Abstract= {"This paper uses panel data from the Building a New Life in Australia survey to examine the relationship between proficiency in English and labour market outcomes among humanitarian migrants. We show that having better general or speaking skills in English is associated with a higher propensity for participation in the labour force and success in getting a job. We also find that participating in an English training programme is strongly and positively associated with gaining better language skills. Among the channels leading to these outcomes, we find that self-esteem, self-efficacy and general health partially mediate the relationship between English proficiency and labour force participation. Self-efficacy, general health status and indicative serious mental illness also partially mediate the relationship between better English proficiency and the chance of getting a job." Abstract= {"Financial incentives affect the labour supply decisions of households. However, the impact usually varies significantly across household types. Whilst there is a substantial amount of literature on the labour supply effects of tax reforms and in-work benefits, the impact of changes in social assistance benefits has received less attention. This paper analyses labour supply responses to changes in social assistance. We show that labour supply elasticities vary substantially across gender and household type. Women exhibit higher labour supply elasticities, both on the intensive and the extensive margins. Additionally, labour supply elasticities are typically higher for singles and for households with children. Using these results, we analyse the impact of the Austrian reform proposal 'Neue Sozialhilfe' (New Social Assistance), which was introduced in 2019 and substantially cut social assistance benefits for migrants and families with children. The overall effects of the reform are especially strong for men and migrants. Migrants and couples with children, that is, the groups hardest hit by the reform's social assistance reductions, show the strongest labour supply reactions to the New Social Assistance. Furthermore, we show that overall, the reform is expected to have a positive, but small, effect on the intensive margin of labour supply." (Author's abstract, IAB-Doku, © Springer-Verlag) ((en))},

Abstract= {"We examine whether the existing stock of immigrant firms induces more new firms of the same nationality in the same sector and province. We carry out the analysis by using Italian administrative data on the population of individual firms observed over the time window 2002-13. We find support for a strong attractiveness (pulling) effect, which significantly differs by gender, with female immigrant entrepreneurs showing a lower reactiveness to the existing stock of firms compared to their male counterparts. Also, we find that exposure to gender inequality matters for the degree of equality of the pulling effect between genders. Only for countries of origin with unequal gender opportunities do female immigrants show a lower pulling effect than their male peers. No difference in the effect between men and women is, instead, found with reference to the degree of gender inequality in the destination." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"We examine the effect of labor mobility constraints on racial wage discrimination. We show that when monopsony power is low because of relaxed labor mobility constraints, firms cannot act on their prejudice and discrimination disappears. This prediction is taken to the data by using an exogenous mobility shock on the European football labor market. The Bosman ruling lifted restrictions on European player mobility in 1995. Exploiting racial differences in a panel of top English clubs, we compare the pre- and post-Bosman ruling market. We find evidence that wage discrimination disappears only for workers whose mobility constraints have been lifted." (Author's abstract, IAB-Doku, © 2021 Elsevier) ((en))},

Abstract= {"Cross-country migration in Europe can have multiple advantages. Among others, it can function as a buffer against economic downturns that come along with inferior employment and education opportunities, especially for young adults. However, cross-country mobility of young adults in Europe remains low, as language barriers, the loss of social ties or cultural differences create obstacles for migration. Against this background, Germany has launched a mobility assistance programme that supports young adults from EU member states who wish to enter the dual education system in Germany. To assess the causal impact of this programme, we compare migration flows to Germany from participating and non-participating countries in a difference-in-differences framework. Our results reveal a substantial programme effect that is larger for countries with above-average youth unemployment rates. These results add to previous migration research and reveal that migration flows are indeed sensitive to policy initiatives aimed at increasing migration." The pattern is reversed for employment effects where the magnitudes are also smaller. Combining the effect sizes with measures of labor market institutions we find that institutions may shield native workers from relative wage consequences but reduce the average wage impact of immigration. Abstract= {"This paper studies the role of labour market policies for economic outcomes of immigrants with different migration motives. Using two recent European Union Labour Force Surveys ad hoc modules and applying country fixed-effects models, we examine if labour market policies can alleviate the economic disadvantage of family reunification and refugee immigrants in comparison to economic immigrants. In line with previous studies, we find that even after controlling for differences in human capital and socio-demographic characteristics, family reunification, and particularly refugee immigrants have considerably lower labour force participation and employment rates, and when employed, work fewer hours and have a lower occupational status than economic immigrants. However, we also find that the economic disadvantage of family reunification and refugee immigrants is significantly smaller in countries with more extensive labour market policies. These findings hold for the overall labour market mobility index as well as its specific sub-dimensions: general and targeted support and workers' rights." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"In this paper, we ask whether the main cause of asylum migration, that is, violence in the home country, still affects the life satisfaction of refugees even after they reach a safe country. We combine individual-level survey data on refugees in Germany with country-level data on terror fatalities. The timing of the survey interviews generates exogenous variation in the intensity of recent terror activity in respondents' countries of origin, which we exploit to assess the effect of terror fatalities on the level of self-reported life satisfaction. Our results indicate that fatalities due to terror activity reduce, on average, the level of life satisfaction reported by refugees. We find that this effect is most substantial for events occurring one or two days before the interview, while older events have no effect. However, we observe an effect of fatalities during the four weeks preceding the interview on persons who have a family member abroad. We show that the group of respondents with a rejected or pending asylum application without legal family reunification options mostly drives this effect." (Author's abstract, © 2021 Elsevier Ltd.) Abstract= {"The empirical evidence on the economic impacts of diversity is mixed. Many studies in the literature present context-dependent and data-driven results which are challenging to reconcile with each other. This paper offers a systematic synthesis of the empirical findings on the economic impacts of diversity on innovation, productivity and the labour market. It presents a structured framework which takes the spatial scale of the analysis in the papers as a reference to understand the inconsistency of some previous predictions and the varying magnitudes of the diversity impact. The empirical findings reconcile more meaningfully when diversity effects are documented discretely at the regional, firm and individual levels. The paper further sets out an agenda for future research and links the findings for policy relevance." (Author's abstract, IAB-Doku, Published by arrangement with John Wiley & Sons) ((en))},

Abstract= {"Non-Western immigrants in Scandinavia have a higher risk of early retirement on a disability pension than natives, but the reasons are unclear. One theory is that increased demands for standardization, efficiency and productivity in advanced capitalist labour markets, such as the Scandinavian market, cause expulsion of the weakest and least qualified individuals from the labour market, including a disproportionate share of non-Western immigrants. Another theory is that non-Western immigrants already have poorer health than natives upon arrival in Scandinavia. This article examines the extent to which the native-immigrant gap in early retirement on a disability pension is explained by non-Western immigrants' disadvantaged position in the labour market when pre-existing health differences are controlled for. To this end, we draw on Danish register data, including all disability pensions granted in 2003-2012 to natives and non-Western immigrants who arrived in Denmark in 1998. Our results suggest that a minor proportion of the native-immigrant gap in disability pensions is explained by non-Western immigrants' health upon arrival, whereas the vast majority of the gap is explained by non-Western immigrants' disadvantaged position in the labour market." Abstract= {"The large inflow of less-educated immigrants into the United States in recent decades may have affected US natives' labor market outcomes in many ways, including their working conditions. Although the general consensus is that low-skilled immigrants tend to hold 'worse' jobs than US natives, the impact of immigration on natives' working conditions has received little attention. This study examines how immigration has affected US natives' occupational exposure to workplace hazards and the compensating differential paid for such exposure from 1990 to 2018. Results indicate that immigration causes less-educated natives' exposure to workplace hazards to fall, and instrumental variables results show a larger impact among women than among men. The corresponding compensating differential appears to fall among men, but not after accounting for immigration-induced changes in the financial returns to occupational skills." Abstract= {"The enduring lack of diversity in the corporate elite continues to attract attention from scholars and practitioners. However, the issue of representation or 'body count' – in particular for women – tends to dominate the discussion and overshadows social-relational dimensions. Adopting a network perspective, this article investigates how gender and nationality interact with human and social capital (i.e. director capital), explaining why particular directors hold more influential positions in the corporate elite. Findings from Swiss data show that some specific aspects of human and social capital matter more than others for being an influential director and that, ceteris paribus, Swiss citizens benefit most from both sources of capital. The discussion engages with the implications of our findings on current approaches intended to increase the numbers of appointments of 'diverse' directors, and how these are expected to change the corporate elite and the related job market in the longer term." Abstract= {"In this study, we focus on the evolution of refugees' well-being in the first years after their arrival in Germany. In contrast to other immigrants (e.g., labor migrants), refugees experience higher risks of unexpected and traumatic events and insecurity before and during their migration and face various legal and structural barriers in the receiving country. We contribute to the existing literature by exploring from a dynamic perspective possible pre- and postarrival determinants of refugees' life satisfaction and self-rated health upon arrival in Germany and the development of their life satisfaction and self-rated health in the process of becoming established. Applying linear regression and panel models with recent longitudinal data from the IAB-BAMF-SOEP Survey of Refugees in Germany, we find significant effects of prearrival factors, such as traumatic experiences and the complexity of migration, on both life satisfaction and self-rated health at the time of the first interview. Regarding postarrival factors, our results suggest that improvement in language proficiency and labor market status significantly shape refugees' life satisfaction and self-rated health. The time-dynamic analyses reveal substantial improvements in life satisfaction upon the approval of refugee status and the transition from shared housing to private accommodations. However, we find no improvements in self-rated health due to legal status but rather deterioration effects due to long-term residence in shared housing." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"This article examines the role of the media in the EU freedom of movement debate through the lens of high-circulation German and UK newspapers during the first half of 2014. It explores how the media problematised migration from Eastern European member states and its influence on national host country labour markets and welfare systems. It also analyses how different media outlets positioned themselves in relation to relevant policies or policy proposals. The findings show that most articles in our sample present low-skill, low-wage working European Union (EU) migrant class referred to as 'poverty migrants' as a problem to be addressed at the policy level in contrast with the economically self-sufficient migrant with marketable skills. Abstract= {"Using the full population of registered unemployed individuals in Sweden, we study the unequal labor market impact of Covid-19 depending on gender, wage, age, and country of birth. Also, having very detailed data on the occupation of the unemployed, we can study inequalities both across and within occupations. We find that two demographic factors are associated with higher unemployment in the pandemic: being young and being foreign-born. Gender, however, does not seem to play a big role in the Swedish context, likely due to both institutional factors and labor market structure, as well as policy measures such as not closing schools and day-care facilities. We also find a clear wage gradient with lower-paying jobs having higher unemployment risk. Our results confirm previous findings on the most vulnerable being hit the hardest, but at the same time emphasize the importance of country specific studies to understand the economic impacts of the pandemic." Abstract= {"This paper investigates the role of work experience in migrant mothers' current employment in Germany. Unlike previous papers, we focus on actual experience and add the motherhood aspect. To this end, we use data from the German Socio-Economic Panel 2013-2018 including the IAB-SOEP Migration Sample. Having immigrated to Germany and female sex are the two treatments of our sample of 491 migrant mothers, with 7,077 native mothers and 1,383 migrant fathers serving as control groups. Running LPM with individual FE and testing the robustness of the work experience estimators against a range of covariates and unobserved time-varying confounders with Oster bounds, we show that years of domestic parttime experience yield higher returns for migrant mothers compared to migrant fathers and non-migrant mothers. We conclude that current employment is significantly fueled by former employment; thus policies should be designed such that they help women to 'get on the right track'." Abstract= {"We study residential integration patterns in adulthood for children of refugees who arrive in Sweden before the age of 16. Using geo-coded information on the residential location of each individual in Sweden, we take a novel, data-driven approach in defining neighborhoods and construct individualized k-nearest neighborhoods, for k = 100 or k = 1000. Exploiting a siblings design, we find that, at age 30, refugee children arriving later live in neighborhoods with lower shares of natives, high-educated individuals, and high-income earners, and higher share of welfare receivers, regardless of the level of k. We also provide evidence that refugee children arriving later experience worse labor market outcomes in terms of earnings, lower educational outcomes and likelihood to marry Swedish-born partners at age 30 as compared to children arriving earlier to the host country. Using a decomposition analysis, we show that the mean effects of age at arrival on neighborhood integration are only partly explained by economic integration, educational integration and intermarriage. Our findings indicate that a large part of the estimated mean age at arrival effects remains unaccounted for, particularly for k = 100, which suggests a role for Swedish housing policies, housing discrimination and taste-based preferences in fully explaining the effects of age at arrival." Abstract= {"We analyze the impact of obtaining a residence permit on foreign workers' labor market and residential attachment. To overcome the usually severe selection issues, we exploit a unique migration lottery that randomly assigns access to otherwise restricted residence permits in Liechtenstein (situated between Austria and Switzerland). Using an instrumental variable approach, our results show that lottery compliers (whose migration behavior complies with the assignment in their first lottery) raise their employment probability in Liechtenstein by on average 24 percentage points across outcome periods (2008 to 2018) as a result of receiving a permit. Relatedly, their activity level and employment duration in Liechtenstein increase by on average 20 percentage points and 1.15 years, respectively, over the outcome window. These substantial and statistically significant effects are mainly driven by individuals not (yet) working in Liechtenstein prior to the lottery rather than by previous cross-border commuters. Moreover, we find both the labor market and residential effects to be persistent even several years after the lottery with no sign of fading out. These results suggest that granting resident permits to foreign workers can be effective to foster labor supply even beyond the effect of cross-border commuting from adjacent regions." Abstract= {"We analyse the distribution and the flows between different types of employment (self-employment, temporary, and permanent), unemployment, education, and other types of inactivity, with particular focus on the duration of the school-to-work transition (STWT). The aim is to assess the impact of the COVID-19 pandemic in Italy on the careers of individuals aged 15-34. We find that the pandemic worsened an already concerning situation of higher unemployment and inactivity rates and significantly longer STWT duration compared to other EU countries, particularly for females and residents in the South of Italy. In the midst of the pandemic, individuals aged 20-29 were less in (permanent and temporary) employment and more in the NLFET (Neither in the Labour Force nor in Education or Training) state, particularly females and non Italian citizens. We also provide evidence of an increased propensity to return to schooling, but most importantly of a substantial prolongation of the STWT duration towards permanent employment, mostly for males and non Italian citizens. Our contribution lies in providing a rigorous estimation and analysis of the impact of COVID-19 on the carriers of young individuals in Italy, which has not yet been explored in the literature." Abstract= {"There will be 95 million fewer working-age people in Europe in 2050 than in 2015, under business as usual. This will cause significant fiscal stress as well as slower economic growth. Potential responses include: (a) raising labor force participation by women and older workers; (b) automation; and (c) outsourcing. But none will be sufficient. This leaves immigration: while migrants create demand for jobs as well as fill them, they can help rebalance the ratio of working to non-working populations. The paper compares business as usual estimates of inflows to 2050 with the size of the labor gap in Europe. Under plausible estimates, business as usual will fill one-third of the labor gap. This suggests a need for an urgent shift if Europe is to avoid an aging crisis. Africa is the obvious source of immigrants, to mutual benefit" (Author's abstract, IAB-Doku) ((en))},

Abstract= {"We provide empirical evidence suggesting that net migration shocks can have substantial demand effects, potentially acting like positive Keynesian supply shocks. Using monthly administrative data (2006-2019) for Germany in a structural VAR, we show that the shocks stimulate vacancies, wages, house prices, consumption, investment, net exports, and output. Unemployment falls for natives (dominant jobcreation effect), driving a decline in total unemployment, while rising for foreigners (dominant job-competition effect). The geographic origin of migrants and the education level of residents matter crucially for the transmission. Overall, the evidence implies that the policy debate should focus on redistributive strategies between natives and foreigners." (Author's abstract, IAB-Doku) ((en))},

Abstract= {"Income inequality is a major public concern in many Western countries. The problem has intensified with the recent high immigration rates in Europe, particularly from outside the continent. However, the linkage between refugee immigration and income inequality in host countries has not been adequately investigated. This article employs a two-step approach to examine whether and to what extent refugee immigration affects income inequality. The first step is a literature review, the second the formulation and utilization of a classic production model with labor sub-divided into different qualification groups. After a discussion of the theoretical implications of the model, it is then applied to Germany's refugee immigration situation in 2015 and 2016. The results suggest that a rise in mostly low-skilled immigration may be accompanied by an increase in income inequality. The linkage between the concepts highlights the need for further research as well as for efforts to curb uncontrolled, low-skilled immigration."

Abstract= {"Guest worker programs increase opportunities for people to work globally, benefitting migrant workers and the firms and countries that receive them. Concerns about these programs are often related to the potential for firms to hold power over workers. Such power allows firms to earn higher profits by paying guest workers lower wages, and depresses the employment and wages of host nation citizens and permanent residents. The potential negative effects of guest worker programs can be countered by weakening the attachment between guest workers and their sponsors, and by setting and enforcing high wage and labor standards." Abstract= {"Women represent an important component of the immigration population in Europe and have increasingly been a group of interest in academic studies, especially with regard to their integration outcomes. In this overview, we seek to provide a comprehensive resource for scholars of female immigrant labor market integration in Europe, to act both as a reference and a roadmap for future studies in this domain. We begin by presenting a contextual history of immigration to and within Europe since the Second World War, before outlining the major theoretical assumptions about immigrant women's labor market disadvantage from economics and sociology. We then synthesize the empirical findings published between 2000 and 2020 and analyze how they line up with the theoretical predictions. We also present descriptive analyses with data from 2019, which expose any discrepancies between the current situation in European countries and the situation during the time periods considered in the reviewed studies. As a group, immigrant women are often reported to experience significant disadvantages in their labor market integration, both compared to immigrant men and to native women. However, this type of approach glosses over the substantial heterogeneity in immigrant women's experiences. Instead, our overview points to a selective disadvantage for immigrant women that is highly dependent on their country of origin and the reception context they encounter after immigration." Abstract= {"This paper examines migration trends in the European Union since the enlargements of 2004-2007, which brought 100 million citizens of eleven Central and Eastern European countries into the EU. We examine country- and regional-level data on migration trends and show how European integration depleted the labor force in new member countries. Several of them lost 10% of their population since 2006, most of it via negative net migration. In 2019, 18% of Romanians, 14% of Lithuanians, 13% Croats, and Bulgarians lived in another EU country. The quantitative analysis shows that migration contributed positively to regional convergence, as every percentage point of net migration increased GDP per capita by roughly 0.01% and reduced unemployment by 0.1-0.2 percentage points. Further analysis will be needed to disentangle aggregate migration effects to quantify its impact on regions that lose their population via migration."

Abstract= {"As part of the research project "The spatial mobility of workers throughout individual working lives - Analyses for rural areas in Germany", we detected via internet research initiatives that aim at promoting the return of former inhabitants who left the region. For the timeframe from 2001 to 2018, we identified 91 distinct return initiatives in Germany. 79 of them were still active in 2018. The gained information has been used in the research project to consider the presence of return initiatives among other potential determinants in econometric analyses of workers' return migration flows in Germany. A categorization of the detected initiatives shows that 13 initiatives focus on singular or yearly repeated events, while 78 initiatives operate continuous within a year to promote return migration. 61 initiatives target former inhabitants of one or multiple German NUTS3-regions (Kreise), 20 initiatives focus on one or multiple municipalities or parts thereof and ten initiatives cover an entire or multiple NUTS1-regions (Länder). Evaluations at the level of German NUTS3-regions show that those 81 initiatives that do not cover an entire or multiple NUTS1-regions can be assigned to 96 of the 401 NUTS3-regions in Germany. More than three quarters of NUTS3-regions that are targeted by at least one return initiative in the observation period are categorized as rural areas with less favorable socio-economic conditions according to the regional typology by the Thünen Institute. 42 % of the NUTS3-regions with less favorable socio-economic conditions according to Thünen typology record at least one initiative, while only 9 % of the remaining NUTS3-regions record an initiative. The number of NUTS3-regions with return initiatives has increased substantially over the last years. Up to 2010 return initiatives were observed in Eastern German regions only. From 2011 onwards, however, we return initiatives have been established in Western Germany as well, particularly in very rural regions that are dis-tant to agglomerations and marked by less favorable socio-economic conditions." Abstract= {"The Federal Office for Migration and Refugees (BAMF) is the central executive authority on migration and integration policy in Germany. Vinzenz Kratzer analyses the Federal Office's research output between 2005 and 2015 with a joint perspective of Ethnography and Political Science. In the wake of political reforms after the »paradigm change« around the turn of the millennium, the development of practically relevant knowledge can be traced. While governmental researchers were able to establish themselves in the bureaucracy with some success, they bought this influence with uncontroversial, depoliticized knowledge production, while the production of seemingly politically irrelevant knowledge – most importantly on racism and discrimination – is underdeveloped." Abstract= {"In the last two decades, the topic of migration has gained importance for society as a whole, for science, and especially for sociology.¹ Although Germany was in fact predominantly an immigration country throughout the 20th century, it was not until the turn of the 21st century that this was accepted in Germany's self-perception. This is also reflected in the sociology of migration. In addition to an increase in publications, there have been changes to its subject matter and paradigmatic frameworks. In comparison to classical immigration countries, the developments outlined can be interpreted as a 'catch-up normalization' of self-perceptions and scientific concepts. In the following discussion, I focus on international migration; the broad, theoretically and empirically exacting field of integration research is considered only in passing, as are questions of domestic migration, 'ethnic minorities,' and racism. German-language scientific publications from the 2000s onwards and monographs published as early as the 1990s are taken into account, insofar as they were discussed in Soziologische Revue from 2000 onwards. For reasons of space, individual studies that were discussed in the aforementioned reviews of Soziologische Revue are not usually cited. Europe is of particular interest with regard to migration. In no other region of the world more than half a billion people can move, work, and settle freely across national borders. The various major refugee and migration movements after the Second World War, after the fall of the Berlin Wall, as a consequence of the wars in Yugoslavia, and more recently in the context of the wars in Iraq and Syria also make Europe one of the most interesting laboratories for migration research. The German-language sociology of migration has enormous potential in the European context. In order to understand the transition to the 21st century as the fundamental turning point it in fact is, the following section begins by outlining the initial situation up to the end of the 20th century. I then present the development of important topics in the 21st century." (Author's abstract, IAB-Doku) ((en))},
