increased welfare, albeit modestly (by roughly 0.1%), and that if policy makers had also raised the minimum wage to its optimal level (a 30% increase), welfare would have increased more substantially'by over 1%." %X "Mit dem Zweiten Gesetz zu Änderungen im Bereich der geringfügigen Beschäftigung plant die Bundesregierung, die im Koalitionsvertrag hierzu getroffenen Vereinbarungen umzusetzen. So soll im Zuge der Anpassung des Mindestlohns auf 12 Euro pro Stunde die Entgeltgrenze für Minijobs von derzeit 450 Euro auf 520 Euro angehoben und dynamisiert werden. Die Midijob-Grenze soll von derzeit 1.300 auf 1.600 Euro angehoben werden, um Geringverdienende zu entlasten. Zugleich soll verhindert werden, dass Minijobs als Ersatz für reguläre Arbeitsverhältnisse missbraucht oder zur Teilzeitfalle insbesondere für Frauen werden. Die IAB-Stellungnahme beinhaltet eine grundsätzliche Einschätzung des Minijob-Arrangements und geht anschließend auf die einzelnen Teile des Referentenentwurfs ein: Auf der Grundlage von Forschungsergebnissen könnte eine Reform zum Abbau statt zur Ausweitung der Minijobs begründet werden, da sie mit zahlreichen Nachteilen für Beschäftigte verbunden sind. Eine Neuregelung sollte eher darauf abzielen, dass sich die geringfügige Beschäftigung auf diejenigen konzentriert, für die eine sozialversicherungspflichtige Beschäftigung ohnehin vergleichsweise geringe Vorteile bringen würde (wie Schülerinnen und Schüler, Studierende, Rentnerinnen und Rentner). Insgesamt erscheine es daher fraglich, ob die Reformziele erreicht würden: Durch die Reform würden Beschäftigungsverhältnisse im unteren Teilzeitbereich und insbesondere geringfügige Beschäftigungsverhältnisse im Vergleich zum Status quo attraktiver. Mit der Koppelung der Minijob-Grenze an die Entwicklung des Mindestlohns wird die geringfügige Beschäftigung gestärkt und es bleiben die mit dem Minijob-Arrangement verbundenen Probleme erhalten." %X "The German federal government plans to raise the upper wage threshold for marginal employment not subject to mandatory social security contributions for employees from currently 450 euros to 520 euros. Furthermore, the threshold will be adjusted in accordance with the development of the national minimum wage. The wage threshold for wages above marginal employment with reduced social security contributions is also raised from currently 1,300 to 1,600 euros in order to relieve low earners. At the same time, mini-jobs should be prevented from being misused as a substitute for regular employment or from becoming a part-time trap, especially for women. The IAB statement contains a fundamental assessment of the mini-job arrangement and then goes into details on parts of the draft bill: based on research findings, a reform to reduce mini-jobs rather than expand them could be justified, as they are associated with numerous disadvantages for employees. New regulations should rather aim to ensure that marginal employment is concentrated on those for whom employment subject to social security contributions would bring comparatively few advantages anyway (such as pupils, students, pensioners). Overall, it therefore seems questionable whether the reform goals will be achieved: The reform will make employment in the lower part-time sector and especially marginal employment more attractive compared to the Status quo.
