Abstract= {"October 2021 marks the 60th anniversary of the signing of the labour recruitment agreement between Germany and Turkey, and the official start of the labour migration from Turkey. Rather than a single turning point, the agreement of 1961 and the process of labour migration was marked by changes and pivotal moments. On the anniversary of this agreement, this commentary presents a historical overview with a comparative perspective of some basic aspects of the migration movement to Germany, and Europe, in the period of 1960-1973. It sheds light on the initiation and continuation of the recruitment, Turkey's justifications of the migration and its management of the labour flow. In turn, it is impossible to undertake this historical analysis without examining Germany's reason for recruiting Turkish workers and its approach to the Turkish labour inflows. In addition, this overview provides a discussion of the characteristics of the outgoing migrant workers, their provinces of origin, level of skill and gender composition furthering understanding of the different dynamics at play in this labour migration. This overview is not only a valuable as an analysis of a key historical case of temporary or circular migration but also helps to understand the current situation of communities of Turkish origin in Germany and elsewhere in Europe, the cultural and ethnic diversity amongst them, variations in their identity definitions, political orientations and transnational linkages." Abstract= {"We examine the relationship between immigration and preferences for redistribution in Europe using a newly assembled dataset of immigrant stocks for 140 regions in 16 Western European countries. Exploiting within-country variations in the share of immigrants at the regional level, we find that native respondents display lower support for redistribution when the share of immigrants in their residence region is higher. This negative association is driven by regions of countries with relatively large welfare states and by respondents at the center or at the right of the political spectrum. It is stronger when immigrants originate from Middle-Eastern or Eastern European countries, are less skilled than natives and experience more residential segregation. These results are unlikely to be driven by immigrants' endogenous location choices, that is, by welfare magnet effects or by immigrants' sorting into regions with better economic opportunities. They are also robust to instrumenting immigration using a standard shift-share approach." (Author's abstract, IAB-Doku) ((en))},

Year= {2021},

Abstract= {"Spatial disequilibrium implies that we should observe enlarged migration flows from regions experiencing deteriorating wages or rising unemployment rates towards those improving wages or lowering unemployment rates. Regression models have been used to find the role of such spatial differences on migration, although the empirical literature displays substantial heterogeneity in both the empirical approach and the obtained results. This paper performs a meta-regression analysis to derive the role of techniques, data and variable's definition on the effect of the labour-market determinants on interregional migration. We use Spain as a case of study, a country characterised by prolonged high and spatially unequal unemployment rates with heterogeneous and even counterintuitive behaviour of internal migration flows to its labour-market drivers. We use data from studies released over the last 40 years. The results show that migration flows, particularly interprovincial migratory flows, respond to labour-market differentials in a theoretically consistent way; people change their province of residence searching for better employment opportunities. We find that the vast diversity in the studies' attributes is behind the significant heterogeneity of their estimated effects for the four labour-market factors. Differences in aggregation level, variables measures, model specification, and the national economic context influence the identification of the push and pull effects." Abstract= {"We analyse whether the origin of immigrants and/or their level of assimilation to the host country (birth and naturalisation) can explain labour market trajectories. Among the manifold domains in which individuals with a migration background may face disadvantages, we focus on labour market re-integration because it has been proven to be a key factor in fostering long-term social integration into the host country. Although empirical evidence for discriminatory practices by employers is generally difficult to provide with registry data, our design minimises potential alternative explanations. Our study benefits from a unique dataset combining registry and survey data, which were collected in the Swiss Canton of Vaud among all newly unemployed individuals between February and April 2012. The findings are based on real labour market behaviour and show that when controlling for encompassing information on human and social capital and other employability criteria, individuals whose provenance is from outside the European Union face periods of unemployment that are up to 50% (or 3 months) longer than those of Swiss natives. Surprisingly, observable assimilation proofs in the form of naturalisation or birth in the host country do not improve labour market re-integration. We explain this finding by employers' discriminatory hiring behaviour." (Author's abstract, IAB-Doku, © Springer-Verlag) ((en))},

Abstract= {"Access to the Italian job market is undermined by several kinds of discrimination influencing the opportunities for individuals to obtain a job. In this study, we analyze together the impact of three of the most relevant kinds of discrimination operating in the Italian labor market: gender, race, and weight. Our aim is to assess whether gender and race either increase or decrease the impact of weight-based discrimination. In this respect, we submit a set of fictitious résumés including photos of either obese or thin applicants in response to real online job offers. Our results indicate that the strongest kind of discrimination operating in the Italian labor market is the one connected to the candidate's geographical origin. Moreover, we find discrimination based on body weight to be more relevant within immigrants than within natives, and gender gap appears to be higher within the obese candidates' group compared to the normal-weight candidates' one. This last result is particularly relevant, as the growing rates of obesity forecasted for the next years could in turn produce an increase in the gender gap, which in Italy is already massive." Abstract= {"The domestic and care sector continues to display some problematic aspects due to its complexity, especially in terms of regulation. Italy represents a unique and peculiar case, where domestic and care work remains firmly under the purview of family management, and the work itself is entrusted mainly to immigrant workers. This paper aims to investigate, through in-depth interviews with representatives of both unions and employers' associations, how the key actors involved in regulating domestic and care work intervene, understanding what kind of measures they take and what systems of relations/exchange exist among the different players involved in this process. The research sought to map strategies at a more macro level. While some of the actions undertaken by the social partners seem promising, there is still a lack of full responsibility for care at the public level, with marked asymmetries with respect to both services provided and working conditions." Abstract= {"The concept of social exclusion has had an astonishing career in the social sciences. The focus of this paper is an empirical investigation of the use of this concept to analyze current societal trends. From this theoretical perspective we derive four theses, which are empirically tested in this paper with a focus on the perception of exclusion: First, that because of the processes of economic structural change, larger population groups are affected by social exclusion in several dimensions (unemployment, poverty, social isolation), culminating in a subjective sense of exclusion among them. Thus, it is assumed that social exclusion has become the main social cleavage in contemporary society. Second, it is assumed that social exclusion cannot be clearly located in classical sociostructural categories but has diffused into broad segments of society. Third, socioeconomic precariousness and social isolation are thought to play a central role in the emergence of a subjective sense of exclusion. Here, and fourth, it is assumed, however, that this impacts on the sense of exclusion via the subjective perception of the objective life conditions. We test these theses derived from this theoretical perspective on the basis of survey data, using the sense of exclusion as a dependent variable. It becomes clear that, first, social exclusion has not diffused into large parts of society and thus can by no means be regarded as the main social cleavage in society; and second, an increased sense of exclusion can be found in different but clearly identifiable social groups. Moreover, our analyses show that the subjective sense of exclusion is rooted in both social isolation and socioeconomic precariousness, albeit clearly mediated by their subjective perception." Abstract= {"The starting point of this paper is to document considerable cross-country variation in the 'labor wedge', a common measure of labor market frictions. Its variation is theoretically isomorphic to differences in a preference-for-leisure parameter. The paper proceeds to investigate what might explain the variation. It presents three separate empirical exercises supportive of the view that, to a substantial extent, cross-sectional labor-wedge differences are capturing systematic differences in leisure preferences. Firstly, in cross-country regressions, a cultural measure of preferences for leisure, elicited from the World Values Survey, contains economically larger and statistically more robust explanatory power than do traditional measures of labor market frictions. Secondly, following the epidemiological approach, individual-level data on labor-supply choices of descendants of immigrants in the United States and Sweden line up with what an 'inherited' preference for leisure would predict. Thirdly, in the spirit of an out-of-sample test, the paper looks at the implication of differences in preferences for cross-country differences in optimal labor taxation. Economic theory suggests a negative association between preferences for leisure and labor taxes; empirical data verify the theoretical prediction." Abstract= {"By merging longitudinal register data and a customised survey, this article explores whether sectoral segmentation, migrants' pre- and post-migration human capital and social structures, shape wages of Polish and Romanian long-term migrants to Denmark. Pronounced wage differences in favour of Polish migrants are evident in the first two years in Denmark, notwithstanding the same regulatory context under the free movement of labour in the EU. Wage differences persist - albeit at a considerably lower level - throughout the eight-year period, mainly because of significant sectoral segmentation. Sectoral segmentation not explained by demographics, pre-migration human capital or crisis effects, might indicate categorical stereotyping by employers. Regarding (co-ethnic) social networks, at least for the early stages of migration, the study does not find significant effects on wages. While the evidence shows a positive return on wages of formal higher education taken post migration, this is not the case for further training and Danish language education." Abstract= {"In various educational systems, students are sorted into separate secondary schools on the basis of their academic ability. Research suggests that this type of tracking impacts students' educational expectations, as expectations generally align with students' ability track. However, most research is cross-sectional and students with lower expectations are possibly also sorted into lower tracks. Moreover, the extent to which track placement influences expectations may vary across students. In this paper, we address the following research question: how does ability tracking impact the development of student expectations and how does this vary by students' migration background. Based on the literature on the immigrant aspiration-achievement paradox, we expect that students with a migration background are less likely to adapt expectations downwardly, and more likely to adapt expectations upward in response to track placement. Using German panel data, we examine the educational expectations of students with and without a migration background, before and after track placement. Moreover, we use variations in tracking procedures across German states to study how students who get tracked compare with students who do not get tracked in the development of their educational expectations. We show that students are more likely to upwardly adjust their expectations when their track placement exceeds their expectations and to downwardly adjust their expectations when their track placement is below their expectations. We find little support for the hypothesized variations by student migration background. Students whose parent(s) hold (a) Bachelor degree(s) are more likely to upwardly adjust their expectations when their track placement exceeds their expectations than students whose parent(s) maximally hold an upper secondary or vocational degree(s)." Abstract= {"Sanctions are payment cuts that case managers implement in order to discipline welfare recipients. Previous research suggests that immigrants face a particularly high risk to receive such reductions, primarily due to the prevalence of stereotyping in street-level bureaucracy. The study contributes to this literature with help of a triangulation between in-depth interviews, survey data and administrative records for the case of the German social assistance system. Our findings indicate that immigrants tend to be sanctioned at a lower rate than other benefit recipients in this context, especially if they arrived at the country only recently on grounds of international protection. This finding can be explained by the importance of reciprocity and control in the country's 'Bismarckian' welfare state. Our qualitative data shows that case managers exert a considerable level of agency over the implementation process. This discretion is, on the one hand, used to discipline benefit recipients who are perceived as having contributed little to the welfare system as a whole through taxes and social insurance contributions. Those who are considered to have limited control over their labour market position, on the other hand, are given a certain degree of leeway. We therefore conclude, against the background of the current street-level bureaucracy literature, that immigration can also act as a deservingness cue in means-tested social assistance, given that the benefit system is embedded into a welfare regime in which labour market participation, work-testing and social insurance contributions are the dominating principles of eligibility." Abstract= {"Many European high-income countries face a rapid increase in the number of immigrants from low- and middle-income countries reaching the normal pension age. Thus, it is increasingly relevant to ask: how are older migrants from such countries faring? Here we study poverty rates and determinants of poverty among natives and persons born in Bosnia, Iran, Iraq, Yugoslavia and Turkey living in Denmark or Sweden in 2010. Income data on all such persons aged 65-82 living in the two destination countries are analysed. In both Denmark and Sweden, we report much higher poverty rates among the immigrants studied than among natives. Estimated probability models show that being poor is related to a person's education, family status and age, as well as year of arrival in the destination country and the labour market and his or her residential status at the age of 55. However, the labour market in the destination country at the time of arrival also matter. Persons born in Yugoslavia or Turkey who had immigrated to Denmark during the '70s and '80s were more likely to be in poverty in 2010 that their counterparts with the same characteristics who had immigrated to Sweden." (Autorenreferat, IAB-Doku)},
Abstract= {"National and international literature and our own preliminary work indicate that the professional integration of migrant doctors in rehabilitation clinics poses a considerable challenge. The STIR project worked with four rehabilitation clinics in Germany to develop various measures to ensure the structured transition and professional integration of migrated doctors. The selected measures include a short film, a website, management training, intercultural training, a peer support programme and a strategy for initial discussions. In this article we describe the preparation, implementation and evaluation of the prototypes of the above measures as part of a feasibility study with regard to acceptance, practicability and integrability. It turns out that the measures can be easily implemented in everyday clinical practice and are accepted and considered useful by the participants. Options for optimisation are described. The study provides initial indications of interventions which promote the professional integration of migrated doctors. Additional analyses of sustainability and precise customisation to the local target group are recommended."

Abstract= {"Wage gaps between migrants and natives persist in Germany, and traditional human capital endowments or work environments only partially explain these gaps. This article investigates whether noncognitive skills contribute to explaining male migrant wage gaps in Germany. While the economics literature shows that noncognitive skills affect educational and occupational outcomes, such as gender wage gaps, it is unclear if the same applies to the migrant wage gap. To address this lingering question, we analyze risk preference and the 'Big Five Personality Dimensions,' a psychological concept categorizing an individual's personality into five factors. In doing so, we show that male migrants and male German natives differ in their average noncognitive skills and that these skills significantly relate to wages. The results of Oaxaca-Blinder wage decompositions reveal that noncognitive skills significantly contribute six percentage points to explaining the male migrant wage gap in Germany. We conclude that noncognitive skills are important predictors of heterogeneities in labor market outcomes." (Author's abstract, © by Center for Migration Studies) ((en))},

Abstract= {"In the COVID-19 pandemic the (nuclear) family, and the private household that is assumed to contain it, receives an enormous revaluation across different welfare regimes. At the same time the notion of a nationally formed welfare state that protects "its" vulnerable national population is re-enacted as a central care entity. From an intersectional and transnational perspective, the article coins the concepts of "care familialism" and "care nationalism" to analyse both the conditions of inequality and the exclusionary effects of these intertwined formations of "home" in the wake of the pandemic state crisis management in Germany. The article presents central dimensions of German care familialism and care nationalism to demonstrate how - and which - hierarchies of care/carelessness are systematically established and deepened within the current state of pandemic policies - from the neglect of those who cannot retreat to a "safe home" to the necropolitics of tightened border regimes and carelessness towards those who are recruited to provide care as live-in or illegalised domestic workers. Against an often-unquestioned methodological familialism and methodological nationalism in current care debates, a research agenda is proposed, which methodologically and conceptually decentres the family and the nation as the dominant formations through which care relations are institutionalised." Abstract= {"Using a choice experiment, we test whether taste-based employee discrimination against ethnic minorities is susceptible to loss aversion. In line with empirical evidence from previous research, our results indicate that introducing a hypothetical wage penalty for discriminatory choice behaviour lowers discrimination and that higher penalties have a greater effect. Most notably, we find that the propensity to discriminate is significantly lower when this penalty is loss-framed rather than gain-framed. From a policy perspective, it could therefore be more effective to financially penalise taste-based discriminators than to incentivise them not to discriminate." Abstract= {"We show that the observed polarization of employment toward the high- and low-skill occupations disappears when only native workers are considered. Instead, low-skilled immigration explains employment growth at the low tail of the skill distribution. Moreover, while employment rose, wages remained subdued in low-skill occupations. A data-disciplined structural model accounts for this evidence: Offshoring and automation negatively affect middle-skill occupations but enhance employment and wages for the high-skilled. Low-skill employment is sheltered from offshoring and automation, as it consists of manual, non-tradable services. However, low-skilled immigration depresses low-skill wages and encourages native workers to move into skilled occupations through training." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"Hintergrund: Die COVID-19-Pandemie (Corona Virus Disease 2019) hat innerhalb kürzester Zeit das gesellschaftliche Leben grundlegend verändert. Abstract= {"Background: The COVID-19 pandemic has fundamentally changed social life within a very short time. Lockdown policies often consider the tradeoff between containing the spread of the pandemic and negative consequences for the economy. Policymakers should pay more attention to the psychological and social impacts of the lockdown. Research question: How did the mental health of adolescents in Germany change during the first wave of the COVID-19 pandemic and the lockdown? Materials and methods: Analyses are based on longitudinal data from nationwide randomly selected anchors of the German family panel pairfam. The age group considered here, born between 2001 and 2003, was surveyed for the first time in 2018/2019 in the course of a refreshment sample, and 854 of these adolescents and young adults aged 16-19 also participated in the COVID-19 supplementary survey from May to July 2020 (first lockdown). Depressiveness is assessed with the State-Trait Depression Scale. Results: During the first lockdown, adolescents show a significant increase in depressive symptoms. Prior to the lockdown, 10.4% had clinically relevant depressive symptoms [95% CI: 8.4; 12.5]. In spring 2020, the prevalence increased to 25.3% [95% CI: 22.4; 28.2]. Young women have a significantly higher risk of developing depressive symptoms than men of the same age. Immigrant background is an equally strong risk factor. The prevalence of depressive symptoms among adolescents with an immigrant background increased from 11% to 33%. Discussion: To address this increased mental health risk and the inequalities, policymakers and society should ensure access and availability of target-group-specific and low-threshold prevention and counselling." Abstract= {"We investigate how the institutional context of the public and private sectors regulates the association of workplace diversity policies and relational status positions with first- and second-generation immigrants' wages. Using unique linked employer-employee data combining administrative and survey information of 6,139 employees in 120 German workplaces, we estimate workplace fixed-effects regressions. Workplace processes are institutionally contingent: diversity policies such as mixed teams reduce inequalities in the public sector, and diversity policies such as language courses reinforce existing inequalities in the private sector. In public sector workplaces where natives hold higher relational positions, immigrants' wages are lower. This group-related dynamic is not detectable in the private sector." Abstract= {"Background: Migration has become one of the most salient policy areas in the European Union. In response, the European Commission established a research team with the task of investigating a range of possible demographic futures. Objective: This paper explores the demographic effects of migration on eastern, southern, and western EU regions, using different scenarios to see the extent population size, working-age population, education composition, and total age dependency can be influenced. Methods: We use a deterministic cohort-component projection model that (a) incorporates improving levels of educational attainment in the population and (b) explicit consideration of migration between EU member states (MS) and migration between EU MS and the rest of the world. Eight stylised what-if scenarios are developed around a medium assumption projection. Results: Although migration can have a large effect on total and working-age population size, the EU population will continue to age and see a rise in age dependency regardless. Despite depopulation occurring in many eastern MS, the region is and should remain in a better position than the south and on par with the west in terms of age dependency. Conclusions: While both the south and east provide large demographic subsidies of working-age people to the EU's west, the south is less prepared to cope with the losses due to an already older population, lower labour force participation, and lower education levels. Contribution: We report demographic consequences of contrasting migration scenarios for the EU-28 (now EU+UK) based on multidimensional projections by age, sex, and educational attainment." Using microdata for countries at different stages of development, I document that differences in relative quantities and wages are consistent with high-skill workers being relatively more productive in rich countries. I exploit variation in the skill premia of foreign-educated migrants to discriminate between two possible drivers of this pattern: cross-country differences in the skill bias of technology and in the relative human capital of skilled labor. Abstract= {"As Germany marks the 60th anniversary of admitting its first Gastarbeiter (guest workers) from Turkey in 1961, it is important to recognize that guest-worker policies have a long and global history that predates Germany's post-war policies (e.g. Hahamovitch, 2003) and that they are, despite various 'obituaries' (e.g. Castles, 1986), still very much alive today. While the terminology and aspects of policy design have evolved over time – from 'guest-worker programmes' (e.g. Martin & Teitelbaum, 2001) to 'temporary labour migration programmes' (e.g. GCIM, 2005), 'circular migration programmes' (e.g. European Migration Network, 2011) and, most recently, 'international skills partnerships' (e.g. Clemens, 2015)1 – the fundamental idea of admitting migrant workers on a temporary basis to help address perceived labour and skills shortages has become an enduring feature of the migration policy landscape of the world's rich countries (Ruhs, 2013). This is unlikely to change in the near future, given that permanent labour immigration programmes (that provide migrant workers with permanent residence and work permits on arrival) are typically limited to the most highly skilled workers and have declined in importance in countries where they used to play a large role." Abstract= {"In Norway, immigrants receive higher levels of social assistance than natives. How can we explain this difference? After controlling for differences in take-up rates through a two-step Heckman procedure, we attempt to answer this question by exploiting rich data from administrative registers. We operationalise social assistance in the Norwegian context by employing a composite variable that includes: (a) financial assistance, (b) housing allowance and (c) qualification benefit. We quantitatively analyze the difference in benefit levels of social assistance between the first and second generations of immigrants and the benchmark levels of the non-immigrant population through a Kitagawa-Oaxaca-Blinder (KOB) decomposition exercise. The results of the analysis indicate that a significant portion of the gap in benefit reception between immigrant groups and natives is due to observable characteristics (42% for immigrants and 69% for their descendants), with unobservable cultural and behavioural factors explaining the remaining portion of the gap." Abstract= {"With markets concentrating predominantly in and around large cities, gig platforms across the globe seem to depend as much on the cheap labor of migrants and minorities as on investment capital and permissive governments. Accordingly, we argue that there is an urgent need to center migrant experiences and the role of migrant labor in gig economy research, in order to generate a better understanding of how gig work offers certain opportunities and challenges to migrants with a variety of backgrounds and skill levels. To fill this research gap, this article examines why migrant workers in Berlin, Amsterdam, and New York take up platform labor and how they incorporate it into their everyday lives and migration trajectories. Additionally, it considers the extent to which gig platforms are emerging as actors in the political economy of migration, as a result of how they absorb migrant labor and mediate migrant mobilities. We move beyond the existing parameters of gig economy research by engaging with two strands of literature on migration and migrant labor that, we feel, are particularly useful for framing our analysis: the autonomy of migration approach and the migration infrastructures perspective. Combining these conceptual lenses enables us not only to critically situate migrant gig workers' experiences but also to identify a broader development: the platformization of low-wage labor markets that are an integral component of migration infrastructures." Abstract= {"A large body of research documents the existence of discrimination against migrants and ethnic minorities in the labour market. This study experimentally investigates for Austria, to what degree employment discrimination against ethnic minorities is mitigated, when they abstain from following the Austrian norm of including a photograph to their job application that would make their ethnicity salient or when they hold a local-sounding name. We apply social identity theory to explain why such mitigation may occur. In our correspondence test, using a single application design, we found that with matching ethnic names and ethnic photographs, black but not Asian job applicants suffered from discrimination. Discrimination was reduced for blacks (but not Asians) when they held a local-sounding name. Although photographs may facilitate ethnic discrimination, we did not find that their omission improved minorities' relative employment chances. On the contrary, Asians were penalized for leaving out their photograph. Indeed, if candidates did not attach photos despite the convention to do so, we found statistically significant discrimination not only against black, but also Asian applicants." Abstract= {"This paper studies outcomes for workers moving from a poor to a rich economy employing a job tasks based approach. It uses a data case, whereby a worker could decide to work in a richer economy and place himself there by a daily or weekly commute. This set-up faciliates the disentanglement of income differences motives from a plethora of other motives. Thus it eschews the bias inherent in many studies. The paper emphasizes the idea that tasks are tied to locations, and workers choose a location-task-wage 'pack.' The task demanded, which is a bundle of skills, constrains human capital returns for movers. Relatively low task returns generate a substantial offset to the productivity gain for migrants, stemming from the rich economy having higher TFP and capital." Abstract= {"Migrant mothers with tertiary education face significant challenges to accessing working positions commensurate with their studies. Although it is well known that motherhood influences women's career and job outcomes, its impact on the professional trajectories of migrant women with tertiary education remains understudied. The paper proposes to fill this gap and argues that the intersection between regimes - particularly those of migration, care, and gender - conditions employment opportunities and shapes the trajectories of migrant mothers with tertiary education. The article is based on fieldwork conducted in Veneto, Italy, and Alsace, France, that included fifty interviews, out of which four portraits of migrant mothers with tertiary education were selected to analyse the intersection between regimes and its impact on professional trajectories." Abstract= {"Refugee women from the Near and Middle East face specific challenges when entering the Austrian labour market. Particularly gender-based factors, including care and reproductive work, exert pressure on these women and constitute major hurdles for successful entry into employment in Austria. Based on nine qualitative interviews with refugee women who swiftly gained entry to the labour market as well as ten qualitative interviews with experts from public and private support organisations, we investigate refugee women's social and cultural capital as well as the individual agencies that foster paths into the labour market. We introduce the concept of enablement as the process of gathering the preconditions for overcoming the challenges that arise on that path. Finally, we illuminate the ways in which the three dimensions of individual, relational and institutional enablement interrelate and shape individual agency with regard to labour market integration." Abstract= {"We study the role of firm productivity in explaining earnings disparities between immigrants and natives using population-wide matched employer-employee data from Sweden. We find substantial earnings returns to working in firms with higher persistent productivity, with greater gains for immigrants from non-Western countries. Moreover, the pass-through of within-firm productivity variation to earnings is stronger for immigrants in low-productive, immigrant-dense firms. But immigrant workers are underrepresented in high-productive firms and less likely to move up the productivity distribution. Thus, sorting into less productive firms decreases earnings in poor-performing immigrant groups that would gain the most from working in high-productive firms" (Author's abstract, IAB-Doku) ((en))},

Abstract= {"This paper studies the effect of emigration on gender norms in countries of migrants' origin. We use an instrumental variable strategy that allows us to estimate a causal effect of emigration on gender inequality. Our findings suggest that emigration to countries with low (high) levels of gender inequality is associated with promotion of more (less) progressive gender norms. These effects are observed for a wide range of indicators and are robust to inclusion of a set of control variables. Moreover, countries with high levels of gender inequality benefit from this process disproportionately more. Based on the provided evidence we argue that this effect is channelled through 'cultural remittances'." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"Based on an analysis of a survey carried out by the EIIW/Jobcenter Wuppertal among female refugees, we identify significant drivers of the prospect of finding employment and of being in employment for individuals from this particular sub-group in society. The majority of survey respondents used German or Arabic as their preferred language to complete the survey questionnaire of the EIIW/Jobcenter Wuppertal. Probit/ordered probit and Logit/ordered logit regressions are used to identify the impact of a battery of potential influences relevant for the employment perspectives of female refugees. The probit variable meant looking at those currently in employment (coded 1) or, alternatively, those currently unemployed while the alternative approach was to consider an ordered variable indicating ascending hours worked as a measure of "more work" being undertaken. Personal skills, demographic characteristics, as well as family-related characteristics plus certain types of knowledge/skills and competencies as well as access to digital technologies and social networks, respectively, are identified as being key drivers of employment perspectives for female refugees. For female refugees, access to a computer increases the likelihood of having a job. Marriage also has a positive indirect impact on finding a job. Female refugees with university degrees do not have better chances of finding a job in Germany than those of the respective control group - i.e., those without a degree. It is found that the amount of years women already live in Germany is positively and significantly related to the probability of finding employment, a result which holds across a broad framework of control variables. Concerning the country of origin - using specific control groups - we find weak evidence that women from African countries find it more difficult to integrate into the job market than women from Europe who tend to find a job more easily regardless of their language, culture, family" (Author's abstract, IAB-Doku) ((en))},

Abstract= {"An important goal of immigration policy is to facilitate the entry of foreignborn workers whose skills are in short supply in national labor markets. In recent decades, information and communication technology [ICT] has fueled the demand for highly educated workers at the expense of lower educated groups. Exploiting the fact that different regions in Switzerland have been differentially exposed to ICT due to their pre-ICT industrial composition, we present evidence suggesting that more exposed regions experienced stronger ICT adoption, accompanied by considerably stronger growth in relative employment and wage-premia for college-educated workers. Following this change in the landscape of relative economic opportunities, we find robust evidence that these regions experienced a much stronger in ux of highly educated immigrants in absolute terms as well as relative to lower educated groups. Our results suggest that immigrants' location decisions respond strongly to these long-run, technology-driven changes in their economic opportunities." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"In this paper, we study the role of peoples' attitudes on their labor market behavior. Focusing within a household, we estimate how one's labor market decisions are dependent on their partner's labor market outcomes, and how these decisions are driven by their culture component. Historically, man has been associated as the primary earner in a family. We argue that culture might play a role in determining a person's labor market outcomes as it induces an aversion to the situation of when the wife earns more than the husband. We find that husbands increase their participation in the labor market if their wives earn more and this effect is even more prominent if they are from a country where people have the traditional view that man should be the primary bread-winner for the family. However, wives do not exhibit any such behavior. We argue that this irregularity is explained by the role that culture plays on forming labor market decisions. This result is important as it might contribute to the explanation of the slowdown in the convergence of the gender gap in the recent past." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"In this article, we study the impact of demographic changes on the inequality between capital and labor incomes. More precisely, we analyze the impact of exogenous changes in both the rate of natural increase and the net migration rate on labor income as a share of total income. We estimate a structural vector autoregression (VAR) model on a panel of 18 OECD countries with annual data for 1985-2018. We find that the response of the labor income share to an exogenous change in the rate of natural increase is significantly negative a few years after the shock, whereas its response to an exogenous change in the net migration rate is significantly positive. This suggests that in addition to the factors usually introduced in the literature, demographic factors play a role in the observed variation in the labor income share." We combine novel survey data on cultural preferences and economic outcomes of refugees with corresponding information on locals, and construct a threat index that integrates contemporaneous and historical variables. On average, refugees assimilate both culturally and economically. However, while refugees assigned to more hostile regions converge to local culture more quickly, they do not exhibit faster economic assimilation. We provide evidence consistent with the hypothesis that refugees exert more assimilation effort in response to local threat, but fail to successfully integrate because of higher discrimination by locals in more hostile regions." On average, refugees assimilate both culturally and economically. However, while refugees assigned to more hostile regions converge to local culture more quickly, they do not exhibit faster economic assimilation. We provide evidence consistent with the hypothesis that refugees exert more assimilation effort in response to local threat, but fail to successfully integrate because of higher discrimination by locals in more hostile regions." Abstract= {"Deutschland steht vor großen strukturellen Herausforderungen. (Autorenreferat, IAB-Doku)},

Since spring 2020 political and economic activity has been dominated by the Corona pandemic, but for some time now other important developments have an increasing influence on our economy, our society and our state and will continue to do so in the medium to long term.

Abstract= {"The global refugee crisis has increased the interest of vocational researchers and practitioners into this vulnerable population. This chapter focuses on the career development of refugees, particularly the development of vocational aspirations among students with refugee backgrounds, job search and finding adequate employment, adaptation to work and career tasks and challenges, and career counselling interventions. Three theoretical frameworks (i.e., social-cognitive career theory, life-span life-space theory, career construction theory) are reviewed with regard to potential applications to the career development of refugees. Subsequently, the theoretical and empirical literature on refugees and career development is summarized. This literature suggests that refugees encounter various challenges in their host countries, and that integration and career success are the results of a complex interplay between multiple individual and contextual influences. The chapter concludes with implications for future research and vocational practice. For instance, future research could make greater use of established career development theories that focus on the interplay of individual differences, contextual factors, and agentic behaviours as predictors of career development and success. Career counsellors may contribute to refugees' career development and success by helping them integrate their past professional experiences and future vocational aspirations with current tasks and challenges in their host countries."
