%X "We analyze the role of origin-destination-time specific policy measures in shaping the location choices of asylum seekers across European countries. We estimate a gravity equation that reflects the uncertainty that asylum seekers face concerning the chances of obtaining refugee protection, the processing time and the risk of repatriation. German efforts to expand their processing capacity are correlated with a significant increase in applications from origins with high recognition rates, which were mostly diverted away from Sweden. For Syrians, the observed variations in processing times increased applications in Germany by 16.1 percent, and led to a 35.3 percent reduction in Sweden between 2014 and 2015." %X "We study the labour market performance of refugees vis-à-vis comparable migrants across 20 European countries and over time. In the first part of our analysis, we document that labour market outcomes for refugees are consistently worse than those for other migrants. Refugees are 11.6% less likely to have a job and 22% more likely to be unemployed than other migrants with similar characteristics. Their income, occupational quality and labour market participation are also relatively weaker. These gaps are larger relative to economic than non-economic migrants, and persist until about 10-15 years after immigration. In the second part of our analysis, we investigate the role of economic conditions and migration and asylum policy regimes at the time of arrival in shaping integration paths of refugees. First, we find that immigrating in a recession produces scarring effects for all migrants but no differential effect for forced migrants, leaving little role for this channel to explain observed refugee gaps. Secondly, we focus on the impact on refugees of being subject to spatial dispersal policies. Our estimates imply that dispersed refugees experience a persistent impact on their residential choices and substantial long run losses in their economic integration with respect to non-dispersed refugees." %X "About 80 million people were displaced worldwide at the end of 2020. To support this highly vulnerable group, in recent years, local bottom-up initiatives proliferated to support refugee integration in hosting communities. This study examines a network intervention for refugees in collaboration with a social start-up whose mission is to match refugees and local volunteers to form friendships. We apply an innovative randomised controlled trial approach with 446 participants integrated into a survey of almost 8000 randomly sampled refugees who moved to Germany between 2013 and 2016. Despite the field experimental study design, statistical imbalances between treatment and control groups arise in the process of enrolment and matching up to the re-interview approximately one year after recruitment, which we address using propensity score weighting. Out of 85 successfully matched individuals, for the 30 refugees with the highest intensity of the intervention we find positive treatment effects on social connectedness, housing satisfaction, and, although less robust, German language proficiency. Thus, a general-purpose mentoring program can promote subjective integration. Effects on objective indicators, such as employment, may only indirectly come about in the longer run." %X Die Drucksache enthält die Stellungnahmen des Deutschen Gewerkschaftsbunds, der Bundesagentur für Arbeit, des Deutschen Paritätischen Wohlfahrtsverbands, der Diakonie Deutschland, des Caritasverbands für die Diözese Osnabrück, des Sozialverbands VdK Deutschland, des Zukunftsforums Familie, des Familienbunds der Katholiken, der Bertelsmann Stiftung, des Deutschen Städtetags und des Deutschen Landkreistags. In der Anhörung wird von den Sachverständigen überwiegend eine breite Zustimmung formuliert und damit auch die Frage beantwortet, ob sich der Kindersofortzuschlag eignet, um bis zur Einführung der Kindergrundsicherung akute, auch krisenbedingte, Armutsrisiken abzufangen und welche Auswirkungen ein Unterlassen hätte. Der Bundesvereinigung der Deutschen Arbeitgeberverbände fehlt es an einer Begründung, warum Beziehende von Arbeitslosengeld I ebenfalls eine Sonderzahlung erhalten sollten. Besonders angesprochen werden Probleme des Rechtskreiswechsels vom Asylbewerberleistungsgesetz in das SGB II und SGB XII für Geflüchtete aus der Ukraine. (IAB)

%X "This paper presents the 'Ukraine Support Tracker', which lists and quantifies military, financial and humanitarian aid to Ukraine in the context of the Russia-Ukraine war. This second version covers the period January 24 until April 23, 2022. We measure support from Western governments, namely by the G7 and European Union member countries. Private donations, help for refugees outside of Ukraine, or aid through non-governmental organizations are not included due to a lack of systematic data. To value in-kind support like military equipment or weapons, we rely on government statements as well as own calculations using market prices. We find significant differences in the scale of support across countries, both in absolute terms and as percent of donor country GDP. In billions of Euros, by far the largest bilateral supporter of Ukraine is the United States, followed by Poland, the United Kingdom, Canada and Germany.
