%X "The notion of Social Europe is usually taken to entail the payment of fair wages, defined as at least a minimum sufficient for a decent standard of living. In all European countries there is some regulation of minimum wages, either by law or by collective agreements. However, the value of minimum wages in Europe differs significantly both in absolute level and relative to average or median national wages. Moreover, some national systems of wage regulation have proved ineffectual in preventing the growth of employment paying below the minimum. Against this background there is an ongoing debate on the possibility and desirability of a European minimum wage policy. This article gives an overview of national minimum wage regulation and discusses the opportunity for and resistance to the introduction of a coordinated minimum wage policy at European level." %X "Against the background of the current discussion on the introduction of statutory minimum wages in Germany, this paper analyzes the potential employment and fiscal effects of such a policy. Based on estimated labor demand elasticities obtained from a structural labor demand model, the empirical results imply that the introduction of minimum wages in Germany will be associated with significant employment losses that are concentrated among marginal and low- and semi-skilled full-time workers. Even though minimum wages will lead to increased public revenues from income taxes and social security benefits, they will result in a significant fiscal burden, due to increased expenditures for unemployment benefits and decreased revenues from corporate taxes." %X "In this paper, we argue that important labor market phenomena can be better understood if one takes (i) the inherent incompleteness and relational nature of most employment contracts and (ii) the existence of reference-dependent fairness concerns among a substantial share of the population into account. Theory shows and experiments confirm, that even if fairness concerns were only to exert weak effects in one-shot interactions, repeated interactions greatly magnify the relevance of such concerns on economic outcomes. We also review evidence from laboratory and field experiments examining the role of wages and fairness on effort, derive predictions from our approach for entry-level wages and incumbent workers' wages, confront these predictions with the evidence, and show that reference-dependent fairness concerns may have important consequences for the effects of economic policies such as minimum wage laws." %X "This paper investigates a puzzle in the literature on labor markets in developing countries: labor legislations not only have an impact on the formal labor market but also an impact on the informal sector. It has even been argued that the impact on the informal sector in the case of the minimum wage is stronger than on the formal sector. Using quasi-experiments of minimum wage changes and thereby exploiting geographical variation of the minimum wage bite, I find evidence for this hypothesis. Informal workers, workers without social security contribution, experienced significant wage increases when the minimum wage was raised while formal workers did not. This result highlights that non-compliance with one labor legislation, the social security contribution, does not necessarily imply non-compliance to other labor laws such as the minimum wage." %X "Do minimum wages reduce in-work-poverty and wage inequality? Or can alternative policies do better? We evaluate theses issues for the exemplary case of Germany that suffers from high unemployment among low-skilled workers and rising wage dispersion at the bottom of the wage distribution. We analyze the impact of three different policy options, currently discussed in Germany, on employment, wage inequality, public expenditures, and incomes of poor households: 1) a statutory minimum wage, 2) a combination of minimum wages and wage subsidies as e.g. in France and the Netherlands, and 3) pure wage subsidies to low-paid workers. We find that a minimum wage of EUR 7.50 would cost 840,000 low-paid jobs and increase the fiscal burden by about EUR 4 billion per year, while poor households' income rises only by EUR 1.1 billion per year. With pure wage subsidies, the government can ensure more favorable employment and income effects. Combining a minimum wage with a wage subsidy turns out to be extremely costly and inferior to wage subsidies in all respects." (author's abstract, IAB-Doku) ((en))

Die IW-Position bewertet Vorschläge für alternative Systeme, die für eine effektive Grundsicherung geeignet sind. Während die negative Einkommensteuer funktional äquivalent zum Arbeitslosengeld II ist, setzt das Workfare-Konzept auf eine konsequente Reziprozität der Leistungen. Demgegenüber verzichtet das Bürgergeld-Modell konsequent auf die Einforderung einer Gegenleistung. %X "Although the basic level of social welfare in Germany has only recently undergone root and branch reform in the wake of the so-called Hartz IV legislation, controversy continues over how to develop the transfer payments for the longer-term jobless. This debate is mainly concerned with maximising claimants' incentive to become, and remain, gainfully employed. In addition, several alter-native systems have been proposed as suitable for providing an effective social safety net. Whilst negative income tax functions in much the same way as the current longer-term unemployment benefit, 'workfare' is based on a strict reciprocity between benefits received and labour contributed. With the 'citizen's benefit', by contrast, the state foregoes any claim to a quid pro quo. A minimum wage is not an effective way of providing basic social security, since it cannot guarantee every household a subsistence income. Nor is it efficient, as it affects not only the needy."
