%X "The experiences of unaccompanied young migrants and refugees challenge the idea of a common European asylum policy but also show that traditional welfare typologies used to account for differences in welfare across states fail to account for the lived experiences of this group. They do not consider the shifting categorizations of young migrants in institutional terms, nor how the stratification of their social rights plays out over place and time. Moreover, current welfare typologies give inadequate attention to the increasing intersection of the labour market and opportunities for regularization, the relative importance and role of the state in the welfare mix, and the nexus of access to welfare and immigration enforcement. This article draws on qualitative longitudinal research in England and Italy to argue that rather than experiencing welfare through the lens of Liberal (England) versus Conservative or Mediterranean (Italy) regimes, unaccompanied young migrants and refugees in these countries are better understood as navigating different systems of 'iron rod welfare' and 'colander welfare'. In England, the nexus between welfare and legal status is policed by an iron rod on one side of which exists a plethora of social rights, but on the other the risk of a proactive detention and deportation regime. In Italy, meanwhile, the holes of the colander denote gaps in protection but also possibilities to navigate alternative welfare strategies independently of the state. The ability to act independently of the state is an important but under-theorized capability for this population, for whom the state is a more ambiguous actor than is traditionally considered in European social policy." %X "We compare the long-run labour market integration of the Former Republic of Yugoslavia (FRY) refugees who arrived in the 1990s to the Scandinavian countries in the settings of Sweden and Denmark, respectively. These otherwise similar countries faced different economic conditions at the time of arrival and over the observation period. They also differed in terms of the restrictiveness of asylum policies and in attitudes towards immigration. Using register data from Statistics Sweden and Statistics Denmark, we show that FRY refugees, in both child and adult generations at arrival, are better integrated 12-15 years later in Sweden than in Denmark, even though Sweden experienced a higher level of unemployment than Denmark throughout the period. Our findings suggest that asylum policies promoting early labour market entry and early exposure to a host country's schooling system, as well as access to disability pension and social assistance, are important factors affecting refugee labour market integration." %X "During the early 1990s Germany offered temporary protection to 700,000 Yugoslavian refugees fleeing war. By 2000, many had been repatriated. We exploit this natural experiment to investigate the role of returning migrants in boosting export performance upon their return. Using confidential German administrative data we find that industries with 10% more returning refugees exhibit larger exports between the pre- and post-war periods by 1 to 1.6%. We use exogenous allocation rules for asylum seekers within Germany as an instrument to deal with endogeneity concerns. We show evidence pointing to productivity shifts as the main mechanism behind our results. Consistently, we find our results are driven by refugees in occupations more apt to transfer knowledge, technologies and best-practices." (Author's abstract, IAB-Doku, © MIT Press) ((en))

%X "This article sheds light on the socio-cultural dynamics Merkel's open-door policy set in motion in Austria. Based on the Anti-Merkel discourses that came to infiltrate Austrian mainstream politics, it will show how the summer of displacements 2015 led to a pronounced move to the right. While many commentators have tended to link the post-2015 triumph of reactionary parties to the sense of crisis caused by the few months the European Union opened its borders to asylum seekers, the article demonstrates that we need to be more careful in our analyses of the roots of exclusion. By zooming in on the everydayness of anti-cosmopolitan practices in an Austrian mountain community, it argues that if we are to understand the current backlash against liberal and cosmopolitan ideas we need to pay attention to genealogies of exclusionary practices, or 'cultures of unwelcome'." %X "Eine Folge des Klimawandels, die zunehmend in der Öffentlichkeit diskutiert wird, ist die reguläre und die irreguläre Migration. Obwohl es unterschiedliche Schätzungen gibt, die alle mit großer Unsicherheit einhergehen, sind sich die meisten Prognosen einig, dass Klimamigration ein wachsendes Phänomen ist. Die Auswirkungen des Klimawandels auf Migration sind jedoch sehr kontextspezifisch, und die Abhängigkeit von landwirtschaftlichem Einkommen oder Konflikte über Ressourcen spielen eine wichtige Rolle. Obwohl einige Studien zeigen konnten, dass der Klimawandel Migrationsströme von Entwicklungs- zu OECD-Ländern verstärkt hat, erschweren oder verhindern viele Hindernisse häufig internationale Migration. %X "Background For the general population, the positive effects of paid employment on health and wellbeing are well established. However, less is known for people from refugee and asylum-seeking backgrounds. This review aims to systematically summarise the quantitative literature on the relationship between employment and health and wellbeing for refugees and asylum seekers. Method A search strategy was conducted in online databases, including MEDLINE, PsychINFO, EMCARE, SCOPUS, CINHAL, ProQuest and Web of Science. Articles were screened against inclusion and exclusion criteria. Studies published in English between 2000 to October 2021 were included if they used quantitative methods to consider the relationship between employment and health for refugees and asylum seekers in resettlement countries. Study quality was assessed using The Joanna Briggs Institute's Critical Appraisal Tools. Findings were synthesised using a narrative approach. Results Seventy-two papers were identified. The majority of papers (N = 58, 81%) examined the association between employment and mental health outcomes. Overall, while there were inconsistencies in the findings, employment had a positive effect on mental health particularly in reducing levels of psychological distress and depression. Though more limited in number, the papers examining physical health suggest that people who are employed tend to have better physical health than unemployed persons. There was some evidence to support the bi-directional relationship between employment and health. Poor mental and physical health negatively impacted the odds of employment and occupational status of refugees. Conclusion Good quality employment is an essential component of refugee resettlement and this review found that in general employment is also beneficial for refugee health, particularly aspects of mental health. More research regarding the effects of employment on physical health is required. The effects of refugee-specific factors such as gender roles, torture, and trauma on the relationship between employment and health also require further investigation." %X "The Russo-Ukrainian war has given rise to a broad discussion about adequate aid for Ukraine across the Western world and within the OECD country group in particularly. Essentially, policymakers and the wider public would like to have an economic aid indicator which allows to understand whether or not individual donor countries are carrying a "fair" share of the burden: Humanitarian aid would naturally include the commitments of OECD countries for Ukrainian refugees plus other humanitarian expenditure items. The sum of humanitarian, financial and military aid provided by various countries to Ukraine has been presented by the Kiel Institute for the World Economy (Kiel IfW) in April 2022 and thus many new data points became available, including a table with a ranking of the countries on the basis of combined aid - relative to GDP - which shows that the aid ratio of the US is larger than that of the whole EU, including EU funds for Ukraine. The IfW, however, omits the commitments with regard to refugee support made by OECD countries which, for most countries considered, indeed represents the largest share of overall support commitments for the Ukrainian people. The IfW approach is quite misleading as it ignores commitments of the respective OECD countries for Ukrainian refugees. If one includes the relevant expenditures and commitments for 2022, the donor country ranking looks quite different from the ranking calculated by Antezza et al. (2022). It is also noteworthy that the press release by the Kiel Institute for the World Economy on publication of the IfW Discussion Paper No. 2218 does not mention that the IfW summary aid indicator for support for the Ukraine does not take expenditures for Ukrainian refugees into consideration, while the paper mentions this peculiar point - this might be an error in the press release. %X "Auch diese Ausgabe des Hessischen Integrationsmonitors bietet auf Grundlage des immer längeren Beobachtungszeitraums wertvolle Erkenntnisse zur Integrationsdynamik. Während sich beispielsweise etliche soziale Indikatoren größtenteils positiv entwickeln, muss nach wie vor eine Stagnation im Themenfeld Bildung festgestellt werden. Bei vielen Indikatoren besteht eine 'Lücke' zwischen den Ergebnissen für die Bevölkerung mit und ohne Migrationshintergrund, die sich zwar verkleinert, aber nicht schließt. Dies ist in einer Gesellschaft, die permanent starke Zuwanderung erfährt, auch nicht überraschend – schließlich stehen die neu Zugewanderten wieder am Anfang des Integrationsprozesses. Die vergangenen zwei Jahre standen im Zeichen der Corona-Pandemie. Deshalb thematisiert ein neu konzipierter Exkurs die gesellschaftlichen und emotionalen Auswirkungen der Pandemie auf die Bevölkerung mit und ohne Migrationshintergrund. Eigens für das Ministerium erhobene Befragungsdaten zeigen, dass Menschen mit Migrationshintergrund in besonderem Maße unter den wirtschaftlichen und sozialen Folgen von Corona leiden. Besondere Berücksichtigung beim Monitoring verdienen außerdem Geflüchtete, so kann ihren speziellen Bedarfen beim Integrationsprozess frühzeitig begegnet werden. Ihnen ist ein eigenes Kapitel gewidmet mit dem Fokus auf Bildung und Erwerbstätigkeit. Seit Ende Februar 2022 suchen viele Menschen aus der Ukraine in Deutschland und Hessen Schutz vor dem Krieg in ihrer Heimat.
